I'd lay the danger to Wenlai not being from above, especially if he has a high ranking patron (he can't fall until they do: unless he does something really really stupid) but from other officers of around the same rank who are /thirsty A F/ for the same upper rank slots and political appointments that they think he wants.

After all a statesman like disregard for the appearance of ambition and virtuous appearance of dutiful loyalty is a time honored way of trying to get ahead for the "apolitical" / independent of patrons. They probably assume that Wenlai is just wearing a mask of disinterested military service, doubtless others are wearing the exact same mask and are just jealous that he's making it work.

There's little danger from above as long as he performs. The trick for his colleagues then is to fuck him over so that he stops performing.
Fucking over Wenli Yang or any metaphysical twin of his, to the point that he can't perform magnificently as a tactician... is really, really hard. I won't say it's literally impossible in theory, but it's really hard. He's practically the anthropomorphic personification of miraculous, seemingly inexplicable victory in the face of ludicrously unfavorable odds.

The Risan colony of Third Risa has added yet another spectacular and potentially lethal predator to its mix. The southern continent contains deep valleys, which contain a variety of incompletely catalogued lifeforms. One of these valleys, near the polar regions, is apparently home to small, long-eared creatures that make their homes along untapped seams of Nythenium Phosphate, using the nutrients in some form of hibernation process. The unassuming little creatures stick to their burrows unless startled, at which point they become a very high speed engine of gnawing and destruction. As is apparently standard procedure for the Risan teams, upon encountering things that would like to eat them, the Risans beamed out of the area and requested Starfleet aid.
Are large predators even a thing on Risa? Because I'm beginning to think the answer is 'no.' Like, there may be marine predators (to which the response is 'get out of the water'), but land-based ones?

Arguably worse, there are accusations it was deliberately spread there by a Fiiral Typhoid Mary, and that this is why the plague has proven so resistant to containment. Which is why you just kill him in some deniable way, or even non-deniable way if you have a sacrificial pawn. There's more than one reason why you see Juleen directly bringing Wenlai his meals twice in the same omake.

According to my omake, that's pretty much exactly it. The Risans evolved in the wake of a mass extinction event that wiped out all of the large terrestrial carnivores.
 
Same actress, and somewhat similar makeup.

Either a very questionable decision on the part of the DS9 costume designers, or they were trying to imply something about the origins of the Changelings.
Or the female founder knew about the message (perhaps it was also spread in the gamma quadrant), noticed the similarity to Odo's appearance and deliberately picked the form she'd use herself to look even more similar to the person in the message. Or perhaps they just were all emulating the appearance in the message long before Odo came back (I don't remember whether it was ever explicitly stated that they were emulating him or if that was just a fan theory, if it's not explicit canon him finding taking that appearance easier could be something like a latent/racial memory just like him being drawn to the Omarion Nebula), and an appearance especially similar is treated as something like a sign of rank.

EDIT: No, wait, the obvious explanation is that humanoid species are humanoid due to the seed of the Preservers, and the diversions from Preserver appearance are approximately randomly distributed, so the average look of humanoid species is very similar to them. The Founders are emulating the average of humanoid species, and so happen to look a lot like the Preservers.

Yeah, short of someone on the order of Nemesis from the Last Angel showing up nobody's beating Wenlai decisively in a fair fight. Not even his Klingon opposite number, Sulu, Nash or Chen.

And Nemesis is a out-of-genre post-singularity war machine and he'd STILL make her work for that decisive win.

Probably too soon.

Leaniss became our first 'new member' captain in 2312, five years ago, but that is because:
1) She's got powerful political backing at home on Amarki, what with being of high rank.
2) The Amarki specifically requested her as a Starfleet captain for one of their own ships; she didn't captain a Starfleet vessel until 2314.
3) She joined Starfleet almost immediately at quest start, like 2301 or early 2302.

No Apiata could have joined us for about five years after that time, so I wouldn't expect to see any Apiata with ranks above Commander in the fleet as a whole.

EDIT:

I am not intentionally excluding Samhaya Mrr'shan as a "new member" captain. But the Caitians have been in contact with us for a long time and Sam obviously joined Starfleet well before 2300, so she's not a good comparison.

We might have one or two somewhere, but that would've likely been a result of a transfer from the Apiatan navy to Starfleet. And unlikely to be in command of a starship.

The apiata command structure is also much more different from Starfleet than the Amarki's. I doubt any of their officers could just transfer in like Leaniss did, they'd need an extensive re-training course at the very least.
 
The drones could use leadership/command training, for one, since they're likely not accustomed to that.
 
Leaniss spent quite a chunk of time on the Enterprise with Nash, so she already had a good grasp of how a Starfleet ship operates.
 
The very definition of an extremely productive quarter. I suspect that future quarters will be as productive... The combination of mutual support + Chen's bonus means we will be making a lot of rolls.
