One of its faces has infested Starfleet's entire computer network despite the engineers/exorcists' best efforts to remove it; they eventually gave up and utilized it as a voice recognition software instead.

No, because the Italians were basically incompetent and ineffectual. The Cardassians know how to fight just fine, and are pretty good spies and so on. They're maybe a bit smaller, weaker, or less advanced than the Big Three, but they're not weaklings or fools or strategic incompetents.

Actually that's the TOS Klingons, (And the Romulans are space Rome/ Red China) especially the ones from ST VI. The Cardassians really do seem to be more reminiscent of Nazi Germany. Not a direct experience, but they've certainly drawn some inspiration.
 
Romulans would be Space Romans. They're named after one of the mythological founders of Rome anyway.

Besides the reports of current happenings and incidents, I favor diplomatic posture reports, since they're the only things we will probably action upon (choosing diplomatic pushes). Cardassian military info isn't likely to change our building and design plans more than it already has. I'm also hoping that the USS Polaris Incident Report and the Caitian-Dawiar War Progress Report will indirectly give us a partial Dawair Diplomatic Posture Report.

As I said (Space Rome/ Red China) They are culturally Roman inspired, but seem to occupy the strategic position of China. Of course the Romulans saw little use because the cost of giving out ears was prohibitive, so they went with the Klingons instead because "Brown" was much easier to pay for.

Edit: It is always astonishing finding out how much of what shaped Trek was cost concerns.
