Honestly, lighter but more numerous Light Cruisers would be good if we could get the numbers to organize 'Wolf Packs' of them. that said, are Cloaking Devices possible eventually?
Well, we haven't signed the treaty of Algernon yet, so it's not illegal for us, but we've got a looooooooooot of catching up to do in that field.
 
I might have missed the talk about it but why are we getting a refit for Constitutions rather than the Constellations?

Because in a tossup with the Jaldun:

matches up better then the Constellation-A:

I haven't done the tests to determine exactly how things would go but one-on-one the Jaldun would likely beat out a constellation thanks to it having double the Hull and Shields. A Constitution vs Jaldun meanwhile would likely favor the former as it's almost as tough, most importantly it's got the same Shield level, and is 25% more powerful.

I suspect that falls under Forbidden Tech. No touching unless the council says otherwise.
Along with (I'd guess): Augmented Marines, Time Travel, Genesis Devices, M5 ship automation...
What a wierd list.
Look at the different reasons for banning:
Augument Tech: 20th century humanity fucked up, humanity convinced everyone else not to touch it.
Time Travel: Do not play with this shit unless the result of not playing with it is everyone dying anyway.
Genesis: Fatally flawed for terraforming. Perfect if you want a planetkiller.
M5: One experiment went wrong because they used someone KNOWN to be unstable as the template for the AI.
Cloaking: Pure politics.
Transwarp: Didn't work when we tried in a couple decades ago.

So only two things on the list have actual good reason for perma-ban. Transwarp is temp-banned for engineering reasons, the rest is just political.

Or plot fiat, because failing in a manner unrelated to the actual technology is not remotely a reason to ban a line of research, and that's what happened to the M5.
There are going to be Gaeni scientists who will be very sad about not having a chance to test the effect of a Genesis Device on The Biophage.

We are lucky that Starfleet would never approve of such things.
Genesis is a shitty planet-killer. Nothing more. Yes, using it on the biophage is idiocy, but it doesn't actually give Starfleet any new capabilities. Given the mass-fuckery involved with impulse drives it's well within a good chief engineer's capabilities to turn any Federation ship into a planet-cracking RKKV.

M5? Maybe. Cloaks? Maybe. Transwarp? Two or three more tiers of Warp research and we'll probably get it another shot at it without spending PP.

Auguments? NOPE. Not enough PP in the world.

Genesis? Time Travel? Fuck no, we'd get arrested.

how are we going to handle the Enterprise's 'evolution'?

Do we go with the 'Enterprise must always be a flagship' idea?

or are we going to wear the Enterprise of the time ragged before replacing it at a natural time.

The first option allows us to keep the Enterprise as the best of the best, and always have her on the front.

the second option is more natural, probably cheaper and less money wasted on a 'Mayfly Enterprise'(IE a Galaxy Enterprise that is replaced within ten years by a Sovvie-prise), and allows a good deal more flexibility with where to place the Enterprise(at first mind you, it will lose utility as ship technology marches)...

the ideal one in my mind is the first one, as an Enterprise and any bonus' associated stay on the best classes and are where they are most valuable...and we may have problems keeping good captains on an Enterprise that's been slowly phased out of the dangerous duties is spurts...and honestly, I think Enterprise Captains like Kirk, Picard, and Nash are the best we have; they have a connection to the chair and the ship; and it would be a shame to chase Nash and other such special captains away by relegating them to patrols and boarder defense full time. I will say I want Nash to be the first captain of the Enterprise-C, but that's just me.
 
I've got zero problems with Nash captaining the Enterprise-C...so long as we avert its canon fate, of course :p

Ambassador is a while away.

Honestly, I wouldn't be too surprised if we enter full production a decade after Canon.

Our explorers techs are just too bad to consider it.

We need Explorer Reliability I, and maybe II.

We also need some hull and warp core WR techs.

No, it doesn't always have to be the flagship. There's some magic in the name, sure, but ultimately it's the Captain and crew that make a ship, not the name. You think ka'Sharren would be kicking any less ass if she were on the Courageous? If the Enterprise-Excelsior survives it'll be just another ship in the fleet as the Ambassadors take over, until some day we retire it and the name is available for the generation of Explorers after that.

Legends come and go. If they stayed always, they'd become mundane.

I say rename the C when the first EC ambassador comes out.

Enterprise should always be our lead EC ship.

Of course, timing it just right would be tricky, but it'd be worth it.

You guys are making things too complicated. Simply mothball the B in favor of the C when the time comes. We don't simply throw away a good ship, but we can reuse the name in that case.
Rename, not mothball. It's still an Excelsior, and we won't be phasing completed Excelsiors out for a very long time.
 
On a different note, I have a question @OneirosTheWriter: If Nash were to accept a higher command rank, and somehow moved up in rank to become the commander of starfleet eventually, what bonus would Blue Kirk give? :V
