We are going to be putting a research team on the Kepler (Science frigate to replace the Oberth) in the next year, as I understand it.
Ah, and I see that we have it written into our doctrine already. In that case, the Miranda-A is, I understand, kind of crap compared to our peer powers' frigates. Which isn't to say they haven't served us well, of course.

[X][ROLES] Update the Combat Escort requirements (+2 Militarisation)

What's the current leading design for that, by the way?

A number have been proposed. Statline is around C2, S7, H2, L3-4, P5, D4-5. Depends on what you want to trade off. 2/3/4 crewing, 100br/80sr. Could make it C1 but there's no real benefit to the ship stats to do so.

Subject to change as we finalize matters but the S/P numbers are pretty much set. We do need Geo sensors added to the sheet, too.

Again, there's no reason to define the Role now instead of next year. It just means we have worse estimates, and it also means that we have an entire year less to follow through on it before we get asked some very pointed questions by the Council.

[X][ROLES] Do Nothing [2.0x Weighting on this vote]

As said by others the next project is the Kepler which fills the science roll quite well. After that we are going to work on our general/combat escort but we are still researching parts for that.

Roles that you decide upon will be added to the list of available ship design projects that you can request from the Council. Roles need to have some concrete sign of being filled within five years to avoid Council action.
Question: What happens when a ship can fufill multiple roles?

Kepler may fill both Science Frigate and Garrison Frigate roles, only depending on the SR cost.

Centaur-A nearly meets the Combat Frigate role if not for the SR cost (and unknown tactical frame size), in addition to its Garrison Frigate role.

I don't have strong opinions on what new or revised role may be needed, so in the absence of that, I'll default to fix something that's slightly bothered me:

[X][ROLES] Rename Garrison Cruiser role to Light Cruiser role (to make room for a possible future Heavy Cruiser role)

Isn't the Centaur a replacement for the Miranda? And if not, why not?

The Miranda-A fills the role of Combat Frigate. It needs to be able to fight and be cheap.
The Centaur-A fills the role of Garrison Frigate. It needs to be able to fight and do decently at everything else.

If we didn't have worries about wars, we would be building Centaur-As in greater numbers, but as we are finding we need a cheap gunnery platform, the shipyards are making Miranda-As.

With the evolving of the combat engine, a rounded design is more future proof than min-maxing. See 'Science'. Miranda and Centaur are both listed as "Escorts", that's where my question is coming from.

The next generation Combat Frigate will certainly have a better S score than the Miranda. It will still be lacking in P though, and it will have a cost constraint on it, as cheapness is a defining factor in the role.

Of note, as of the last time I checked we have no Blooded Mirandas. We have several Blooded Centaurs - being able to pass checks outside of combat is critical to getting those Veteran levels.

if anything, we sorely needed this type of hull last time around, folks, this *is* the one answer we need

15br and 25 sr difference ain't nothing when discussing the Miranda vs the Centaur. Especially on the thinner budgets of Member Worlds. Yes, the Centaur can cover the same tasks, but then so can the Excelsior. Cost and hull numbers matter.

Then the question becomes 'is the performance gain of the Centaur over the Miranda in the Miranda's intended role worth the increased costs of the Centaur?'.
Miranda-A Now-Now [277m, 655k t]
C3 S2 H2 L3 P1 D2
Cost[60br, 45sr, 2 years], Crew [O-1, E-2, T-1]
Centaur-A 2308-Now [315m 800k t]
C3 S3 H2 L3 P3 D3
Cost[80br, 70sr, 2 years], Crew [O-1, E-2, T-2]

Centaur-A is a slightly better mine clearer, is more likely to pass a S test, definitely better at passing P tests and has a higher D so more likely to show up to the crisis of the moment.

If looking after our own sectors was all we had to care about, we'd be mass producing them to backstop the expensive ships.

The Centaur-A's costliness has been an acknowledged issue for some time now. Its just one that we're probably not going to get around to fixing until the Kepler prototype is in progress.

Everyone who votes for anything but a name change: You are going about this in the completely wrong order. Before setting a requirement you need to investigate what's feasible. Is a garrison cruiser superior enough to the Constellation-A to be worthwhile feasible within 5 years at all? I don't know, my guess is no. Is a minesweeper design that's sufficiently superior in that role compared to a Kepler possible? The requirements seem to be 1. frigate scale, 2. high science, 3. able to take a hit and survive. How could we possibly know whether we need another class in addition to the Kepler before knowing the final stats (at least for hull and shields)? Setting requirements that are impossible to fulfill would cause problems with the council, requesting what turns out to be redundant roles will come with some form of cost as well, and starting the clock on new designs that would be much more efficient if they had a few more years of tech available at project start would be highly wasteful. There is no point in tweaking/requesting requirements until shortly before we are ready to start the actual design work, long after brain storming and initial feasibility studies.

In the case of new/revised roles, we do need to do this step before starting the official design stage.

Yes, but I think our current roles are flexible enough for the foreseeable future.

EDIT: although now that I think about it, the recent failed event at Rethelia might be a sign that we need a courier frigate. As it is, our only really high presence ship is the Excelsior, and we don't have enough of those to handle all our diplomatic needs while also exploring and anchoring our sector fleets. Even the Rennie is just "okay" at diplomacy.

Am I overlooking something? If not, I might just vote to create the courier frigate niche.

EDIT2: I has the stupid, the Kepler is also going to have good Presence. No new role needed, we already have a ship in the works that fills it while also replacing the oberth.

The important thing that people should do here is to consider your strategic context. What is your current fleet capable of? What do you need it to be capable of? What are your enemies capable of doing? What do you need in order to stop them from ruining your whole week?

For Starfleet especially, you also need to think about the mission statement 'to boldly go', and how your current fleet is capable of handling those tasks.

Are your ships capable enough (do they have the right S/P stats, or combat stats, or durability)?
Are you able to build enough ships within your budget? Do they need to be cheaper?
Do you have space in your budget for heavier construction? Is the BR/SR balance wrong for your income?

During the war did you find yourself thinking, "gee, I wish we had a 'X' to do this job"?
Do you have concerns about being able to counter ships? The Connie-B project arose out of a need to counter the Jaldun, for example.

Have you been feeling like you're failing too many events? Too many Science or Presence Tests?

Despite probably not being one of the more glamorous votes, this is actually one of the most important because this one alters the entire shape of your fleet for in-game-decades into the future.

If we have ever get into another big war this seems like something we will really need and should probably buold/research before the conflict happens.
