Captain's Log - 2317.Q3.M1
Captain's Log, USS Atuin, Stardate 26421.4 - Captain Vol Chad

Representatives from the Qloathi and the Caitians are joining the Atuin to meet the Lamarckian representatives. We will host them in this matter. The CSS Horfa will join us in the hour, and the Torqui Leb Lagan of the Qloathians after that. I know the Caitians can handle a good party, but I wonder how the Qloathi will fare?

Captain's Log, USS Cheron, Stardate 26422.3

Vail is a very beautiful world, a land full of vibrant colours and people. I quite enjoy it here, though I wish the local wildlife were less resilient to phasers.

Starfleet Command has sent us out here to inquire after an arrangement that might see a Ranger team volunteer to assist either Starfleet Security or Starfleet Intel. So far their Council has been very interested in the idea, but the Ranger teams are fiercely independent. We will have to appeal to them directly.

-

Captain's Log, USS T'Mir, Stardate 26422.8

We have a subspace track coming straight towards Apinae from Cardassian space, making good speed. The Salnas is en route and should be here soon. I am sending an urgent message up the chain - I suspect we have a diplomatic envoy coming.

-

Admiral's Log, Spinwards Theatre Command, Vice Admiral John Harriman

Logging for the record, have received word from USS T'Mir that a Cardassian ship is en route. We had a flash alert from Starfleet Intel that there may be agitation on the Cardassian border, but this is still rather unexpected. Pushing up the chain, but for now I am also sending instructions to T'Mir and Salnas.

-

Captain's Log, USS Typhoon, Stardate 26423.1

Let the record show that Typhoon encountered and fought off a group of armed pirates attempting to prey on an Andorian cargo ship. I am having to use that term loosely, but there isn't any other to use, really. They were not exactly well-coordinated. After disabling their runabouts, I was able to force a surrender, and all dozen pirates are now in my brig. A mix of distaff Andorians and Tellarites, they will be handed over to the nearest Starbase.

Captain's Log, USS Tarrak, Stardate 26423.3

We have discovered an lifeless civilian ship in deep space, stuck in-between Sydraxian and Yrillian space. No lifesigns were present when we found it, and it appears that damage sustained earlier in its flight caused it to lose power and life-support mid-journey. It contains the remains of a number of senior Sydraxian officials, ex-military and Hierarchy, members of the Reds.

Their computer system is heavily encrypted and locked down. I'd rather not haul the computer back to Amarkia to hand over to the facilities there. Thankfully, my science officer believes they can crack the encryption.

-

Captain's Log, USS Reason, Stardate 26423.5

We encountered a starship of the Konen. They are definitely unsettling as a people, and I was relieved to have a Betazoid as my first officer. A Seyek Destroyer was nearby, and was drawn into the meeting, which I believe helped keep matters peaceful. The Seyek Captain remarked that it was a surprise that Starfleet managed to cross paths with this ship before they did, despite being in their backyard. Apparently it's rather reassuring.

All Stations, All Commands, Spinward Theatre
Move to Heightened Alert.
Imminent possibility of conflict with Cardassian Union.

Captain's Log, USS Avandar, Stardate 26423.8

A civilian Harmony of Horizon ship recently arrived at Wellbeck, one of the major Rigellian worlds. The FDS has relatively few assets there, so they asked us to take a closer look, as this apparent envoy to the Rigellians was not mentioned to us. They sent an Ambassador, very smooth talker, who was hosting talks with the local Rigellian government and a Tauni ambassador.

We've had to untangle a lot of what the Ambassador was saying. Like I said, a very smooth talker. They were asking very pointed questions about parts of Federation history, not directly putting things into a bad light, but just 'asking questions. Thankfully we were able to go over a lot of history and explain many things.

[Gain +25 with the Tauni, reduce Horizon influence in Rigel]

Captain's Log, USS Atuin, Stardate 26424.1

Count the Qloathi in among people who can carry on a party. At having representatives of not one but two new governments arrive, the Lamarckians were in full festival mode in the capital. We've helped their ambassadors get settled in, and helped give the Lamarckians some details on the current norms of interstellar diplomacy. Unfortunately, those norms are usually far more sombre affairs than this.

Captain's Log, USS Cheron, Stardate 26424.7

I have order the ship to return to Vega. The crew is in good spirits, as we have aboard Ranger Team 37. Even the Yan-Ros crew members aboard are starstruck, as the Rangers are the pinnacle of their people's craft.

Rinidy, the team leader, has some experience working with Starfleet, part of what made them decide to volunteer, and is interested in learning more about us. My first officer and the head of the Intel team are working with her now.

[Starfleet Intel asset gained]

-

Captain's Log, USS Salnas, Stardate 26425.1

I believe we have forestalled immediate Cardassian retaliation. Fine-points of the Treaty of Celos were debated back and forth, and we are lucky that the message from Starfleet JAG's treaty team back on Earth was able to provide us with the necessary details and justifications for our approach to the Sydraxians.

They did pointedly let us know that they were aware who wiped out the Obsidian Order's outpost, however. I don't think the book is quite closed on that incident yet. But it looks like war is not on the Union's mind right now.

[Gain +10pp, averted conflict escalation]

-

Captain's Log, USS Tarrak, Stardate 26425.3

They did it! Commander Kevin Li and Lieutenant-Commander Gan Attas-Vanad successfully broke the encryption. In the process they built an obscenity of a super-computer out of materials that were never imagined as being used that way, that nearly triggered an auto-destruct sequence and had us chasing around the ship clearing out terminals from rogue icebreaker code. But that's just details - they unlocked the files in the end.

It turns out we now have a register of a number of asset repositories throughout Sydraxian space, including what I understand are important symbols of office that had been hidden. The newly forming government there will no doubt be glad to know of its location.

As per the front page here is how the various sectors fall within the Theaters:

Tailward Theater:
Sol Sector
Vulcan Sector
Rigel Sector
Andor Sector
Klingon Border Zone
Romulan Border Zone
Licori Border Zone

Central Theater:
Amarkian Sector
Tellar Sector
Ferasa Sector
Alukk Sector
Sydraxian Border Zone

Spinward Theater:
Apinae Sector
Cardassian Border Zone
Garbiel Border Zone

Here is the current (2317.Q4) distribution of ships as per Briefvoice's latest deployment plan:

Tailward Theater - Requires D86:
7 Starbase I (35) [Earth, Betazed, Vulcan, Andor, Rigel, Beta Indi, Shrantet III]
5 Excelsior (30) [Pathfinder, Avandar, Pleezirra, Thirishar, Rru'adorr]
4 Constitution-B (20) [Huascar, Korolev, Lexington, Hood]
3 Constellation (9) [Docana, Selaya, Stalwart]
4 Centaur-A (12) [Lightning, Cloudburst, Winterwind, Typhoon]
3 Miranda-A (6) [Lion, Dryad, Dynamo]
3 Oberth (3) [Inspire, Hawking, Torbriel]
Total Defense = 35 + 30 + 20 + 9 + 12 + 6 + 3 = D115

Centeral Theater - Requires D42:
5 Starbase I (25) [Tellar, Amarkia, Ferasa, Alukk, Vega]
2 Extra Outposts (10) [Tellar, Amarkia]
1 Excelsior-A (6) [Endurance]
1 Constitution-A (5) [Cheron]
1 Constitution-B (5) [Defiant]
2 Constellation-A (8) [Challorn, Sappho]
3 Centaur-A (9) [Bull, Gale, Zephyr]
1 Miranda-A (2) [Svai]
Total Defense = 25 + 10 + 6 + 5 + 5 + 8 + 9 + 2 = D70

Spinward Theater - Requires D22:
Normal Garrisons:

3 Starbase I (15) [Apinae, Indoria, Lapycorias]
1 Extra Outposts (5) [Apinae]
1 Excelsior (6) [Salnas]
1 Renaissance (5) [Reason]
1 Constitution-B (5) [Valiant]
1 Centaur-A (3) [Yukikaze]
1 Oberth (1) [T'Mir]
Total Defense = 15 + 5 + 6 + 5 + 5 + 3 + 1 = D40

Gabriel Border Zone Garrison:
1 Excelsior-A (6) [Sojourner]
3 Constitution-B (15) [Exeter, Saratoga, Republic]
4 Renaissance (20) [Renaissance, Epiphany, Enlightenment, Insight]
11 Miranda-A (22) [T'Kumbra, Agile, Bantam, Clarion, Fidelity, Bon Vivant, Shield, Intrepid, Eketha, Eclipse, Firefly]
Total Defense = 6 + 15 + 20 + 22 = D63

Here are the changes laid out in Briefvoice's plan from a Theater perspective:

Tailward Theater:
2318.Q1

->Dryad from Refit
->Calypso from Refit
<-Winterwind to Central
2318.Q2
->Gale from Central
<-Selaya to Refit
2318.Q3
->Kearsage from Refit
->Vigour from Refit
<-Docana to Refit
2318.Q4
<-Gale to GBZ

Central Theater:
2318.Q1

->Winterwind from Tailward
2318.Q2
->[New Renaissance] from Shipyards
<-Gale to Tailward
2318.Q3

2318.Q4
->Kumari from Refit

Spinward Theater:
2318.Q1

->Excelsior from Refit
2318.Q2
->Spirit from Shipyards
2318.Q3

2318.Q4
->(GBZ)Gale from Tailward

So switching over to a Theater based system would cut down a lot of shuffling. Apart from three exceptions (Winterwind->Central, Gale->Tailward, and Gale->GBZ) all the changes to the deployments from a Theater perspective are new ships, ships coming from refit, or ships going to refit.

That being said as I was doing all this I realized another major flaw with shifting over to a Theater based system; Forward Defense. A lot of techs in Forward Defense are based on reward us deploying more ships to Border Zones and fewer to Home Sectors. Theaters however contain both Border Zones and Home Sectors.

The longer we can keep the Cardassians from escalating things, the more time we have to strengthen ourselves. But we shouldn't drag things on for too much longer... I'd say 2320 at the latest.

While result is good it's concerning that HH is trying to gain influence among our members and paint Federation in a bad light.

If the Cardassians want to undermine us using intrigue the HH seems like they will use diplomacy more to gain support.

...

They're using diplomacy as a weapon.

Harmony -- Federation.

Horizon -- Planets.

It's an evil nega-Federation.

Worse, they are exactly what the more distrustful think the federation is. A ruthless empire that uses a façade of benevolence as a tool of conquest. I think the FDS is going to have a rather viscerally negative reaction to them once that is confirmed.

Not to mention they freely uplift low tech societies and that in effects binds the population to them the longer it goes on for while also distorting the perspective of whole races.

The Prime Directive is there for a reason after all and they freely shit all over it for their own benefit culturally enslaving whole planets in the process.

In some ways these guys are worse than the Cardassians since they mainly use diplomacy as their weapon.

I cant really imagine the federation declaring the war though. And we can only do so much to piss Cardassia off before the council asks some pointed questions.
The war will probably happen when Cardassia wants it to happen and not any sooner.

*whistles* Nice set of events. Gained some nice pp rewards, some good dipo-bonuses (Lamarack 75/100, Sydraxians 70/100), and a little RP. And the Tauni are now >300, which is very nice.

Another Sydraxian event and there's a chance that we could hit >100 with them after a push. Lamarack should affiliate with a push.

We should probably cool our Sydraxian approach a bit. Go slow and let them decide if they eventually want to back us at their own pace, rather than push them into it and cause a war.

That's the question, isn't it? What the Cardassians are getting away with at Bajor, what they DID get away with, framing us with the initial incident with the Sydraxians, the time that the Cardassians will choose to go to war will be at a time most advantageous to them, such as our disagreements with the Harmony of Horizon (HH... has anyone commented on this Nazi reference yet?) going hot.

Do we really want to face a two front war in about a decade, or should we push the Cardassians now, on the areas we care about? Not breaking the treaty, but absolutely pushing the Sydraxians diplomatically.

Hopefully we can get the ISC on our side in the case of a two-front war.

Eeeeehhh... I think we'd be better off pushing them over 100 and stopping then, rather than just completely pulling out now. The FDS can judge the best approach to take, and I don't think it'll cause a war now that the Obsidian Order there have been cleared out - we'd be closing the barn door after the horse has bolted. Future flash-points with the Cardies will be elsewhere.

I mean....what is good nega-Federation?

Covent of Eden from inheritance of man quest, an Expansionistic militaristic theocratic meritocracy. They make a point of diplomatically assimilating every minor race they encounter. So far every race was assimilated under it's own terms more or less willingly*, but if it's right to force minor power in at gunpoint is an openly debated question and there first second and third response tends to be overwhelming force. That said they consider it there sacred duty to help those in need, and are fairly tolerant of other religions so long as said religions don't smack talk their goddess. They have enofhg similarities and directly inverted values to qualify as a nega-Federation, and are mostly on the side of angels .

*one species more or less forced the convent to conquer them, thought being conquered was the intention from the start. They are exactly as weird as that makes them sound.

So we have the United Federation of Planets, the Harmony of Horizon, and the Interstellar Commonwealth.

Is it just me, or is the coreward frontier looking like it'll have a lot of 'shades of blue' diplo-intrigue? :V

Good rolls.

I imagine that Cardassian patience is fraying at the edges. I think they're probably starting to realize that the waiting game might not be the correct response to the Federation, and that if they don't respond soon, they might not get a chance to, especially as Ashalla Pact is proving less durable than they might have hoped.

The promise of response is expected, but still worrying. We might want to beef up security on our accessions from now on (or in fact, watch our affiliates more closely).
