Sector Command's Report, Commodore T'Faer, Stardate 21407.5

Making my report as required, Admiral Kahurangi. After the irregularities of the previous month's evacuation effort, I can report that this month's effort has been peaceful. The evacuation of Liath V was undertaken by the Starfleet Medical Command with a number of cargo ships and Starfleet Hospital Ships. A total of 49,213 colonists survived the early attack on the colony, and these colonists are now settling in to Machado IV.

We encountered no attacks from the Biophage during this period. However, Starfleet Tactical's team of scouts delivered news that an inhabited world had been located, already consumed by the Biophage. Best estimates show the world to have been a colony world of a species we have not yet encountered, with ten thousand inhabitants living in biodomes. It is difficult to ascertain precisely what level of technological development they were at. However, debris found it orbit matches that of the escort-class vessels that attacked at Kiterunner last month. Ergo, we may assume they are a warp-capable culture if, indeed, they still exist.

I led a task force consisting of Sarek, Kumari, Challorn, and two Centaurs, and arrived to investigate the planet. From our investigations, the planet was infected two months ago, seemingly from orbit. The world was held for as long as was practicable, and allowed further research to be undertaken. A canister of Electro-Plasma was dropped on one site to test its efficacy against the Biophage, and proved satisfactory.

Our Betazoid attachments were transferred to the Centaur-class escorts and sent lower into the atmosphere to experiment. They received ineffective fire from functional surface batteries, which were neutralised by phaser fire from the Sarek. The Empaths reported debilitating sensations the closer they came to the infected Biomass. They report that the thoughts and minds of those consumed live on in a collective whole. They were able to determine that the homeworld of this species was not in this Area, but in Area 2, though they are not sure where. The experience of such a jumbled hive mind is apparently deeply unpleasant.

We encountered in orbit the debris of one ship that we believe was struck by the infection beam weapon of the Biophage's major units. The Vulcan Science Academy detachment was able to study this debris before it was sterilised, and drew some conclusions as to its mechanism.

With regards to the incident with Captain Michael O'Hara of the USS Excelsior. While I regret the necessity of the action, I maintain it was the correct action, as borne out by the fact that the infected craft did, in fact, escape. However, as has been suggested to me, this is an inefficient time to air such concerns, and I will refrain from revisiting them until the conclusion of this state of emergency.

Starfleet Shipyard Operations Report

All three Oberths have been commissioned into service in a lamentably foreshortened ceremony. Although unavoidable in the current state of emergency, Vice Admiral Sousa had keenly wished for a more prominent launching ceremony to show case so much scientific capacity joining Starfleet. She does suggest that one of them could even be attached to Commodore T'Faer's RBZ fleet, where although a direct combat liability, their powerful sensors may help free up an Excelsior for combat duty.

Starfleet Engineering Command Report

Engineers completed a pair of crucial objectives over the last month. First the Tellarite Mining Expedition, though smarting from the loss of one of their cargo ships in orbit around Arcori III, returned to that world. There they used powerful charges to destroy the shipyard to prevent its possible capture and misuse by the enemy. On the more constructive side of the fence, the team from Andoria travelled to Solitude Outpost and began to process of improving the weapons and sensors on that platform. Starfleet's own Engineers are still at work around Machado IV setting up an outpost with powerful sensor arrays, and say that they will be ready during the next month.

Ulith III Biophage General Research Rush


The general research on the Biophage has revealed many new results, which has been provided to the Infectious Diseases team to further their work. The access provided by Commodore T'Faer has led to advancements, and a more comprehensive understanding of the Biophage's infection beam. Further, the efforts of reviewing the Dunwich IV record has revealed its own, disturbing, secrets. This has been confirmed by the experiences of the Betazoid empaths. Effectively, the Biophage subsumes the memories and personalities of all those that it consumes. They all live on in a hideous sort of half-life. Paraphrasing the Vulcan report, of course. Dunwich IV maintained faked communications to hide its infected status in large part because of the Biophage's ability to take over these details. In some cases this even extended into fooling distant family members into believing kin on Dunwich IV were still alive. This does, however, also explain how the organism has the technical know-how to operate starships. Let us pray that shipyard engineers are not also consumed.

As a conclusion, beware trusting communications with sources that may be infected.

Biophage Vaccine Research Rush

We have discovered a number of mechanisms for safely disposing of the Biophage samples, though they all require technologies that would not have been available to the Romulans at the time they were investigating this organism. More importantly however, we have what we believe in the prelude to a vaccine! There is a substance that will substantially reduce the infection and reconstruction rate of the Biophage on organic materials. The reconstruction still occurs, but this much reduced rate is one that we believe we can improve to a total resistence with more work.

Starfleet Tactical Command Report

Admiral, this month Starfleet Tactical has begun another scouting assignment within the Neutral Zone, taking in Area 3. We have located a colony world of an unknown species but, regrettably, not before the Biophage. Commodore T'Faer can no doubt provide the full story there. In other news, our special tactics team is taking on further research in directly combating the Biophage in the field, while T'Faer worked to improve our responses to cloaked suicide shuttles.

Our Special Tactics Team has continued to explore options for more effectively combating the effects of the Biophage. The suggestions of using EPS conduit venting into infected spaces has been developed into a workable doctrine, and is now available, complete with an instruction set for ship Engineers to follow to enable to system without causing permanent damage. It must be remembered, however, we cannot protect crew in sections where this is deployed, so all Captains are advised it is a desperation move only.

USS Enterprise Report

We have continued to hold position around Alepsis II. The presence of a shipyard capable of producing Birds of Prey, with 1.2 million colonists, has the Admiral very hesitant about deploying afield. However, scouting into Area 2 has apparently been encountering resistance, and after the destruction of two scout craft has been abandoned. I am told that we will be preparing a reconnaissance in force into this area next month to determine what is present. Clearly there is something present that the Biophage would prefer we not have. When we do, the Admiral will set up on our auxiliary bridge, but not before. He hasn't asked, and I haven't offered, to allow him to move his flag here full time. I have been working carefully with my security officer to limit our exposure during this time, and will ensure security personnel are present, both for their security and our security, as well as a technical expert to ensure no foul play occurs to the computer system.

I have warned the Admiral outright that any suspected Tal Shiar agent is to be left behind, because if I suspect anyone they're going to be teleported only halfway home.

Beyond that, I have done my level best to keep up our diplomatic relations with the Romulans. I am sure you would be most proud if you were here, Admiral. I have learned many fascinating things about Romulans and their culture. I don't know about any kind of lasting friendship, but I do harbour great hopes that this time of crisis can give birth to a defrosting of relations, and an understanding.

Or at least lead them all to be less jackassed.

Opinion on Origin of Ulith III Biophage & Romulan Involvement

We have taken into account all available information pertaining to the Ulith III Biophage and it is the opinion of Starfleet Intelligence that this was not released as a deliberate act of sabotage by the Romulan Star Empire. We believe they are genuinely terrified by the potential ramifications of a spread of the plague and are seemingly uninterested in taking any chances with it.

While this is reassuring to most of our analysts, the implications are disturbing, to say the least.

Opinion on Potential for Klingon Intervention

Forces have built up on the border, but the Andorian Ambassadorial team reports that a good rapport is being maintained with the Klingons, and that the increase in forces appears to relate solely to avoiding a repeat of their lost colony.

Starfleet Commander's Log, Stardate 21432.5


During the current crisis I have had the first ship loss to occur on my watch: the USS Miracht, lost with all hands when she was ambushed by the infected T'Seren. It's a grave and terrible feeling, to know that brave officers and crew have perished under my watch, let alone in so horrific a manner. I desperately wish to destroy the Miracht, not from bloodlust, but from compassion. The thought of being strung up as bio-circuitry while still semi-aware of what I was enabling ... brr. That's blood curdling.

But the cycle of life is always continuing. Where the Miracht has left the Starfleet Registry, three new Oberths have joined the fleet. The celebrations are muted with the ongoing crisis, but I know that the Federation is thrilled to see Starfleet make good on the need for Oberths so early into the ten-year window, with one extra besides. They have been reassured as to the directions that Starfleet is headed and, I believe, a little more relaxed about the drumbeat of Excelsiors.

Vice Admiral Sousa is bossing her underlings into position when you make your entrance with your customary train of aides and assistants. The two of you exchange an amiable nod. You know Sousa wants to have your job eventually; she knows that you know. But now that she's safely ensconced within Shipyard Ops the pressure is off, and humanity once more works towards the common good. Competition is not something you fear, after all, it is the spark which helps you strive to improve yourself, and likewise drives Valentina Sousa. By the time you're ready to retire, she'll be ready to make another assault on the position.

A report that the first stage of an anti-Biophage vaccine has been released led to jubilant scenes in the evacuation camps at Machado IV. Sources close to the Federation Council and Starfleet Command expressed confidence that this is the beginning of the end for the plague menacing the eastern edge of the Federation. Although it is a highly exotic techno-organic compound, an enzyme-jacketed trilithium compound that can be thinly layered on starship hulls has proven effectively in dramatically slowing down infection, and gives hope that a full cure may be found. Researchers a confident a more commonly-found substitute can be used for the trilithium component, as well as one that will allow dosing of sapients in the threatened areas.

To help learn more about the source of this crisis, one of the newly commissioned Oberth-class science vessels has been dispatched to the Romulan Border Zone fleet to assist Commodore T'Faer.

In other news, the Federation Council is pleased to comment on the thawing relations between the Federation and the Romulan Star Empire.

Use teams to accomplish tasks that match their type. In other words, if you want to accomplish a Civil Engineering action, assign a team with the Civil Engineering Team type. If you want to accomplish an External Diplomacy action, assign a team with the External Diplomacy Team type. Some actions are special, and require a particular sub-type. Teams that have a sub-type can still accomplish all normal actions of that type, but can also accomplish special actions. For example, if you want to do an Industry action like building armoured freighters, which requires the Heavy sub-type, you need to use a team that is marked Industry (Heavy) Team, such as the Earth Industrial Concerns team.

Research can be accomplished by any team, but will progress faster if they have the same specialty. The exception is Biophage research, will will cause any team that isn't the Infectious Diseases Lab or the Vulcan Science Academy to be eaten, so don't do it :(

A multi-turn task will continue until complete. Some tasks will involve dice rolls behind the scenes, some tasks will be automatic-successes.

At present you have a small portion of the full assets of the United Federation of Planets, mainly your quick response Starfleet assets, and nearby Andorian ready assets. You may recruit more teams via Internal Diplomacy, which is effectively requisitioning units. The Federation Emergency Council has arbitrary authority, and any mobilisation it makes will be automatically successful.

Subject: Ongoing Starfleet Doctrine Discussion

As part of the current discussion on long term Starfleet Doctrine the Explorer Corp was asked to weigh in, an ad-hoc committee was formed, and an extended discussion took place. This letter details the result of that internal debate. We hope you take it into consideration when deciding what sort of Doctrine to pursue.

As most of you know, the explorer corp is based primarily out of larger vessels capable of extended missions. The Excelsior class is performing this role well, so we support continuing its construction. Further, we support the construction of additional yards capable of handling the vessel, as the admiralty has officially planned. [However, see the "Ambassador Program Study, Section 2" for a list of the design's flaws.] We would greatly appreciate if any future fleet design doctrine contributed to these vessels; therefore, we must back the so-called 'Lone Ranger' approach. We strongly feel it best understands the situations explorers find themselves in.

Similarly, the 'Wolf Pack' approach to offensive doctrine has substantial dual use in normal Explorer missions. While it would be easy to cite the bonuses to the sadly common hostile encounters, that is not our primary objective here. Explorers are well armed enough that these have only rarely been a problem. Instead, we feel the most useful feature relates to our encounters with unintelligent space-based lifeforms. A greater emphasis on avoiding or escaping combat so as to preserve their magnificent biodiversity is expected to have significant long term benefits and is fully in keeping with Starfleet objectives.

Lastly, the current crisis is a strong argument for keeping any enemy away from the Federation's core. When this is combined with the requirements of 'Forward Defense's' which reduce dependence on Starbases and enable longer missions, we have to support it. This logistical focus should increase the time our explorers can spend exploring by utilizing the same supply ships that would support the fleet in times of war.

A few voices seemed to indicate this combination wouldn't be capable of defending the Federation in times of war. The Explorer Corp Doctrine Committee must respectfully disagree. This combination is the best way to use the experience of our Explorers to make sure the war is fought primarily in enemy territory. Fundamentally, there are three sorts of conflicts we see occurring. The first is the aforementioned hostile encounter by a lone Explorer on a mission. The second is a conflict which doesn't escape the border region (which the current crisis luckily qualifies as). The third is a major or existential war. Once this crisis has passed, if the Khitomer Accord holds and Romulan relations don't collapse – both of which seem likely – then we can't see the last occurring for a generation. The vast majority of battles fit within the first two, and most of them into the very first. Our doctrine should map to the battles we fight, and that we plan to fight.

We know that some contest the above with some line about being prepared for all dangers, but this doctrine does that as well. It has come to our attention that the Romulans classify our Explorers as 'Battlecruiser,' and we reluctantly concede that term isn't entirely incorrect. (Note that if you must use this sort of terminology we strongly prefer the term 'Large Cruiser,' and Explorer continues to be the only official name.) The Federation is not equivalent to any historical Earth power and Space is not an Ocean. However, for those historians who delight in naval metaphors to decide our doctrine, this is closest to a large capital ship raiding doctrine. Given the flaws such doctrines have previously experienced, we need to continue our efforts to make Excelsiors not irreplaceable and continue to improve our sensors. The former should prevent admirals from trying to recall our Explorers whenever a situation gets tense while the latter is dual use with the exploration, our primary mission.

A properly executed large vessel raiding doctrine has been able to force other doctrines onto the defense [see attached simulations in the appendix]. With enough vessels, the fleet can become essentially formless while still being able to strike in strength. As long as the initiative can be maintained, the broad number of targets allows the practitioner to choose un-losable battles until they run out of targets or the enemy surrenders.

Thank you taking the time to request our input, we hope this is most informative of the Explorer Corp's needs, and we await your final decision on doctrine choice.


I know the above essay promotes a position some of you disagree with. This is why I specifically selected a partisan source to make the case. There are some places where the argument is supposed to be incredibly self-serving. I hope that if you do disagree that you find some other group that would naturally support your position to make your case, since it would be kind of cool if we could get a full in-character debate going.

Felt like writing a thing. Enterprise seems handled right now; so a return to Lt Alexandria Kuznetsova, with a reminder that it's not just the people on the very front lines that are working hard and getting scarred.



Lieutenant Kuznetsova and the Tiger (Team)

Stardate 21432.5

Lieutenant Alexandria Kuznetsova morosely pushes cheerfully green leaves covered in pseudo ranch dressing around on her starfleet branded plate. This must be the three hundredth salad that she's eaten in a row.

She hasn't eaten meat In months. No one doing research with the "Tiger team" has. Even the members of carnivorous species have started eating protein cubes and nutrient pastes. Raw meat brings to mind the Biophage, and cooked meat raises memories of the team's experiments with venting EPS conduits into inhabited starship sections.

She'd spent the morning (and the last night. And the last afternoon) watching recordings recovered from Starfleet and Romulan Navy engagements with the Biophage. Which meant that she'd watched the civilian passengers of the SS Skegal meet their doom over and over again, Alexandria's mission being to contribute data to the ongoing project to refine transporter evacuation protocols.

The conference room is quiet, a few members of the Starfleet Command Tactical Tiger Team are taking a quick lunch break before returning to work.

The Starfleet Intelligence woman spears a soggy crouton and lifts it up, seeing it bend and sag like deadweight, slowly watching it in resignation before exploding into movement; throwing the whole plate of food across the cramped conference room and screaming in frustration.

One of the room's other occupants looks up, "Oh, primal scream therapy! Good choice." Lieutenant Camille Alexander says, looking from a peanutbutter and jelly sandwich, eyes widening as he realises how serious Kuznetsova's sobbing is; he is used to her being off-puttingly cheerful despite the honestly horrific material she exposes herself to.

Alexandria doesn't respond, being too busy sinking under the conference table, hands wrapped around her head, her sobbing getting louder.

Camille looks around the room, no one else is moving to help her. She is by no means the first member of the team to succumb to stress, but she is the first one to do so in his presence; he's used to showing up after a restless nightmare fueled night and discovering that they've gone "on vacation."

He slides under the conference table and places a hand on his sobbing colleague's back, "Hey, heyyyy…. Alex, you want me to go get a counselor?"

"I- I'll- I'll be fine," she sobs, grabbing his knee to pull herself a cross-legged squat, words coming out in thick, mucousy sobs.

A sigh accompanied by a resigned voice comes wafting down from above the table, "Honestly, I'm not surprised."

"Really, Shon?" Camille says, leaning back out from under the table to frown angrily up at the Andorian Lieutenant Commander, and considering the emotional utility of throwing a rogue utensil at the alien man.

"No. I'm serious," the blue man says, holding his palms out defensively, "She's almost literally the first one to put the pieces of the Biophage together, and was one of the founding members of this team. She's seen a lot, was out on the ground at Dunwich IV and Korlonia II. She's seen every piece of footage that Starfleet has."

An ancient Tellarite Chief stoops down to pick the thrown plate up, debating whether to to clean the salad up herself. "The Lieutenant's been here longer and worked harder than almost anyone. She's just about the only one I can think of that hasn't taken any days off."

Camille puts an arm around Alexandria as she composes herself. "Wait is that true, Alex? We all had to take time time off every couple weeks, counselor's orders"

The brunette shrugs, wiping her eyes with her hands, still bobbing slightly from the pressure to cry. "Captain Zebes doesn't have the time to follow up with every time sheet"

The male Lieutenant boggles at his colleague. "You lied on your reports?!?"

Kuznetsova crawls out from under the table, brown hair disheveled and stuck to her face in several places from tears and mucous. "Well... yeah. I don't have enough time as it is."

Camille scoots back to follow her out from under the table's shadow. "Goddammit Alex! You know damn well that those rules are in place for a reason!"

The accused woman blushes hotly as she takes a hand from Shon to help her stand up, "I just-" she sighs, "I just wasn't supposed to be right you know? I enjoy putting bits and pieces together. Imagining conspiracies and secrets is fun." She closes her eyes, holding back the images of Dunwich being burned from orbit (The result of which she analysed for weeks, including stepping foot in the dead colony itself) "I, well, uh, feel sorta responsible for this, somehow." She looks at the standard issue beige carpet dejectedly. "I know it doesn't make sense, but if I put it together then at that moment. Why didn't I do it a month sooner? Two months? I could have saved thousands of lives."

Chief Bisec helps Camille up. "It was looking at the Skegal footage again today wasn't it?" She looks at Alexandria. "You were going over all the data from the evacuation?"

The Human woman collapses onto a chair, "Yeah. I just-" she tears up a bit again, "I can't stop imagining what other would be like to be infected. I just couldn't hold it back any more."

Camille sits down next to her. "It is the worst possible nightmare. Death is preferable."

"It is a relief that the Biophage hasn't grabbed many more Starships lately," Shon says, pushing the remains of his sugary cereal away. "The last thing we need is this thing getting the idea to run right through the Quarantine Zone and over to Andoria or Vulcan."

Kuznetsova shakes her head slowly. "I don't think it works like that. I spent a week early on brainstorming nightmare worst case scenarios; I almost convinced myself that I was some sort of drone, a Typhoid Mary." She chuckles weakly. "Which is ridiculous. But there are so many ways this thing could hurt us that it hasn't."

The Tellarite chief snorts, shaking her thick mane of hair. "The thing is pretty stupid"

Kuznetsova shakes her head again, messy hair limply waving back and forth down her back, "It's not stupid. It just doesn't think like us. Most Intelligences we meet are uncommonly common bipeds, this thing is… totally different. Alien in a way that is totally inimical to every race in the Federation."

Shon shrugs, "Well we already had that figured that out when we started. We just don't know how it thinks, nevermind what it thinks"

Kuznetsova's eyes light up, her mind putting together thoughts and blessedly shoving images of flesh-covered horror into the background, "Wait. If it doesn't think like us… maybe it can't think with us?" she reaches past a confused Camille Alexander to take the remains of Chief Bisec's macaroni and cheese dish.

"Huh?"

"Like, well, It clearly doesn't use its victims to think despite their continued consciousness." the Intelligence analyst purses her lips for a moment, "I'll bet at least one of the Romulan officers it grabbed had half a dozen plans to invade the Federation in their mind, and the capability to think up more."

She pokes at the abandoned lunch with a knife, "The Biophage sees the memories and personalities of the incorporated victims as a resource as much as their biomass is." she sticks the knife into a yellow glob, "It is all one mass directed by whatever binds this all together. It probably uses the memories almost instinctively to hide from detection"

The Tellarite nods, "Like the Korlonia II colony"

Alexandria hums in deep thought,before nodding, "Exactly. Do we know what it is that binds all these minds together? Is it possible to, uh, sever the connection?" She absentmindedly uses the knife to push individual macaroni away from the mass on the plate, flicking them harmlessly and messily onto the grey table. "What would happen? Would they fight back? Have any control? Would it even hurt the Biophage? Does it need the mind's like it needs the flesh?"

Shon tilts his head appraisingly, "And how could you accomplish this? Targeted virus? Mind meld? Nanotechnology?" The Lieutenant-Commander hmms to himself before continuing, "I think we should pass the idea along to the VSA or the Infectious Diseases crew, maybe put a couple of our people on it."

Alexandria straightens up. "Great, I can start in on that while my evacuation simulations are running."

The Andorian points at her. "No, you're not. You're clearly starting to burn out. I'm going to look the other way about literally forging fraudulent time sheets as long as you take the next two days off and take your scheduled breaks from now on." Shon knows that her recovering from her breakdown is an act at best, if she keeps pushing herself more, she'll snap entirely. And Starfleet needs her mind and her talents right now.

Alexandria holds her breath for a moment and looks like she's about to argue before crossing her arms and huffing.

"And don't sit in your quarters doing secret analysis. You need to relax, Lieutenant Kuznetsova." Shon's no counselor, but he knows that a mind needs rest. If he'd known, he'd have had her take a rest months ago. He also makes a mental note to schedule her a meeting with a counselor.

She huffs again.

Camille scratches his neatly trimmed beard. "Listen, sir, I've got my scheduled downtime soon too. Let me take it a couple days early and I'll make sure she relaxes" he doesn't like the thought of Alexandria snapping any more than Shon does. He rather quite likes the usually cheerfully odd woman, and would like to keep her around and healthy.

Alexandria sighs. "Alright. Fine. I'll hang out with Camille." She turns towards her fellow Starfleet Lieutenant, smiling slightly. "I don't have to like it though!"

"... It's just ... it's not the same without Alex. I know that in her line of work she's liable to disappear from time to time, this isn't the first time she's had to leave without warning, I'm sure whatever she's doing is vital ... but I still miss her." Anne Usha sighs, leaning back in her chair. "Here I am, trying to share a nice meal with you, first time you've been in port in three weeks, and I can't keep Alexandria Kuznetsova out of my thoughts for just one day."

"You make her sound like competition," Han Seung jokes. She'd met the spacer about a month ago on a blind date - literally blind, actually, the restaurant's lighting was so dark. They'd hit it off well, went on a second date a week later, and then he had to leave with his ship.

"It's not like that, you know that." Usha sighs. "It's just ... every day at lunch I sit there alone and wonder if she's even still alive. As if my work weren't enough, it's a daily reminder of the crisis on a personal scale. And this is someone who's been part of my life since my Academy days. We were -"

"Roommates, suffered through Ceres Station together, had your first tour on the same ship... I know the story. I know she's important to you. You've told me before." He sips his wine. "But I want to know about what you're doing."

"Oh, right, sorry! Well, we haven't entirely stopped with the regular design work, which is nice - it's good to have a break from worrying about the biophage and all. We're still plugging away at some of the same old projects as before. Of course, that's not really what's been keeping me so busy lately. It's kind of disturbing, actually. Arming civilian ships, designing systems to speed up warp core breaches, redesigning conduits to let plasma out into crew spaces ..."

"Wait, arming civilian ships is up there with making plasma leaks and warp core breaches easier? I mean, isn't it prudent to protect our ships? I have to say, if I were running cargo out to the Zone, I'd want a phaser bank and a detection grid on my ship."

"It's a betrayal of principles. You're not supposed to need weapons. Starfleet's supposed to be able to protect you." Usha sips at her wine. "Besides, it's also a pain to actually work out how to install the phaser banks in the first place. There's little standardization among the blueprints we've received, not even ships of the same class - every one of you captains thinks they're a tinkerer."

"Look, my ship is, like... personal. I've made the Diva my own."

"And there's no problem with that. I like it. In the abstract, it's fascinating just what people can get up to from the same baseline... Up until we have to completely rework the power systems to hook up a simple phaser bank. Still, that's nothing like the other work. Now that is disturbing." Anne shudders.

Seung nods.

"We're literally going against our principles here. We're literally designing ships to be unsafe. The whole point of a spaceship is to protect you against the dangers of space travel. It's ... kind of scary how easy it is to go the other way." She sips at her wine.

"And even scarier that that's better than the alternative. I've heard stories about Franklin..." He whistles. "I mean, I like my ship and all, but I'm not interested in getting that attached to her."

"Bit dark, there." Anne chuckles anyway.

"It's not that bad, is it? I mean, all I've heard is rumors, really - they can't possibly be true, can they? Is it really as serious as they say?"

Anne sighs. "Oh, yes. It is. We got transferred an engineer from Challorn, and the stories he's told... this thing is deadlier than they're letting on. Well, the worst of it is, that's not even entirely accurate. The way he puts it, you're not dead, exactly. You're probably in some sense still half-alive, still semi-conscious, if you get consumed by it. Your mind's somehow incorporated into the phage. Else how is it using memories the way it did at Dunwich IV, or with Franklin?"

"At Dunwich IV? What do you mean? What did it do?"

"I probably shouldn't say this, but it reportedly sent communications out to distant family, tried to fake that they were still alive. Convincingly, by the sound of it - nobody had any idea about Dunwich IV until they scanned the place."

"So, what you're saying is, stay the hell away from the Zone?"

"Oh god yes."

Seung smiles. "Alright. I was thinking of going, doing my part ... but I think I can let someone else step up. I'll sit this one out."

"It's not your job. Speaking of ... where have you taken Diva?"

Seung looks a little embarrassed. "Did a courier run. To, uh, Risa."

"Oh! Alex and I were thinking of going there, actually!"

"You sure she's not competition?"

Usha laughs. "I was going to take you along. Maybe even hitch a ride on your ship?"

"I'd love to show you. God, what a beautiful world. Gorgeous beaches, lovely weather ... and the people! So friendly and welcoming ... almost a little too welcoming, honestly."

"Oh, you're suspicious of them, like Alex is? That's why she picked the planet in the first place - to find out what they must be hiding."

"Not much." He snickers.

"Oh, who am I to talk? I was mostly going to check out their shipyard."

Han laughs. "Oh, now this you have to explain."

Usha smiles back. "It comes down to this: the Risans have some really interesting ship designs. Oh, they're all thoroughly obsolete - but just from what I've read, they do things so differently. Like, take this -" She reaches for his breadsticks.

"Hey!"

"Sorry. Alright, I'll use my own." She flips over her bread plate, grabs two breadsticks of her own. Report of Captain Michel Thuir, USS Challorn, Stardate 21436.2


Okay, first thing: the Miracht looks horrific now, and she is much stronger than when she was a Starfleet vessel. New components, pieces, even an entire small ship, have been grafted to her hull, with ropey strands of bio-circuitry exposed. It was grisly to see on the viewscreen.

We received a hail from a listening post of Starfleet Intelligence in orbit around the Huckleberry VIII gas giant that the Miracht had been spotted in system, so executed a maximum warp course to intercept. Once there, the Biophage ship turned and attempted to evade towards the rings of the gas giant at subluminal, and our Task Force pursued. As we approached, however, one of the Betazoids who was on the bridge was nearly violently ill, and alerted us to something large, hungry, and exceedingly malevolent in the asteroid rings. Because the rings interfere with the sensor readings, we were unable to detect anything. However, with the Captain of the new Oberth-class USS T'Mir, we devised a plan to pulse of ionising radiation into a section of the ring, activating exotic gases and disrupting any cloaking devices hiding there. It worked, and revealed the T'Seren waiting in ambush. The T'Seren ... has grown. It had a lot of shuttles attached, and two large additions in the hollows of the wings that the T'Mir indicated were shuttle factories. We advised the listening post to drop shields and prepare to be beamed up after setting self-destruct.

Miracht began to overtake us, however using our navigational deflector, we bombarded the ionised rings with tetryon radiation, which triggered an energetic explosion that force the Miracht to break off pursuit.

Sector Command's Report, Commodore T'Faer, Stardate 21436.5

This month has seen a satisfactory performance by those under my command. After Task Force Challorn was able to detect and evade the trap set for it by the Biophage vessel T'Seren, there was a week of no contacts, during which the evacuation of Cygnus Sigma was able to be conducted without enemy intervention. However, after that the Vulcan colony at Solitude fell under concerted assault by the T'Seren. This has been noted in our logs as the Battle of Solitude.

In summary, the assigned defenders of the Solitude colony and outpost, USS Sarek and USS Courageous, Captains T'Lorel and Eaton commanding, were able to successfully detect the entry of the T'Seren into the system, identifying it after comparing the fain sensor signature to the considerable sensor data gathered by the T'Mir. Shortly thereafter, the T'Seren decloaked and disgorged three waves of twelve shuttles. A total of 36 attack craft, split evenly between the three explorers. Two hits were inflicted on the station, collapsing shields, one hit against the Sarek, and one against the Courageous. The Biophage mothership followed closely behind the third wave of shutle attacks, and used its infection beam on the shieldless outpost before turning to attempt escape. Both Starfleet explorers engaged the T'Seren, and in the resulting engagement, the Sarek and the T'Seren both lost shields. After being struck by the infection beam, Captain T'Lorel showed appropriate decisiveness in using the EPS venting protocols to prevent the loss of the ship. This is a welcome change from the illogical behaviour encountered over Arcori III.

While the damage to the Sarek was regrettable, the two ships were able to cause significant damage to one of the shuttle factories on the T'Seren, as well as other structual damage, before the ship managed to escape to warp.

Federation Diplomatic Service Report

While efforts to coordinate with the Klingon Empire on sensor networks is continuing, the Federation has made other diplomatic moves over the last month. The most interesting of which was the outreach to the Caldonian people, to both warn them of the nearby threat of the Biophage, and also to enlist their aid. One of their most gifted virologists has made the journey to the Starfleet Medical Infectious Diseases Institute to aid their team.

Internal Diplomacy Report, Federation Councillor, Emergency Committee Chairman Hayley Singh

Colony Command was none to pleased to have to donate their ships to this effort. On the other hand, the very public images of colonists dying in rickety cargo ships was also causing them serious issues, so they girded themselves to battle and dispatched a force of ten ships, each of whom are capable of carting ten thousand colonists in a trip, making an evacuation of Solitude possible in a two month time span, welcome news for T'Faer as she juggles her forces between Indi Beta and Solitude.

Starfleet Engineering Command Report

The new outpost orbiting above Machado IV will serve as a reliable security backstop to the Romulan Neutral Zone for decades to come, scanning and protecting the approach from there to Andoria. It has been built with all haste, but no lack of care, a testament to the talents of Starfleet Engineers. Its sensor arrays are capable of picking up subspace activity for a wide radius, reducing the chances of not just the Biophage infiltrating, but other powers too. When this crisis is over, she will be crewed by a set of Starfleet personnel as a permanent installation.

In the RBZ itself, Starfleet oversaw the completion of two missions. An Andorian mission to fortify the outpost at Solitude to a similar level to that of Machado IV and Indi Beta, and a Tellarite mission to scuttle the shipyard at the now evacuated Liath V colony world. The Tellarites were reprimanded for using far, far, far more explosive than was required in the situation, even if the colony world was abandoned. They are, however, unrepentant. Meanwhile, the upgrades to Solitude have been completed, with only a few lingering controversies between the Andorians and resident Vulcans.

Unfortunately, the use of an Infection Beam on Solitude station caused many casualties among the Andorian engineers. They are taking the next month to regroup from these and recruit more engineers.

Starfleet Medical Command Report


With an escort of two Constellations from Andor Sector, the northern patrol of two Mirandas, and our own Hospital Ships, Starfleet Medical was able to successfully carry out the evacutation of Cygnus Sigma without interruption or complication. All evacuees are now safely placed on Machado IV, under the protection of the new Outpost there. After that, Starfleet Medical has overseen continued research into a vaccine for this terrible Biophage. This month Infectious Diseases Institute made crucial progress on procedures to safely contain the Biophage in a laboratory environment, progress which had immediate impact on ships in the field. A new set of field harmonics have been disseminated among ships in the RBZ to update their structural integrity fields with. This will slow down progress of the Biophage when attacking hulls.

USS Enterprise Report

Things got frisky over here as we started out reconnaissance-in-force into Area 2 of the Neutral Zone. My gut tells me that the Biophage has holed up in this area and are trying to hold onto it. There must be a base of some kind. One of the Birds of Prey was heavily damaged and had to be destroyed when we were attacked by a storm of Biophage "missiles", which appear to be some new, somewhat crude, form of shuttlecraft, non-cloaked. They attacked out of the upper atmosphere of a gas giant, which I have to be honest: I didn't think they could do. In any event, the Enterprise swatted anything that came remotely near in a shooting display that raised eyebrows across the Romulan fleet. Commander Velin and the Devoras battled in vain to keep up but, well, there's only one Enterprise.

The damaged Bird of Prey was hit by an infection beam from the captured D7, the Terrh. The fact it is capable of generating such a beam is extremely unpleasant news. We were able to help them cauterise the infection, along with the Romulan variant on EPS venting. I have to say, for a passionate people, they can have ice for blood sometimes. Our ability to spot the ambushes and lead the shooting is holding us in good stead. The presence of the Romulan Admiral is not as big an imposition as I expected. Happily, this one didn't off themselves for a typo in a memo subject field or whatever it is that prompts Romulan Admirals to jump out airlocks. To keep the good folks from the Diplomatic Service happy, I hosted the Admiral and Commanders to dinner with my senior officers before the expedition. Commander Velin of the Devoras then one-upped us after the expedition fell back to regroup.

Romulan Ale. Not even once. [Admiral's Note: More like not even twenty-seven times.]

We expect to be through scouting this system by the end of next month, and are calling up reinforcements to push on.
