It's terribly easy to get the Cardassians to break it first. Just allow pursuit and infrastructure strikes.
Unless I misunderstand this, that is us breaking it first.
And as everyone has said, offensive war is an absolute last resort for the us. If even removing the potential threat of the Licori Mentats was politically controversial, an attack against a power already distracted by another war is downright (*ahem*) offensive to the pacifists and likely also the development faction.

Just so not everyone's voting for a human. Get the feeling there will be a news report mentioning another human as commander of Starfleet, so I'm pretty sure the fourth Commander will likely be a non-human anyway.

It's not like Chen or ch'Tharvasse are bad candidates. Far from it, they'd be great candidates any year. Chen is apparently brilliant at everything she does, from captaincy to the logistics of shipyard ops. She would have new ideas for Starfleet almost certainly. ch'Tarvasse is a very old hat and has managed much of the duties the Commander has, in addition to picking up both Kahurangi's and Sousa's political legacies. I imagine, for example, that he's seen the difference in attitude that Kahurangi and Sousa took to the FDS. Sulu, for all his popularity, is also brilliant. And the sheer number of people in all levels of Starfleet and the Federation at large that he can draw upon gives him an incredible edge in intel, and in getting non-Starfleet capabilities to help Starfleet and Federation purposes. If Sousa was the ultimate politician, Sulu is probably the ultimate diplomat. Well, until Uhura comes along.

I think living past 100 is not uncommon, but Sulu is definitely at the age most people would be retiring. If he and the other Enterprise bridge hadn't spent two decades dodging promotion boards he'd probably have been Admiral before this game started.

Oh, the confidences of a politician.

I would say that the sheer scale of dissatisfaction with the lead up to and beginning of the war might still boil over to a vote this year. Plus Caitian economic issues have not gone away. And if issues rear their head in the LBZ in the coming months, the Pacifists may well regain a plurality. Plus, the Gaeni can throw a massive wrench into things by demanding ascension, which can only hurt the Development cause.
