Can we declare a rimward border zone(i think that would include Risa) and build the risa starbase as the first starbase in that borderzone?
Does the rimward border zone include ruby eyes folly if it does we even have a decent fleet for the new BZ.

We could declare a Rimward Border Zone, but I'm not sure we could spare the ships with us starting to send Renaissances into refit next year. As to what would be in it, I'm frankly unclear.

Hey look, I was right. We got 77RP over Q1. :p

(Which is higher than the bare minimum of 57rp over two quarters that we needed according to Briefvoice (i.e. deactivate the five generic teams with two research boosts))

They called us mad when we made it rain RP during the MWCD! MAD!

But we ultimately showed all detractors, never bet against Starfleet's ability to check under every rock and crevice!

That's where Righteous is going!? I thought "Space-Holy Roman Empire" was Core-Spinwards of the Cardassians, not literally on the opposite side of Cardassian space!

If the Akley are spin-coreward of the Dylaarians, then the Unbound Gaeni are actually getting closer to being relevant. That's a scary thought.

It'll be necessary in 10 to 15 years, which is the timeframe you should be thinking about here.

Now you understand why such a big deal was made about sending a squadron of Excelsiors and why Chekov declared it was "really" an EC mission. It is super-far, especially as we have to go around Cardassian space to get there.

Well development of Utopia Planitia adds another 3mt berth, but if you mean another one beyond that:

Doesn't seem like it.
Damn maybe next year we can build more 3 mt berths or that second UP that we have been talking about for a while. The reason I want to build more 3 mt berths right now is because we have so many ships that are going to need Refits in the future that fit them. That we need more of them to offset the ones that are not filled with ships under construction, refit, or repair, We have a massive wave of ships including the Ambassador wave next year that I am thinking that we need more 3 mt berths to deal with the demand. Federalization has alleviated it some with more 1 mt, 2 mt, and a couple of 3 MT berths.

My understanding is that federalization, plus all the heavy frigates and Ambassadors we're building, have chewed through our crew reserves. To the point where we have more berths than we can readily fill with new construction. We'd end up building ships we can't crew.

In which case we need the refits anyway, just to fill up the berths.

Slight question on your plan, but who would we get the focused Diplomacy on?
That decision isn't really critical to the budgeting process as a whole, so it's worth leaving it out of the first rough cut of the budget to avoid getting distracted by squabbles over which species to diplopush.

1. Just goes to show, we should pick Academy Expansions every Snakepit they're available.

2. If we ever have a berth-serplus we can always rent them out to Members/Allies/Affiliates like the Orions do.

Also, sorry to dredge up a week-old topic but...
I've been reading the Connie-B's wiki entry; did the ships keep their names or did the members rename them?

For example, "Is the USS Lexington now the KPS Lexington" and so on?

Edit: The Amarki appear to have kept the original names, Defiant and Exeter.
Was informed that it was on a case-by-case basis is when updating the article.

According to the Wiki, we gave the Connie-B Korolev to the SGC and I just remembered Stargate had a ship named the Korolev. If there was one ship that would keep it's name in the transfer, it's that one.

Let's just hope it lasts longer than one episode.

How? They somehow destabilized subspace 'in front of' the wave, which, in a 3-dimensional+ universe, might be a sphere. And even if you somehow manage to cross that zone, the inside of the sphere should be rather unhealthy.
Well that's for the scientists to figure out yea I mean we can prove it exists when every probe they send in ceases to exist
