Things like this happen in Star Trek fairly often- any given precursor relic is fairly likely to not work, work once, or fail disastrously due to cumulative damage or mishandling.

On the other hand, a lot of the time we encounter ancient supertech in the form of a single artifact or a specific item, so we can't really build a whole base dedicated to analyzing it. Remember that ten research points is enough to keep a large team of scientists working and making significant technological progress in a major field of study for over a year. All by themselves. Ten research points is so much information that Spock needs a year to assimilate it all and make use of it.

Subsequent to the completion of the Courts Martial proceedings in relation to the disablement of the USS Salnas (NCC-2009), officers T'Leea and Jonas Hopper have been found to have allowed the accident to happen through negligence, and have been demoted to Commander and Lieutenant-Commander respectively.
They tried to hardline their engines or something (Not entirely sure) and they blew out on them.
If I remember right isn't she the future captain of the Enterprise C?
Well, even if she ends up captain of USS Enterprise C, she won't be the first to hold that seat.

I'm sure they can analyze viruses, but the trouble with a bioweapon is that a deliberately engineered bioweapon can cause a lot of trouble very fast, whereas curing a disease tends to take a while.
The Federation is crazy good at countering diseases, probably because they've exhaustively studied such huge biological libraries on so many species. A single species with biology like no other and that probably discourages other from investigating their own biology very closely... isn't going to be able to match that.

Salnas's captain blew out the ship's engine trying to make a speed run to do something important, and as a result failed the mission. I think people may have died. She got in a lot of trouble.

Well, she only made commodore in 2311, so I'm not sure she's even eligible for promotion to rear admiral for another few years. T'Lorel and Eaton made that rank after about seven years plus or minus one, as I recall.
