Hmm, well if we expect further crew and SR losses next year, then we should consider replacing some of the Renaissances with escorts.
Replacing the 2 Renaissances in the SF berths with 3 Miranda-As that start in parallel in 2314.Q3 would work with nearly 40sr and more than 5 officer leeway. May not be as useful as 2 Renaissance in the long-run, but arguably about as cost-effective in a war.
The Renaissances are really good, and thanks to this period that we have Chen's bonus we can get them much faster than normal. Two Renaissances should kick the ass of 3 Miranda-As in combat. I'd really rather not give them up if we can avoid it. If we don't have any massive losses in Q4 I say we push ahead. Likely the worse that happens is that we have to delay release of the builds a couple of quarters while we wait for a new year's crew infusion.
How much crew income do we need to make up our crew shortfall? I looked back at the snakepit and saw that Industral Park. I want it. You might having productivity issues, but let me tell you, I'm willing and ready.
I would love to have about +2 crew income in all areas, which is a single Excelsior every 3 years. If our rate of losses continue we'd want like +6. That's twelve academy expansions.
If worse comes to worse we can build freighters in our regular starship slots to alleviate that problem. They don't use much crew at all and we'll be able to return the borrowed ones.

So who's with me to expand the Academy every year for four straight years? If you're not, then you better not vote for any berths, because we can't use them.

If this were secretly like the best Birth of the Federation mod ever, I'd have started doing this with all the single berths the moment we got ahold of Chen.

I won't promise anything because I'll likely not remember that far ahead.
Hey here's an idea; For each Renaissance cruiser to come out of dry dock, we free up crew by handing one of our Constellations to one of our Members or Affiliates.

We can't afford to get rid of any ships. Turning the Rennie from +5D into +2D is no good. Slow decommissioning of the Constellation could happen I guess, but nowhere near the 1:1 pace you suggest. Probably like 1:5
We aren't going to send Constellations to the GBZ ourselves. We're going to use them to fill garrison requirements while better ships fight in the GBZ. This will also be the case in a full-on war. That means they stay very relevant for a long time.
So who's with me to expand the Academy every year for four straight years? If you're not, then you better not vote for any berths, because we can't use them.
Perhaps the lack of a neutrality mechanic is because our "faction perk" so to speak is that we don't need one. All peoples, in time, may become one of us. E Pluribus Unum; Ex Astris, Scientia.
I read the last scene from where Mialla arrived on the station while listening to Adagio for Strings. The same piece posted for the Pride of Kadesh departure. It was more or less perfect.

Captain's Log, USS Enterprise, Stardate 25270.4 - Captain Samhaya Mrr'shan
We have helped tow the Sign of Rethelia back towards safe harbour, quickly ensconced in a protective escort of Seyek cruisers and destroyers. Armed guards stand by on the manually disconnected EPS conduits that link the photon lances to the power systems, and cargo bays have been converted into makeshift morgues. My security complement, plus the volunteers from the tactical section, are battered, but in good spirits. We have lost people, though. I'm glad we had the Mark-II phasers issued though, gave us an important extra edge. Grip is much better, too, not that I was using a phaser rifle or anything.

A few more positives have come up from our work at the border with Orion space hemming in Syndicate agents. Our long-range sensor teams picked up some anomalous readings from a system we thought had been without much value. It took of us, that is, Blizzard and USS Lightning, to investigate the Cervantes system, but we found a sizeable deposit of tritanium ores on the fifth planet.

We have arrived at the Castor system, an as-yet uncatalogued system between Risa and Dawiar space, although much further above the plane. Our long-range sensors on approach have detected unusual formations within the second moon of the fourth planet of the system, and we are preparing to go investigate there first.

After a very slow process, and the helpful arrival of a Seyek hospital ship, we have arrived at Rethelia proper. Before being allowed to approach the drydocks, the Sign had to be swept from prow to stern by their science ships to guarantee no nasty surprises were left by the Fiiral separatists. At the behest of the Diplomatic Service, I have beamed aboard the local Ambassador, after which point we both went to the surface.
I stepped right into a political firestorm, which we, of course, expected.

The sensor signals from the moon are without apparent rhyme or reason. They read as oxygen deposits one moment, as hydrogen the next. At one stage the sensor report suggested that the entire moon's core consisted of stable chroniton particles.
As much as it would have been intriguing to rewrite the Tellar Model of Particle Physicals, this was yet another false signal.

The past twenty-four hours as been a rush of transporter diplomacy, with myself and Ambassador Ulrath sh'Ynnerth doing our best to help promote peace within our Seyek affiliate. We have incurred some resentment at the intrusion, but I have a certain credibility with both sides, having both defeated the Fiiral reformationists and ensured the safe surrender of their survivors, despite some vengeful crew.
I believe we are making progress!

The Member World of Merfara has an extra colony on their sixth world, a mining and logistics complex that has outgrown its original functions to be a full fledged multi-million strong community. This community often feels completely neglected and unappreciated by the local administration on Merfara.
This led to an ... unfortunate outcropping of separatist symptoms. Myself and Captain Grann on the Yukikaze were able to intervene before the political disagreements became physical disagreements, and we have been able to help broker a new understanding.

The key to unlocking the problematic sensor returns was found in the new identification and extraction protocols issued by the Tellar Aacdemy of Mineral Sciences.
By breaking down the wavelength returns into separate traces through the Hogh Bzurc method, we have identified the true cause. Unusually strong magma convection currents are passing special materials such as Icurium ores, which are used in our new deflector emitters, towards the surface, but they are then pulled back down by the same currents. These ores are very disruptive to sensors, though they can be adjusted for in normal circumstances. It is the convectional flow and its overlapping fields that cause the problem.
This has a strong potential for future mining.

I must admit, that much diplomacy and compromise has left me feeling a little oily! But in spite of everything, I have defended the truth of the Sign of Rethelia against those of all dispositions who would see it shuttered for expediency. This is my duty as a Starfleet Officer. Truth, fact, knowledge, these are what will forge peace and set us free.
No retribution will be visited upon Fiiral collectively, and Fiiral will disavow the Reformationists. However, in the long run, a new political mandate must be forged.
