If the Biophage really makes another appearence all the Klingons have to do to profit from it is to do nothing and attack after the threat is dealt with/contained which is not something Starfleet has the right, ability or even willigness to sanction/act against, esepcially consideirng the power of the Klingons.

The Federation will not appreciate this apparent biowarfare strike by the klingons. At best it will sour relations.

We have no idea who killed our KBZ listening post though. Another infection vector (probably the worst case scenario)? In the way of a Klingon strike on a Romulon force? In the way of a Romulon strike on a Klingon force? A third party up to something? An attempt to make us think the other side is breaking their treaty with the Federation?

Who knows?

We really need to up to fleet numbers enough to have at least three ships in every sector.

We do have three ships in the KBZ. It's just that the Excelsior we're hoping will tie down the sector is Little Miss Fuckup Thirishar.
 
Fortunately, warp vessels that are capable of flying under the radar (so to speak) in the Romulan neutral zone are too few and far between for the details of the above scheme to work out.
Why would they need warp capable vessels? From what we have seen, the biophague cells don't age. If that is the case, they can afford to take the long way around and run on impulse alone. Combine that with the fact that the biophague can use purified metals as well as biomass to make more of itself and it turns out that it could grow without any of the powers noticing. I wonder if the change of diet would result in physiological changes to the biophague? Might change the form they take into something akin to Stargate Replicators in they remain unable to absorb biological material for long enough.
 
clearly we should send Chad to the Thirishar after all this to get its veterancy up, so it's less likely to fail, and also because HIS bad luck might cancel out the Thirishar's :V

The real question is what does our head of personnel, Rear Admiral Biophage, have to say about all this wild speculation?

He has a phaser in every meatpuppet's hands and is hiding under his desk. He won't come out until we assure him there is no Biophage in the area.

This has been something of a problem, akin to the time the Caitian ambassador Ralgha nar Hhallas was told there was a tiger in the building and refused to come out of the bathroom.

... I would think that the rule of thumb about use of the biophague would also extend to any other item we consider existential threats. In other words, if we go to war over something, it should be expected that discussing doing said action or using said material would be liable to lead to repercussions.

Controlled solar flares were often used by Starfleet. I don't speak of "Burn sector in artificial supernova", I'm speaking of "Sterilize planet/asteroid facility by enhancing sun temporarily"
 
I'm almost at the point of giving them a crew rating purely for having found every last possible failure mode by now.

Also, if you guys don't remember, there was pretty much nothing off limits when it came to killing the biophage. The existential threat it posed was recognized and we were allowed to ventilate EPS plasma into our own ships even if it killed crew.

We demoted a guy for saving refugees from a doomed freighter. That's practically anti-Starfleet.

Flat out, if the biophage is back, the Council will likely unanimously give us a SoE and send us to go burn the fuck out of wherever the biophage might be hiding.

It is that bad.
