I think the two signals might be the original NX-01 Enterprise, and a Ranger-class Enterprise from shortly after the formation of the UFP that was to Archer what the Enterprise-A was for Kirk? The ship number wasn't carried over because that Enterprise didn't really leave too much of a lasting legacy, compared to the NCC-1701?

Actually, that's an interesting thought! The second Enterprise might've originally been a United Earth Starfleet ship, and when the Federation Starfleet was formed, the initial force was supplied by the member worlds and retained their old registries, while any newly built ships would use anew Federation Starfleet registry.

"something else" is a bit vague. There isn't really anything obvious to pick if we decide to forgo geo sensors, and how to organize it depends on what sort of choices people are actually interested in. We could have a task SENSORS and only anti-cloaking as an alternative, and that would be the easiest thing to represent.
Other than that they could research 2310s Xenopsychology, the idea being to get some newbie sensor teams soonish to research all those 1 and 2 tech projects more efficiently and stop wasting a skill 5 team on them. The task would just have to be called VSA instead to allow for that.
Or we could put them on 2310s Long-Range Sensors, putting generic team 1 on geo sensors instead, the idea being to finally wrap up T2 and unlock a couple of T3 projects (which doesn't seem particularly urgent to me, one of them doesn't even do anything that makes sense under the current system yet and the others aren't top tier projects either, and they all have only one or two techs and are therefore more efficiently researched by low skill teams anyway). That would require offering a separate plan for each possible VSA assignment because the assignment of another team depends on it, so unless people actually want to vote for this I'd rather avoid that headache.
 
It could be an interesting capstone deal for Sousa's career.

A member fleet exploration initiative, legislation that would relax the restrictions on member fleet borders for dedicated exploration missions, with support from Starfleet and FDS liaisons. Reasoning: many of our new and upcoming members have fleets whose primary mission include exploring the final frontier. It would be a waste to subordinate that spirit entirely to Starfleet. The articles that restrict member fleets were not meant to accidentally destroy something that makes their races unique.

Likely support from the Expansionists and we can probably bring the Pacifists on. The problem is I can see Development and the Mercantilists opposed, but it's also a bill that might split on racial lines?

Eh, if you let everybody explore, expand, build their own militaries, shipyards etc. there comes a point when you should probably question why you have a federal-level Starfleet, especially of this size and power, in the first place... It also seems a bit contradictory to me that one hand we have those insanely strict requirements to serve in Starfleet and especially in the Exploration Corps and at the same time are okay with letting somebody else do this job practically one their own.

And consideirng that exploration often seems to also means expansion this seems like an idea that could easily cause significant problems between core and frontier worlds/members.
 
The easiest solution would just be to second those ships to the Explorer Corps.

Edit: Note that the Honiani and the Qloathi are the first members since founding to have serious go poke stuff operations going.

It's not really something we have enough information on but I could see it being an actual problem. @OneirosTheWriter when ratification time comes is it going to be a problem asking species like the Qloathi, Honiani, Gaeni, Liao, etc, to give up their own exploration initiatives?
 
I doubt there's going to be any "giving up" going on.

Some sort of joint command arrangement with EC command, but no giving up.
 
To be honest, the weakening of centralization to the Federation and to Starfleet is not something we ought to be encouraging here. We've already seen how the member world fleets can be very problematical to employ when the Federation needs them. Exploration is the only thing that Starfleet does that the member worlds don't do. If we push all our institutional mission onto the member fleets, then they'll be quite right to argue that they ought to devote more resources to their own fleets.
 
On the Qualthi issue, I would remind everyone that back in the day, Starfleet ships were segregated by species as well (likely before they figured out how to build life support and interface systems that every species could use), so we have some institutional history in terms of having a part of Starfleet made up of one species and slowly transitioning them to fully integrated crews.
