@Briefvoice: Some remarks for shipbuilding (and indirectly deployment):
It seems reasonably likely by now that we won't need a recruitment drive for the Ambassadors, particularly if we pay for a double accession. Even without doing that we still have 2.25O 1.8E 4.25T spare for losses until we need to crew them, and if we happen to lose 2E dipping 0.2 below zero for a single quarter probably won't have any negative effect. If war or a similarly major crisis breaks out plans are going to be upended anyway. Not doing the recruitment drive would mean 2 more standard crew of each type. It also seems reasonable to assume continued academy expansions. We have been doing them every year since 2303 unless we were really short on pp and/or could get crew cheaper by doing additional diplomatic pushes instead, neither of these seems particularly likely.
We should consider moving one of the Constellation refits in Oreasa 2318 to UP-5 (which means going into refit a quarter before it can be replaced by a ship coming out of refit, but as we have a Renaissance and the Spirit becoming available that quarter it should be manageable), and the refit in 2319 moved somewhere else, perhaps provisionally to Intazzi (but it could be moved to a new berth ordered next year, or perhaps San Francisco and those Renaissances delayed by 6 months if that helps with crew/resources somewhere, perhaps because we have ordered an additional UP expansion). That would allow starting an extra Cargo ship in Oeasa next year.
Also it's not really in the current planning horizon, but you can assume Arsenal of Liberty to become available in 2322.

Yes, I can move the Selaya there and start refit a quarter early since it won't kill Rigel Sector to be down to two ships for a single quarter. Have updated distro plan I just posted.

Re: Spirit, when we get Mutual Support swap her into the SBZ with LOFC Berth 1 and sending the Rennie to the CBZ. About the same deterrence potential in the CBZ, but far more event potential in the SBZ.

I'd honestly wouldn't be so against Development if not for N'Gir. I personally hope that there's a break in the party and she gets sidelined in favor of different candidate. But I'd welcome the alternative of Seyek/Qloathi as well as original four elections gimping the D too.

Is N'Gir just really confident of Development maintaining their big lead over all the other parties? Because that seems to me to be a misstep given the upcoming election for all 4 original members next year in Q2 (probably before any more accessions will happen).

I can see Humans flipping hard to the Expansionists given their old GBZ ambitions and with the Licori/Sydraxian threats neutralized. And Vulcans flipping their Development seat if they're still unhappy about the Licori War. Even the Tellarites might lose a seat or two to the Expansionists given their new long term goal on the MWCO.

Maybe even more as word of the riches in the GBZ and habitable worlds there filters back to the other members. I could see an expansionist campaigning on getting access to the GBZ

I don't think they will because none of this is particularly accurate -- her party slowed down all assessions, and technically speaking she is responsible for making sure Orion was first, which makes sense as they were ready to bring in the Orions even during the Celos Crisis:
- Very quietly, groundwork is being laid for a fast-tracked Orion Union membership into the Federation, approved by the Development faction. This includes a mechanism for immediate ratification in the even of the commencement of a Cardassian coup attempt to allow Starfleet assets to immediately oppose.
Although, of course, as it was quiet it's possible the press doesn't know.


This is ignoring the fact she doesn't claim sole credit even in her emoji-laden tweets :V
