@AKuz problem: We didn't get any more pp gains in that little furball, so we are 10 short on starting the shipyards this year. Shipyards are ALSO something that are better the sooner they're built, so I'd rather get one of the shipyard options done and focus on the sr mining colony. We are good on bulk resources for now, so that colony is something we can do next year. As for Cheron, yeah, we BARELY have the sr to repair it, and it is one of our big ships, even if it's a bit obsolete. We can scrap it later when we have a couple more Excelsiors(or maybe when we get the Constellation replacement going)

Recent events have made clear that an increase in the ability of Starfleet to respond to threats to the Federation's safety is necessary, but at the same time exploration should not be neglected. We therefore wish to address current resource shortages that have meant that some of our ship building capacity is currently idle as well as expand Starfleet recruitment.
- Request mining colony on Josephine III 10pp (4 turns, then +15 Br/turn)
- Request mining colony at Hophos III-2 10pp (4 turns, then +15 Sr/turn)
- Request Ongoing Budget increase 25pp (Roll for success)
- Request Academy Expansion, 20pp (Gain +.5 Officers/Enlisted/Techs throughput)

Things are too dangerous right now to take a heavy cruiser out of service before we're ready. Besides, if some unknown party wanted the Cheron destroyed then we definitely want the opposite.

50 pp spent, 20 banked. My logic: Special resources are more valuable than Br, so that mining colony is more valuable/ We need to get an academy expansion underway because we're too close to the margin on having enough personnel. And right now, another Excelsior berth is a low-hanging fruit. We're getting it for the same price as another 1m t berth elsewhere, and I presume we could make smaller ships in it if we wanted.

Banking to save up for starting a ship design project next year.

Choosing probably comes down to politics and/or someone writing a fic about it or something. Or a coin flip, could probably do that too.

Though Yeah, we could probably hold back on the BR colony, maybe get an Academy expansion out of the way?

We need special resources badly, also more ships and officers. I know it's sexy to try to expand a berth at an existing shipyard, but the sooner we get started on a new shipyard the better

I know that leaves us at zero pp, but this lets us expand a berth next year while getting the shipyards started AND getting more sr and officers

I was seriously considering, but then I realized that it'll take ten turns. I know in the long term we want to be building more shipyards, but grabbing an extra Excelsior berth in only 4 turns (one year) seems like a much better deal. We could be pumping out an Excelsior every 2 years, starting next year.

Still deciding for the other vote. On one hand, getting started now on new Andorian or Tellarite shipyards; on the other, maybe we should get a Vulcan Excelsior berth now, first.

We need the excelsior berth as none of the others can handle repairs for our best ships and the one berth we have is tied up for 15 more turns.

Since it takes only a yaear to expand, we can also do that next year since like you said it'll take 2.5 years for the shipyards to finish. The sooner we do those the better, and those have the higher pp cost

It does slow up our academy expansion, admittedly, but it gives us 6pp extra - next year, we'll have at least 31.

......I totally forgot a bout that!!! That is an excellent compromise, and even modest pp gains will let us do the academy expansion next year. Changing my plan to reflect this!

Yes, like I said, the Charon attack strikes me as odd (I mean I could be totally wrong) especially for a Romulan attack, but the only way to find out is to wait for stuff to happen and investigate it. Except Starfleet Intelligence is out of our hands right now.

I agree with the logic behind Tryrar's plan, in that it's probably better to start the longer-term project now and then the berth expansion later. Although I do see merit in @Briefvoice 's concern with only 1 Excelsior berth, currently being used for construction, we might be in trouble if one of the Five-Year ships is damaged badly and needs to go to drydock, I think that's a risk we can take.

Btw, I haven't added the replace officer options for this turn, since you're already seeing the retirement of the Shipyard Ops and Ship Design Bureau, but from next year you'll be able to push Old Guard members out the door.
I'm guessing though, that'll be at a pp cost right? We can't just go about replacing guys willy nilly
