Because they are 1. bloody rare, 2. extremely driven to excel for biological and cultural reasons, and 3. a bit odd. Like, they objectively think about things in a different way from normal queens due to different hormone and neutrotransmitter levels. They're more prone to take risks, but also more prone to seek the unusual and unexpected, being odd ducks themselves.

The top priority should be medical, it offers the most critical part for the Kepler (T'Koren sickbay), helps with crew issues in a variety of ways and offers a number of event bonuses.Needs:

2nd Weapons
2nd Propulsion
2nd Mineral Tech

Weapons, warp, propulsion, mineral tech and starbase are all ones I can see being options between Indoria and Apiata. Starship construction is not needed at all, we have SFFY and ONA who are going to work on this full time in the forseeable future.
Warp is not a very high priority if we do get a propulsion team, the importance has been cut down a bit now that nacelles work off propulsion. Also 40EA will likely not be tied up with escorts very long, escort design techs are cheap and we won't be researching new designs very often.
Weapons and Propulsion are among the higher priorites, but not anywhere near as high as medical, because they mostly ONLY offer new parts, and the parts they do offer aren't as important for the next design. Propulsion would be lower priority if we could expect Yoyodyne to spend significant time reseaching projects in it but that probaby won't happen. As of now it's clearly the weakest tech field (the <type> design techs would be weaker if it weren't for the fact that the actual ship design projects use the same skill), though that might change as more projects are being added.
Mineral tech is also one of the secondary priorities, very closely behind weapons and propulsion.

1. Medical
2./3. Weapons / one of [Warp, Propulsion]
4. Mineral tech
5. Shields
6. Starbase Design

I expect no Explorer Design for the next while. 40EA and Generic Team 3 to research Escort Design until the other techs are ready for the Kepler, then 40EA to do the actual project, Generic Team 3 (probably graduated by then) to either go to Cruiser Design or stay on Escort Design, depending on where we are planning the next ship design project. Similarly UP for the Ambassador project, then either back to Explorer Design or go to Cruiser Design. Two full time teams should be enough to keep the three branches more or less up to date, the other teams (SFFY, 40EA, Generic Team 2 and any newly recruited teams that have it as second specialization) can be used in the rush up to a concretely planned project.Blah, for some reason I thought we had two medical teams. So what teams do you see on Escort, Cruise and Explorer techs? Or do you think we take a few years off of explorer techs and put their teams on starship construction and cruiser?

Not now that they have joined, no. An affiliate recruitment drive could have given us 0.3 of one of the EC crew types from them per year, and an omake asking for this as reward could probably have ensured that it was officers. It's not completely clear whether that bonus would have persisted after they joined but I think so.... Are there game mechanics to increase the number of Apiata willing to do so?
Are you sure that a defective Apiata cannot express queenly (==commanding) behavior?
I'm actually rather curious as to why we never concentrated on the Seyek. They are large and very heavily developed. They've always looked like an attractive option to me for keeping out industrial base moving up and beyond our neighbors.The Caldonians are definitely going to reach 500, and the Gaeni, Qloathi and Risa can get there with a few good yearly rolls and an event or two. The Gaeni and Qloathi get events relatively frequently. Risa doesn't, but is already over 400 anyway.
