Similarities are deliberate on my part. The Qloathi have exploration as their affinity, so a similar approach as that which led to Starfleet arose independently.Our own next-generation escort frigate will probably look very much like this.

I very strongly suspect the Pride of Kadesh has PLOT for S, P and D stats.Hm, looking at my spreadsheets...
To my knowledge, we don't know enough about the Caldonians, Risans, Orion Union, Seyek, Kadeshi and Honiani to be certain of the actual names of their fleets, and we don't even have H L P stats for the Honiani or S L P D for the Kadeshi. For that matter we have nothing on the Pride of Kadesh either, despite its plot-importance.
We also lack stuff for the Laio, but it's my understanding they've not started building a proper fleet yet, being Honiani/KP dual affiliates and neutral to the Arcadian War as they are.

No, they are permanent structures, and take a few years to construct when they decide to build one. Shipyards and construction are one of the things I track for all factions. The only time they all get popped into existence together is when they are first added to the list, before which they are masked behind some kind of Schrodinger's fleet principle.From the nearest I can tell new member shipyards tend to pop up whenever it's plot-relevant. We'd have to do some digging to get even an incomplete list.
The flip side is that the older ship has a stronger signal and may well be in physically better shape. Plus, if either of those ships is the Enterprise-B, it's more likely to be the one with the "definitely Starfleet" distress signal- that is, the fourth planet one.
I looked at the spreadsheet, not your list (though that did obviously influence the plan last year, but by now it wouldn't be possible to switch to other projects and finish them in time anyway).I'll have to look at this later, but I just want to note that if you're still using my part priority list there have been massive changes in the last two iterations that made it obsolete. Generally there is a progression in every part now, I haven't looked at which are more effective yet.
