so either the commonwealth had a really bad experience with antimatter and are now skittish about it, or their techbase makes handling it a lot harder, or both. Possibly with an early accident causing them to pursue other delvopment paths. There lack of luck with first contact is concerning, though given they are near some rather unsavory sorts not surprising. I doubt they met the cardassians, since they tend to at least try and come across as non hostile.

The thing is, they're not too far away from the Yan-Ros or the Honiani, and they have the entire Gabriel expanse between themselves and the Cardassians. The neighbors that we know about don't seem so awful.
We should get the maximum number of colonies possible, with the trade this year we have run down our former BR stockpile so BR colonies are now useful for their BR as well as the pp and rp. Look at the shipbuild spreadsheet, it doesn't project a significant BR surplus relative to SR for any year, and if Sirvk gets that 10% SR discount as his bonus like last time when he was up for the post we might even have a BR deficit without colonies. The only reason to still think SR is more important is that we do have that backlog of BR colony options, but we actually should develop those now. Even if that gets us back to a moderate BR surplus we can use that in trades like this year.Well optimism growing for friendly relations with the ISC. Also a new research colony makes two colonies to pick up at the snakepit and we got 25pp which is very nice. Renaissance failed but is getting experience.

The offices of Shipyard Operations on the periphery of Starbase One were vast and labyrinthine. Vice Admiral Patricia Chen had a windowed office well away from the main concourse, overlooking the four berths of San Francisco Fleet Yards. If he had held her position, it was a privilege he would have chosen for himself too.
For her to be this young and spry and the well-seasoned age of sixty almost beggared belief. Certainly, he had been described as energetic in his, how to put it, advanced years, but he had nothing compared to Patricia. And no, he only knew her age because he had just looked at her file in Personnel.
He steps forward and eases himself into one of the chairs. Chen on the other hand, takes the top edge of her seat with one hand and spins it, seating herself exactly as it aligns with her desk and catches under her legs.
"I'll get straight to the point," Hikaru says. "I've just spoken to Rear Admiral ch'Shennaryth, who told me that on with Sousa's permission, you've been sending her assignment recommendations."
"Oh," Patricia says, an undisguised look of concern flitting across her face before being replaced with a slight frown. "That's not a problem, is it?"
"Not at all. I wish more officers took such a keen interest in the careers of their subordinates. I-"
"Not just their careers, Admiral!" Patricia interrupts. "It's important our engineering and construction teams work efficiently together, and boosts job satisfaction too. I suspect the ISC have had a planet bombarded from orbit, which would explain them having such a strong reaction to photon torpedoes. To them it's like we sent a tool of genocide with our ships.
Alternative alternative hypothesis: the Tauni did something to warrant an invasion, playing with something like Omega for example, but over time they forgot/suppressed that reason. There could also come up an option with the ISC.We haven't been pushing affiliates lately, but I think it might actually be profitable to get the Yan-Ros to 300 a year or two sooner given that they are our closest contacts to the Interstellar Commonwealth.
