The biggest problem right now is we let up on escort/cruiser production for two full years. If we were even adding one or two every year we'd be fine, but we aren't, and the earliest we can expect new refit escorts is 2.75 years from now. Let's say we gain a D6 requirement every year, that means two D3 ships should be consistently rolling off the production lines every year. Our Excelsior builds are basically extra to that. Part of the learning process I guess. If we had consistent, rolling builds, we'd be in better shape to absorb any accidents or sudden requirements.
 
But only if @OneirosTheWriter promises that the design spreadsheet is locked and that the (in my opinion) completely game-breaking design that the current sheet allows you to make will be allowed going forward.

I agree, the ship design spreadsheet change now makes even the Constitution-B impossible to design without fudge factors, if it were a new ship design rather than a refit. I did manage to recreate the Constitution-B with 2 levels of fudge factors and a reliability of 97.6% (and at same cost).

edit: Actually, even before the spreadsheet change, Constitution-B still barely required 2 levels of fudge factors. It would work with 1 level if the scale could be increased by 0.02 (resulting in 1.005mt).

The academy upgrade costs 35 points. For that we could push an affiliate to full membership, add a starbase to (mostly) make up for the defense requirement and get about as much crew, but also resources, rp and pp.

We also still have a little bit of slack in the defense requirements, we currently have 67 D worth of ships (exluding EC, T'Mir and Soyuz-class) and 25 D worth of starbases, our current requirements total 82 D, so we 10 points over the absolute minimum. We are adding 9 D worth of ships and 5 D worth of outposts this year, so we can deal with a total increase of up to 24 points. This is assuming shortcomings due to damaged ships are not immediately counted against us, and in an extreme case we might be able to recall an explorer. This is without any additional starbases.

Until 2310 we are adding either 18 or 24 D worth of non-EC ships. So we could probably accommodate several more full members by then, and 300 affiliates requiring defense after a while wouldn't be an immediate disaster.

So I don't think we need to drop pushes all the way down to 1, we just need to be careful not to add more than one full member a year and include some starbases where it makes sense to accommodate the full members we do add.

We should go to whatever the new limit is, 3 or 4. 1-2 of those to make someone a 300 affiliate, the others either on non-affiliates or to get them a bit higher than 100. If needed drop things like academy expansions or mines.
 
We should be doing as many pushes as we have slots available on any affiliates in or near Cardassian sphere of influence, they will continue to try and pull shit like they did with the Sydraxians. I'd like to have enough favourability with any affiliates that we're not at summary risk of losing them.

The amount of ships we have is not only about our defense values, if the whole cardassian thing does turn into a war or we get some sort of other combat focused event then we will need ships for that. It's important to remember that while defense values are important they aren't the only thing to worry about.

No, @Briefvoice has a spreadsheet for the next five (maybe more) years of building before we run out techs. Quite possibly can be done next turn or the turn after. Also Betazoid should join either this year or next year which should add to crew trained by academy as I believe Amarkia joining added to that.

The +0.05 affiliate level intakes are improved to O-1, E-1, T-1, with an additional .25 each as Explorer Corps.

It's important to remember that while defense values are important they aren't the only thing to worry about.
In a war we are going to make use of the EC ships and can call up member forces like the 40 combat fleet the Amarki have. Defense requirements in far away sectors like the RBZ will probably drop, too.

I think that is interesting as that would mean each alignment (peaceful, engineer, scientist, martial, etc) has different effect. Betazoids are listed as peaceful so after them I would like to get an engineer or scientist alignment in as a full member. Unfortunately only the Sydraxians are listed as martial aside from the Amarki. There are still several that have not been listed out though.

Andorians are an existing possibly-martial that comes to mind. No idea on our other potentials and affiliates though.

I also have to say that I've been swayed over to supporting the ConnieBee. Especially with the Rennie now beyond our reach anytime soon. Sure, it's not great, but it's the faster and cheaper option that is actually useful to us sooner than a new design can start producing for us.

Wrong, we can build a prototype medium cruiser next year with the prototype completing in 4.5 years, while the refit will be 2 years before it's even available, and after that 3 years before the first one is produced. sure it's cheaper, but we can do an escort that is even cheaper and has decent stats across the board(especially defense), and builds faster.

The ConnieBee was a stopgap until the Rennie. Since the Rennie is no longer an option, it doesn't make sense anymore
 
I've just been watching this, but... I'm surprised the Biophage hasn't been heard of again in a semi-serious manner. I... Sort of want to write a thing about what it's doing, in the vastness of space. Evolution and adaptation has to be part of it's domain, after all.
