At this point I think the ISC are just some decent and cautious people who got burned.

So far we've seen precisely what one would expect from people with shit luck on neigbours save for the photon torpedo freakout and that would make sense if they have low tolerance for faildeadly systems.

Antimatter has great boom per weight when you only look at the antimatter itself, but when you start looking at the need for active confinement it starts looking less great.

And I want that warp core scramming system SO MUCH.

We should give them sociological data, political about the GBZ and a communication frequency to call us when they feel like it.
 
Their skittishness with antimatter makes me wonder whether they'd rather work with a Romulan-style singularity drive instead, although that does come with its own set of issues.

Come to think of it, is it only the Romulans who use that technology?
 
The thing is, they're not too far away from the Yan-Ros or the Honiani, and they have the entire Gabriel expanse between themselves and the Cardassians. The neighbors that we know about don't seem so awful.

crap, your right. I thought they were over by the Sydraxians and Yrillians. I hope they didn't encounter the Honiani while they were in one of there more crusadey periods, might make things awkward.

We should get the maximum number of colonies possible, with the trade this year we have run down our former BR stockpile so BR colonies are now useful for their BR as well as the pp and rp. Look at the shipbuild spreadsheet, it doesn't project a significant BR surplus relative to SR for any year, and if Sirvk gets that 10% SR discount as his bonus like last time when he was up for the post we might even have a BR deficit without colonies. The only reason to still think SR is more important is that we do have that backlog of BR colony options, but we actually should develop those now. Even if that gets us back to a moderate BR surplus we can use that in trades like this year.

If he had held her position, it was a privilege he would have chosen for himself too.

SF Fleetyards only has three berths.

For her to be this young and spry and the well-seasoned age of sixty almost beggared belief. Certainly, he had been described as energetic in his, how to put it, advanced years, but he had nothing compared to Patricia. And no, he only knew her age because he had just looked at her file in Personnel.

Really like the effort you're putting in to flesh Chen out and give her some personality.

Dunwich. They're not...exactly wrong, but the perspective we have on the need to sterilize a planet from orbit is a bit unique. (or maybe not)
 
Alternate hypothesis: the ISC actually ARE the ones who conquered the Tauni, but they've mellowed out since then and are kind of living in fear of their old sins coming back to haunt them.
Alternative alternative hypothesis: the Tauni did something to warrant an invasion, playing with something like Omega for example, but over time they forgot/suppressed that reason. Similar to what happened in Living Witness.

So that comes to 406, leaving a 5 pp contingency if the cost of Academy Development has bumped up to 40 pp (it tends to increase over time). If we get another 15 to 20 pp in the next two months, there are a number of options for the final picks

I know we've been talking about making the Explorer Corps a Vice Admiral berth, but it's not really that urgent. We've recently added a truckload of Vice Admiral positions, so promotion pressure has eased considerably. We can get to it a year or two down the road.

We haven't been pushing affiliates lately, but I think it might actually be profitable to get the Yan-Ros to 300 a year or two sooner given that they are our closest contacts to the Interstellar Commonwealth.

Starting a Shipyard in Ferasa because getting another 3mt berth there in 3 years or so will work well. It's a good part of the Federation for it.

We pretty much avoid that for anything below Beast-level 'Fuck this shit!' so I doubt the ISC has anything to worry about, but the thing is, they (probably) know almost nothing about us, so they are rightfully concerned.

It could be some of both. The ISC could be the Tauni overlords, but they eventually mellowed out, which allowed the Tauni to throw off their shackles, as the ISC didn't try particularly hard to stop them. Following that, the ashamed ISC left the Tauni alone, and have been keeping the information of their crimes mostly suppressed, save for the leadership, who live in fear of and make policy choices based on the possibility of the Tauni taking their revenge, possibly with the help of neighbors the Tauni have convinced of the ISC being evil bastards who deserve extermination.

If this is the case, their reaction to a ship with similar tech to themselves makes sense. They might well have interpreted it as the Tauni finding patrons to aid them in vengeance against the ICS. If this is the case as well, the ship putting it's shields down likely saved them from a preemptive strike. However, the ISC would likely be paranoid of a trick, leading to their continued nervousness.
