No Oberth and C-B spam is why I like the plan.
Fair enough, although I don't actually have a problem with Oberths myself, as long as we use them in appropriate roles where their weak non-science stats aren't a problem.

Where are we as far as being able to crew our ships?

I have a feeling that the casualties we took this year mean that previous build plans aren't sustainable anymore.
We actually took casualties only in the Explorer Corps. Which might threaten our ability to perform five year missions (though I think we're still on schedule for our target goal of five by 2311). But it doesn't impact the crew needs of the bulk of the fleet.

I'd actually like to see the next Snakepit focused on non-ship building for once - there are many projects unrelated to mines, funds for more ships, berths, and academy increases.

We're at 137 right now, so if we skip the budget, that's 136. I'd vote for this one, but I expect additional Anti-Syndicate options next time.
 
Furthermore, the idea that resource requests will increase in costs has no support for it. Oneiros has not warned us of anything like that, there is nothing in the listing like the "more berths will cost more" annotation for building shipberths. There is no specific reason to think that the outcome you describe is likely to be a problem, aside from your speculation on narrative consequences.
Many options increase in cost with use, not only beths (which originally didn't have the annotation but still had increasing costs), academy expansions and budget requests also do. Colonies and diplomatic pushes don't, but colonies are inherently limited by discoveries and pushes have their own limiting mechanism. We haven't requested starbases or tech teams often enough to know whether they do. I suspect tech teams will increase in cost if we do it much faster than we gain members, starbases won't if we stick to one or two per sector, they might if we try to build one at every planet or something like that, and even if they don't using only starbases for defence would have serious downsides by itself, so abuse would be inherently self limiting.

Resource requests don't seem to have any inherent limit preventing them from being used as just a part of our normal budget, so they are more like the repeatable options that need cost increase as a limit rather than being inherently limited.
The last few times I speculated that problems might arise from an action that seemed as though it might have negative narrative consequences, people told me I was fearmongering. So why are you worrying now?
Because I actually understand how this game works. Mechanical elements have mechanical effects, narrative elements have narrative effects, elements that are both have both. The bonus characters give has been consistently on the mechanical side, flavor text or not (for pre-existing characters the character description also hints at narrative elements, but then it doesn't correspond 1:1 to the mechanical bonus. A flavor text that perfectly matches the bonus of a new character is effectively meaningless). Resource request are definitely a partially narrative element, we unlocked them with a narrative write-in.

We had eight Constellations for six sectors at game start. Now we have nine sectors, and we're likely to have more in the near future. Our defense requirements have grown rapidly.
We had 6 Constellations at game start and built two more. Two of them were at Sol so we didn't even have one in every sector. With the Cheron we will have 9 Constitutions, and we also have Centaur-As and sector fleet Excelsiors that both take over major parts of the roles Constellations had at game start.

TBF @Simon_Jester had a plan that did resource request, and practically nobody voted for it. I don't think your plan might have been any different this time around

Don't misrepresent things. People want to do other things in the next snakepit more than a resource request, that's not 'running from it'. And we're still building ships, just a few less.

It's not like only building 3 ships and doing a refit instead of building 4 ships (and either also a refit or not depending on the plan) is a huge step down. Berths are still in full use except for 40EA-B, just like on your spreadsheet. And now that we know that the Cardassians are building significantly fewer warships than Starfleet alone is building ships, never mind members, the pressure to build up as fast as possible is a lot lower than it used to be.
 
So looking ahead we have three affiliates in the upper 200s that with above average rolls reach 300. that would provide some more resources. Rigellans are closing in on 500 and we are getting catian this year so we should see more resources from them.
 
If we did want to do a ship name in honor of Niven, the USS Protector would be a subtle nod. For something more personal, the USS Fuzzy Pink.

(Fuzzy Pink is the nickname of Niven's wife Marilyn, due to her habit of wearing fuzzy pink sweaters back when she was an MIT student helping run their science fiction lending library. The group often invited sf writers to events, including Niven.)

It's only 20pp, and this will allow us to deploy more ships faster. Why does that matter? Because it allows us to add members faster. The big thing holding us back from pushing the Rigellians and some other high-relationship Affiliates to membership is fear of not being able to cover all their sectors. More ships mean we can provide for more members mean we can risk having more members, means more resources. I know you guys want other stuff out of the Snakepit, but I promise this would be the last big building push for a few years. Just stay on this a little while longer and let's get our berths all full of ships in their wombs.

I am very worried about more Sydraxian raids, so I want to substantially beef up both Sol and Tellar Sector by doubling up on the Centaur-As sent there. Remember, they outright tried to destroy a colony just a couple of turns ago. Sol, Tellar, and Amarkia are the most vulnerable Sectors. We gave Amarkia an Excelsior, let's double the ships to Sol and Tellar Prime. keep them safe.

Right now the main thing limiting us from pushing for more members is needing the pushes to counter Cardassian diplomacy instead. The 5 Connie-Bs started last year and the 2 more we'd build with my plan along with another 2-3 sector fleet Excelsiors would be enough to cover the Caitians, Rigellians, Apinae, Indorians, Caldonians and Gaeni joining. And if some new must-buys appear planning on the resource request could even cause us to drop bellow 4 pushes this year.
