Let's name an Ambassador-class after Challorn, or an intermediate long-range explorer, or a warship class. The Oberth class is getting old, and the Intrepid doesn't come until 2370.

The powers harnessed by the State in a crisis are dreadful in their enormity, and their bestowment upon you is the greatest act of trust. None are quite so keenly aware of it as the Federation Council. The act of seeing you renounce your elevated powers is thus cathartic.

Over a number of days, you spend outrageous amounts of time in Council and Committee meetings, making budgetary claims and requests. The Council is in agreement, the margin for error in Starfleet's capabilities needs to be greater, and resolving that starts with them. To this effect, even before you begin the horse-trading, you are told of a basic, 'free', increase in your budget.

By the way, I'd love to hear how people felt about/enjoyed/didn't enjoy the Biophage emergency from a mechanics stand point and a narrative stand point to help me improve things in future.
I liked the mechanics, but one issue for me was the disconnect between the normal capabilities and the crisis capabilities. For instance both normal research and crisis research covered the same biophage techs, but somehow our crisis team started out researching at 12 times the normal rate (and ended up at 24 times the normal rate). I think that is a good bit beyond what can be explained by overtime, and it's not like there was no urgency before the state of emergency was called. In future cases either the same topics should not appear in both places, or there should be some multiplier used, like a 10 point normal tech corresponds to a 50 point crisis tech. A crisis tech that costs the same as a normal tech should similarly clearly be a lot narrower.

I also don't think there should be both an action to expand mobilization level and actions to mobilize assets that are always required, these are a bit too close to the same thing. I can think of 3 possible changes:
  1. Federation council just picks mobilization level based on the state of the crisis, mobilize assets as done here.
  2. Mobilization level is not a thing and we mobilize assets as done here, but the federation council gives us trouble if we mobilize more than they think is appropriate.
  3. We take an action to expand mobilization level and willing teams just become available to be picked automatically without further action. An internal diplomacy action is only needed to recruit reluctant teams.
Of these I slightly prefer 3.

Building/expanding shipyards at the non-human core worlds (remember we are still in the process of building one at Tellar Prime as well) should help prevent any negative feelings over going ahead with Utopia Planitia, as should picking a non-human male as replacement for Yamada Keiko if a competent one is available.
Only doing 3 diplomatic pushes on affiliates because that seems like the level we can continue to sustain in normal years.. (Edit: Can only afford 2 this year after adding the tech team). The Orions are close enough to affiliate that we should go ahead and make them one (hopefully they get the quarterly rolls an affiliate gets if they reach that status with the first one?)

Now is definitely the time to spend a shitload of political will massively expanding shipyards. It's the main bottleneck through which everything else has to go. I'd rather have no cash and a ton of shipyards when we need them than be flush with cash and officers but be unable to get them the ships they need.

That'll run 265pp but the benefits will be huge all around. Utopia Planitia will be a gift that keeps on giving, Andorian shipyards means spreading our economy out and making up a bit for the human bias, the Excelsiors have more than proved their worth. The expansion of the Academy will give us officers for all the new ships we'll be able to have coming down the pipe if we need to suddenly blow our budget expanding.

Let's take advantage of our windfall for everything it'll get us in terms of infastructure. This could stand to be a huge jump in Starfleet capabilities. We'll need that expansion to properly serve and protect all the new affiliates and such anyway; we don't need to accelerate that process until we can expand to meet them anyway.

True, but Doctrine Teams do a very different thing than Ship Design teams do, and with how long they take to show results, getting started ASAP is important.

Plus, I'd like to figure out a way to squeeze the Constellation Refit in to a plan somewhere. It's a solid boost to their capabilities, and we do have seven of them.

The refit on the Centaur seems weird to have as an option, the class is only 3 years old at this point!

1 m t berths are not going to be hugely useful going forward, the next light cruiser is probably going to be too big for them, the 2.3 m t berths are going to be the ones for light cruisers (and can also serve escorts) in the next generation, only the 3m t ones for explorers. Also people voiced concerns about UP raising resentment and suspicion of rascism, expanding the SF shipyards at the same time is only going to fuel that more.

EDIT: Dropped the second (disallowed) academy expansion and the Caitians, added doctrine tech team.
