Amarkians being more honest and not-shallow about it are more surprising to me, and even they killed prisoners out of petty revenge, which far from honourable.
I can think of several honor systems where not killing them would've been dishonorable or treatment of them is irrelevant to one's honor. Assuming an alien culture works the same as a given human culture that the Universal Translator assigns the same word to is dangerous.

Federation Shields now regenerate more shield points per tick.

@OneirosTheWriter, does this apply immediately? Doesn't require new parts or refits?

[Stage 1 of R&D Complete - Stage 2 will develop the individual frames]

This doesn't mean separate research nodes, right? Having to allocate a research team for every subframe (there are 5) would really be disruptive.

edit: Also, we're fortunate that the shield research bonus got applied to 2320s Deflector Shields, and not uselessly with the already completing Shield Regeneration.

The medical bonus is a silver lining, albeit a poor one, for all the crew casualties we've sustained.

A campaign of assassinations is being waged, if only to middling success. The arrival of Argyle Bench Detectives has done much to punish the kingpins of these campaigns by swiftly cutting through their attempts at double-blinds and misdirection. Even so, a number of notables are deceased or injured, and many others are starting to feel concerned about appearing in public.
...
[Total: +30 Impact, +15 Cost]

So Syndicate is recovering from the Celos shock and starting to strike back. 15 cost for the whole quarter is bit less than the average last year, but still significant.

Also, I've just realized that the Argyle Bench Detectives are acting like a damage shield, in Diablo or WoW speak, where whenever damage is inflicted to us, damage is reactively dealt back.

With four separate investigative bodies, plus the CFP, there have been a number of jurisdictional disputes. In particular, the Vulcan Central Inspectorate has a hard time coming to terms with the intuitive approaches of the Indorians and Betazoids. Commodore T'Lorel is doing her best to keep everyone pushing in the same direction, going so far as to carpet the head of the VCI delegation. I've never seen a Vulcan look rattled before, but whatever T'Lorel said to that detective, it had teeth.

I didn't anticipate that jurisdictional problems, but it's good to know that T'Lorel is riding on herd on them.

The constitutional convention will be concluding shortly before the end of the year. This should give the Rigellian aid packages a chance to properly bolster the government against the economic fallout. We have high hopes that this will spell the end of the Syndicate as an alternative state, even if not as a criminal organisation.

I hope so too. Delegitimizing the Syndicate would be a major victory and start turning around the skeptical public. In theory, that should reduce Syndicate resilience further, or increase our own resilience.

Older stuff:

Their ability to recover the top layers of resources is startling, I have to say that. With the new infusion, the Kadesh has also begun work on a heavy cruiser in its cavernous dock. It should be done next month.

[Gain 40br, spend 30br and 30sr]

[+1 Cruiser]

Geez, Kadeshi engineering is impressive. That cruiser may lack shields, but its stat line is still at least C5 H5 and it was completed in a single month at the cost of 30br, 30sr, 2 officers, and 2 enlisted. Of course, the gigantic mobile shipyard that is the Pride of Kadesh has a lot to do with that - I doubt our own shipyards could accomplish anything approaching the same feat even with the same ship design.

Commodore Nash ka'Sharren has been given control of the space-going Task Force for the time being, as Task Force 2 has returned to Amarkian space after running out of targets capable of justifying their presence, and the Amarkian desire to move on the Gabriel Expanse.

Hmm

Also, Nash wasn't mentioned in the Syndicate progress report, so I assume she's still in the process of swapping commands.

I wonder what Leaniss is up to - is she still commanding that Riala or is she now pending assignment?

Sector Commander's Log, Gabriel BZ, Rear Admiral Ainsworth
...
[Gain +5pp]

So we've regained back nearly all the pp that we lost in the Battle at Deva IX (-7pp). That's good.

edit:

I have been contacted by the Amarkian fleet command, and can say that they are preparing to dedicate a Riala, a Hebrinda, and four escorts. I am attempting to get them to join Task Force 1 instead of just working independently but have not as of yet been successful. [Ainsworth Low Diplomacy prevents getting Amarkian fleet on board]

This is actually a decent amount of the old Anti-Syndicate Task Force 2 but they're keeping a Riala, Hebrinda, and an escort back, probably to reinforce their portion of the SBZ and for refitting that Hebrinda.

Daljerra Cruiser Statistics Report

The Romulan Desk has harboured concerns about the development of the Daljerra for a while, and after the investment of further resources, we feel this has been born out. It comes with a higher cost in exotic materials, however, the Daljerra's performance is effectively equivalent to that of a Constitution-B class cruiser. It's agility in subspace is believed to be higher.

With a cloak.

So far the Romulans have built the one prototype, and have approximately five more under construction now. Against the K'tinga it has a significantly higher payload and agility, but a hull that is perhaps half as strong. It is unclear how they will compare in battle, however, it is a dangerous follow-up move to the Romulan shift to a large-ship focused fleet.

GBZ - Determine what projects the other Factions are up to

The three major competitor factions at current are the Cardassians, Dylaarians, and Sydraxians.

Of these three, we are as of yet unable to determine anything about the Dylaarians.

The Cardassians are, according to the best information we are able to gain from signal intercepts and analysis of freighter traffic, establishing a civilian colony on 67 Gabriel, with station emplacements, one of them believed to be mining related, in two other places. As of yet we do not believe they are preparing for an outpost or starbase. Their fleet assets are probing us in the aftermath of the Battle of Deva, trying to get a handle on our strength.

The Sydraxians had been in the middle of establishing a full colony on Deva, and were perhaps a third of the way complete. At the same time, they were preparing to build an outpost, and were at most about a quarter way complete. They are indications that there is another project ongoing somewhere else in that subsector, but we do not know what or where yet. It is possible it could begin to serve as a new entry world.

Yrillian Fleet Strength Report

It is very difficult to get accurate numbers on the Yrillian fleet, given their highly noncentralised structure. We have produced figures based on what we believe a full muster of Yrillian workgangs could produce, but such an assembly would be extremely difficult to achieve.

20~30 Escort type small armed ships
4 Old Model Yrillian Light Cruisers
6~10 Carryalls
3 Defenders that belong directly to the government

30~40 Civilian Ships
20~25 Cargo Ships
~10 Freighters
3 Passenger
4 Engineering
2 Prospector
1 Colony Ship
1 Hospital Ship
3 Research Cruisers

Estimation of Cardassian Fleet presence in the Gabriel Expanse

2 Kaldar
6~7 Jaldun
7~9 Escort Grade

Auxiliary
5? Cargo Ship
4? Freighter
1 Passenger
4? Engineer
3? Prospector
3? Colony Ship

Supplementary Report: Cardassia, Konen, Dylaaria, and Goshawnar

Our understanding is that there is both a certain amount of, if not tribute than certainly favourable trade terms, flowing towards Cardassia. However, the biggest problem is that with the accumulation of three significant client states, the Cardassians are experiencing the same bonus that we are. With multiple types of resources produced by each group, trade is allowing them to remove the weakest links in their supply chains, improving their ability to produce ships even if they haven't found new resource deposits.

Supplementary Report: Economic War Footing, Sydraxian Hierarchy

Our analysis shows that the Sydraxian Hierarchy is nearly at full war footing, and are producing their ships at an accelerated rate. We would estimate that they are at 90% of full capacity, which is probably the maximum they can sustain without longer term harm being inflicted on their economy.

Yan-Ros are now affiliates

So massive relationship gain this past quarter, Seyek are closing in on 300 and we picked up a new affiliate in the Yan-Ros. Also 50 pp for the quarter!

Research-need 224 RP to activate all 28 teams, have 9 remaining, income of 161 and gained 25 RP this quarter, putting us at 195 so we need 29 more over the next three quarters.

Next year we have a +5 RP tech finishing and a +2 RP from all non-research colonies (which is 11 colonies so +22 RP) boosting our income to 188, also Seyek have a good chance of hitting 300 off the annual diplo roll which would add some more RP.

Edit: Colony core gives +2 rp per non research colony not +1, Apiata increased RP given from 5 to 10 so another 5 RP for us

I'm having trouble getting a read of the Sydraxians. They're supposedly all about glory and heroism, but at this point they've consistently behaved like cowardly opportunists who bully civilians into acting as bait for their ambushes and turn tail at the first sign of a powerful enemy.

They're about talking it up specifically, though, less the action and more the praise, going back to what we were told in our early contacts. The Sydraxi would love the Men of Harlech scene from Zulu. Whether they'd reenact it though depends a great deal on their commanding officer's singing voice and how insulted their pride is.

Deva IX was a defeat, probably the greatest for Sydraxi arms in decades, but it wasn't crushing and their performance had its bright spots. If we ever humilate them on the other hand...

Dammit, now I have to watch a fifty year old 2-hour movie just because that scene was awsome and I want to see the rest.

Also guys, right now we are at 149 PP thanks in large part to the ratification events in Q2 and major PP gain in Q3 from events. Not sure what our cost will be at the end of this year with our increased resilience but I imagine we will get a small PP income as well.

Sooo, 33 impact this quarter. Ibmaian's post here indicates we were up to 368 +/- with yearly income added. This puts us at 401, albeit with 28 not yet applied until EOY. I feel confident in estimating an EOY total in the 430s.

After that, well, we've been averaging 30 Impact per MoO. Add in 15 from Captains Logs as an average, and 37 from the Anti-slavery Act, and we will reasonably apply around 172 per year. Syndicate Resilience is now 8, so... 160-170 at least. Given that, I feel reasonably confident that we will have finished them by 2316q2. With Impact from other sources (such as this new legislation) maybe EOY 2315.

Technically, the legislation plan annual is applied at the end of Q2 (right after snakepit). We were already guaranteed 28 impact as was shown in this year's snakepit update (84 impact to date requires that 28 annual).

Unlike the 2310 legislation amendment that took place at end of Q4, this amendment took place in Q2, so I find it highly likely that the extra 9 impact and 2 additional resilience will apply this year.

Is Federation Resilience applied before or after the halving of cost?

Halving of cost happens right after EOY, so at the very start of the next year. This means that halving of EOY cost doesn't affect the political malus at that EOY. Resilience, meanwhile, does apply before computing the pp % penalty.

Yan-Ros are now affiliates

And also gets us 0.1/0.1/0.1 crew income :)

Where are you getting that statline?

From the Biophage crisis combat logs:
Ship Ex-Kadeshi Cruiser 1: Hull: 5 / 5, Combat 5 / 5, Shield: 0 / 0, Crew 2-2-0/2-2-0

Notably, Biophage-infected Kadeshi ships didn't have different stat lines from their original uninfected state.

Hmm, I'm tallying up 150pp right now.

106 from Q2, 50 from Q3 and -7 from damaged ships in the GBZ during Q2. Which gives me 149 PP. Also is my math right that we are at 83 cost now before the 32 resilience? If so that puts us at 51 plus whatever cost comes during this quarter which means we could actually have a PP income this year.

2 Kaldar -Cruiser 5C 3S 4H 4L 3P 5D
6~7 Jaldun Cruiser 4C 3S 4H 4L 3P 4D
7~9 Escort Grade Takaaki is their best escort and is 4C 1S 3H 3L 1P 2D
So max C is 74 for the Cardassian force in the GBZ

Sidenote: if we integrate the Yan-Ros into the Federation, does that mean we skip ahead to functional personal shielding tech in the tech tree? Because that right there would save a lot of RP. We'd probably also pick up a lot of personal gear technology. They're one of the few societies we've encountered who are obviously ahead of us in some dimension and the rules on that are...hazy.

Halving of cost happens right after EOY, so at the very start of the next year. This means that halving of EOY cost doesn't affect the political malus at that EOY. Resilience, meanwhile, does apply before computing the pp % penalty.

Looks like we have 60 carryover. Resilience will be, hmm, 32? It went up to 25, but we earned +7 in total since then that I'm not sure applies this year. We've racked up 23 Cost so far. If we do have 32 Resilience, I doubt we're going to exceed it by much given your point about the Influence from Legislation already applying. The Syndicate is thus probably at 400/800 already and they should be much more crippled now.

Sooo, possibility of getting 30% of our PP income this turn? That would be a nice 28pp on top of what we have. We might even break 200 this year!

Here's my tally:
Snakepit: 98-97=1
Q2 (non-snakepit): 99
Q3: 35
Total: 135

Q2 details:
Q2.M1: 5-5
Q2 Indoria: 25+16
Q2 Apinae: 25+20
Q2.M2: 5+10+5
Q2 Steering Committee & Extra: -7
Total: 99

Q3 details:
Q3.M1 Gabriel Requisitions: -15
Q3.M1: 5
Q3.M2: 10+10
Q3.M3: 10+10
Q3.M3 Gabriel Border Zone: 5
Total: 35

Regarding cost, we should be at 84. The halving of Syndicate cost at the start of this year should've been rounded to nearest integer like it was done last year, so should've been 61 not 60.

If resilience only cancels out cost accrued this year, then we can strike out 23. If it cancels cost accrued from any year, then we can subtract 32 instead.

Pretty sure that "cruiser" designation was just based on their size. Those were infested motherships.

Nope, motherships had their own stat lines:

Ship Watchkeeper: Hull: 8 / 8, Combat 4 / 4, Shield: 0 / 0, Crew 15-15-15/15-15-15
Ship Ex-Mothership 1: Hull: 8 / 8, Combat 4 / 4, Shield: 0 / 0, Crew 15-15-15/15-15-15

As you can see, both the friendly mothership and infected mothership had the same stat lines.

I wish the Sydraxi Marines thing had happened because now we can think about Sydraxi Marines vs. Yan-Ros Huntress security.

Can you imagine Yan-Ros security operating in Orion space? :drevil:

Ah I missed the 1 PP left over from the snakepit. And there is a good chance we get 15 cost again this last quarter so either way we will be using resilience. Still our base PP income would be 90. Assume total cost after resilience of 66 we would get 30 PP from income. Huh we will be about 180 PP plus Q4 and Q1 events. Man big spending items next snakepit! Academy expansion, a shipyard in Apiata perhaps, any colonies (since we get colony cores next year which gives us 2RP per non research colony and 1 pp per colony).
