Same thing happened to him in the regular timeline. He got zapped out of the engineering hull of the Enterprise-B when it ran into some kind of weird spatio-temporal-whozit anomaly in 2294.

Well, Leaniss will be coming out of the present crisis with experience as an explorer flag captain on an Excelsior-equivalent vessel, plus a few years as first officer of the Enterprise-B and nine years as diplomatic officer adjunct to same.

She's almost certainly going to show up on our Captain's List some time later in the decade, and her credentials are impeccable.

EDIT: We'll probably start seeing other Amarki later in the decade, too. It's extremely unusual for a Starfleet officer to make captain less than, oh, 12-15 years out of the Academy, and the norm is a bit more than that, I think. Amarki academy graduates would have started coming out in 2305 or so.

Anyone we saw now would almost have to be a naval officer who got "transfer credit" from the CAS, then managed to get up to speed on the Starfleet Way enough to be able to keep getting promotions at a high rate. Given the explosive expansion of the Amarki navy, I suspect that most of their in-house talent stayed with the Amarki fleet rather than switching over to join us.

Most of the people who transferred services were in specialisations, such as Intel or research, or Starbase staff.
 
Leaniss is probably going to be the first Amarki on the panel, yes. She probably would have been the first person outside the starting four on the panel if Mrr'shan wasn't an utter freak prodigy who has the single strongest drawback free ability we've so far. Her ability may or may not be better than NASH's ability at times depending on if Nash's ability can buff crews already at Elite.

We don't currently have any Betazoid, Tellarite, Amrkian or Rigellians on the Explorer Corps Panel. I don't think diversity is nearly the issue it once was (and certainly not worth picking an inferior captain for) but if we're throwing out "ideal candidates" then it wouldn't hurt to round out the representation.

To a large amount this is just that those members haven't been part of the UFP for long enough that their initial Starfleet Academy recruits would be captain material yet. Amarki ratification--the earliest one, remember-- was in 2306Q4. Assuming four years of graduate study that means the very first wave of non-founder Starfleet personnel has like two years of experience in the Fleet itself. They're all Ensigns/Lt. JG's, is what I'm saying.

Now, both as affiliates, particularly 300+ affiliates, and especially Amarkian girls following Leaniss' example into the Explorer Corps, means that there are a healthy number of non-Original members who joined early. But the earliest of those are Amarkians who graduated during 2306. Some of these will have hit Lieutenant-Commander, and there may be a real fast-mover who is approaching Commander.
 
If you want to encourage more diverse officers in the Captain's Panel, write Omakes with compelling and interesting characters who are command path: Tiberius Kahurangi 2328 or so!
 
It's also likely that some of our longterm pre-game affiliates have people.

I mean, The Undiscovered Country had a Caitian admiral turn up.
