SECOND OF THE SERIES ON SERUK.

2) Rogers spent an excessive amount of resources on the Miranda force, ramping up Starfleet's combat force.
3) At the same time, Rogers was presumably retiring the Constitution-class explorers, which were more versatile and could do science/presence/exploration missions.
4) On top of all this, Rogers was working on the Ares-class heavy cruiser, built to almost the same scale as the Excelsior but heavily optimized for combat.

Stealing this outright. Hope that's okay.

The Old Guard

It was well within the power of the office of Commander, Starfleet Personnel to end the career of anyone below the rank of Rear Admiral with a stroke. Rear Admirals, being politically visible, had the means to try and defend themselves but still had to beware the wrath of Starfleet Personnel. Their subordinates were more vulnerable. Vice Admirals had face time with the Council, which was a powerful weapon indeed, but the sheer size of their responsibilities meant they could not protect everyone. The only person who was truly safe was Commander, Starfleet. They were directly appointed by the President, approved by the Council. They were responsible for everything, but they were not responsible directly for much and they could defend that well while using their senior subordinates as crumple zones to absorb blows. They also had the means to strike back directly and demand Commander, Starfleet Personnel resign.

Which was how Seruk had inherited his post. Admiral Rogers had been trying to clean out the senior posts and pack them with favorable appointments. Starfleet Personnel had not been cooperative. Rogers had forced their resignation.

Seruk had been advised to turn down the appointment by Councillors already wary of the Admiral. Seruk had already established a reputation for impartiality; the future was not determined through meddling in individual careers, but through writing the standards for promotion boards and boards of inquiry. Rogers was a relatively unknown quantity to Seruk, they had never met, and political tension was high in all quarters due to a sense that a direction was needed and a lack of any obvious one to move in. If Rogers was as bad as his detractors said, perhaps he could be tempered. The man would not stand for outright subversion but no one reached his office without learning the art of compromise.

Thirty minutes into their first meeting it was clear to newly minted Rear Admiral Seruk he had made a mistake. Rodgers was a driven man, unusually so, enthralling many of his subordinates in his inflexible will. His focus seemed to be on the Romulans, though whether as a threat or a target of opportunity was unclear. His career provided no inciting incident that would explain his abnormal focus, nor had his family had suffered some explanatory trauma. Perhaps he merely inflamed fears well rather than sharing in them. A human would have dismissed such a thought as cynical, but logic lead one down strange pathways sometimes. Rodgers' pet project in the Ares-class was a platform in search of a mission in those days. Somewhat of a shame, in that a few Ares would have been welcome today to lead border zone forces and the Gabriel Expanse fleet in a more troubled galaxy.

Two hours into his acquaintance with Admiral Rodgers, Seruk had decided that Rodgers was destined to be relieved for cause. If the man was not planning war with Romulus already, he would be soon. Rodgers' slide into autocracy was certainly reaching a middle, his acceptance of civilian control waning. The awkwardness of it was that a less driven officer would have simply retired in disgust, a less highly ranked one might have had his superiors notice and direct him to counseling. But no one could make Commander, Starfleet do either.

It had been a careful balancing act, and ultimately no credit had accrued him. That suited Seruk just as well. He doubted he would have been in place through all of Kahurangi's tenure and into Sousa if it was clear that he'd been involved in Rodgers' fall. Other officers had vaporized their careers to see Rodgers relieved, good officers. The service recognized Rodgers had to go, but it also demanded loyalty to itself. Even Harriman hadn't come away totally unscathed, trapped at Commodore five years longer than he should have been for his takeover of SFC Security to ensure nothing rash was done, and former Captains of Enterprise were the very definition of bulletproof.

It had helped that the four Mirandas stationed near Earth all had captains who would balk any possible coup attempt. Starfleet Intelligence's job was to know what evil lurked in the hearts of men. But Starfleet Personnel kept the actual files.

Sector Commander's Log, Gabriel BZ, Stardate 24992.7 - Rear Admiral Rachel Ainsworth

In addition, it is good to meet more of the up and coming Starfleet officers, such as Captain Taggart on the Winterwind. We have travelled to Delzarr, at which Outpost I will be deploying my command staff. The Apiata have tasked a dedicated attack team, which is a Little Queenship and two Stingers, to protect the outpost, and in a few months it will also become the focal point of the new Apinae Sector Fleet. The USS Saratoga will be arriving shortly with Commodore Rivers, who will command my fist, along with Commodore Suarez, who will command my Auxiliary. Commodore Revak, who will lead my escort detail, will arrive with the USS Korolev.

Seeing multiple Constitution-Bs in formation certainly gives me some warm and fuzzy flashbacks. Would probably give the Klingons of my vintage conniptions, for that matter.

Our first assignment is exploring tailwards of Rigel. We had only barely passed the edge of Federation space when we detected a distress signal with very ambiguous wording.

Responding to ambiguous distress calls in unexplored space without paying attention is a good way to end up with a lot fewer crew, of course. As a result, we will be dropping to impulse at red alert, a good ten AU short of the signal.

What was he hoping the stat line for the Ares cruisers to be?

Considering it was close to an Excelsior in size, probably C7 or C6 with a similar shield and D line to an Excelsior, low presence, middling Science. Eats militarization points like candy.

Or it was basically the Friendly Snake Explorer class the Seyek have built, known to us as the C9 fives everything else "Freedom of Navigation Motherfuckerssss".
 
+20rp and +20sr - pretty good so far. With the presumed +30rp for getting the Ambassador project, I think we have enough to activate all our research teams, but without any boosts.

We have travelled to Delzarr, at which Outpost I will be deploying my command staff. The Apiata have tasked a dedicated attack team, which is a Little Queenship and two Stingers, to protect the outpost, and in a few months it will also become the focal point of the new Apinae Sector Fleet.

That's not far from the earlier proposed Collie station (less than a week away at military cruising speeds) AND it's much better protected.

When the Apinae sector fleet arrives, although its admittedly tiny at just 1 Cent-A and 1 Oberth, it could free up another Stinger to join the Apiata GBZ fleet. Not sure if the Apiata fleet doctrine is comfortable with leaving just a single Stinger with a Little Queenship, since they favor their 1 Little Queenship + 2 Stinger teams.

edit: Actually, since the Apinae sector fleet is going to be helping out throughout the whole sector doing what Starfleet does, they're not going to be spending time defending this outpost except in an emergency.

My counterpart among the Apiata has advised me that they are encountering some delays in deploying forces into the GBZ due to the earlier high alert. They are reforming at Alrizzine and will be joining us next month.

So currently the GBZ fleet isn't quite as large as the Ghost & Whispers 5th fleet, but it will be next quarter.

It's also true that it's not as large as Starfleet's response to the Biophage. Combined with the Apiata reinforcements it is, but if we're making that comparison, it would only be fair to also include Romulan+Klingon+Kadesh assets. Biophage crisis still stands as the record of largest fleets in recent history.

Note: the above numbers are somewhat misleading, because the combat and event effectiveness of a ship does not scale linearly with stats - it's actually more of a power function - and I'm only considering 3 out of the 6 stats. But in this case it doesn't matter since the overall fleet proportions haven't changed much - Biophage fleet and G&W fleet were explorer heavy, while GBZ fleet is more cruiser heavy, yet those cruisers are nearly as powerful as the explorers.

My first task is to rally them together, as they have been scattered somewhat by the recent high alert. I'm arriving from Starbase 7, catching a relay with the USS Lightning on its way redeploying from Andor to Amarkia, then transferring to the Salnas as it travels to the Cardassian Border, and finally onto the USS Winterwind. I must say, it is good to see more of the Centaurs, I have always had a soft spot for them.

Is this the first time we've had a log from Ainsworth? I know her name has been floating around in various positions since the beginning of the quest.

I have to say, this feels like it's written with a distinct political bias to it. Like the author is someone who has an obvious axe to grind with Rogers and wants to make him sound as terrible as possible in order to puff up Seruk. Which isn't to say that's wrong; most political histories have at least a bit of an axe to grind. But "acceptance of civilian control waning" and "slide into autocracy"? Really?

Would I think would improve this series is if you gave it an actual author, someone these sentiments can be attributed to and who is writing it and whose biases we can judge, rather than making it sounds like a voice of objective authority.

ADDITIONAL: Also @Night you should consider not putting your omakes in spoiler boxes. It makes them a lot easier to miss reading through the thread and harder to quote in a reply. Generally everyone else doesn't put their omakes in spoilers.
