With how fast these ships are going to be obsolete It's better to build something that isn't going to care how out of date it is anyway.

Yeah this is a period of presumably rapid development, I don't think any design we make here is going to stick around or me relevant for a long time.
 
Originally the UFP founding states also included a reformed Klingon Empire and a revolutionary Romulan Star Union. Deciding this was too silly, the Q nerfed them.

The Alpha Quadrant under one banner is a pretty hefty organization. Especially if it means the Federation starships can add cloaking technology as a standard feature.

The Alpha Quadrant under one banner is a pretty hefty organization. Especially if it means the Federation starships can add cloaking technology as a standard feature.
It's also probably inevitable. The Romulans spend most of the TNG era teetering on the edge of opening up and rejoining with the Vulcans, and with the Klingons so weakened by the Dominion War the collapse of their empire is probably likely. The Cardassians are gonna need help rebuilding, which the Federation will be the first to offer, Bajor is already basically a member state. The Ferengi Alliance under Rom is going to be much more open and close with the Federation, especially with the Nagus' son being a Starfleet war hero.

The Breen will be happy to join once Starfleet finally denounces the war criminal Flox and pay reparations for their role in past atrocities. :V

Armed freighters being enough to dissuade piracy is going to be relying on a reputation that doesn't exist yet. And can only really exist after sufficient undeterred raids are attempted.

Even a small patrol boat is more warship than a lot of pirates are going to tangle with, and from there establish a reputation that we can later trade on.

A fast (in warp speed) and armed cargo transport seems more valuable for the current situation than a short-range interceptor.

There's also the industry building aspect to consider. The freighter option expands our hull plating and warp coil manufacturing output which means more hull plating and warp coils to mass produce a propper frigate.
 
Interceptors do make good system defense interceptors, but admittedly the issue is that I don't think we need armed cargo as much as we need escorts.

Daniels suggests in his dialogue that by the 26th century the Klingons are considered a part of the Federation, so it's not far fetched. Romulan unification with Vulcan would also bring in the Star Empire and its associated territories, albeit probably in a fragmented state because, you know, Romulan-centric ethnic state.

Also apparently in the early seasons of TNG it was intended that the Klingons were a part of the Federation! But they pivoted away from that to hit more interesting story beats with Worf.

A Romulan civil war is pretty likely just from the internal forces we see shaking it during that era. And that's not even including things from PIC and the movies, such as Shinzon assassinating the entire senate, and losing the home system to a supernova.
 
DIS s3 establishes Romulans as a former member (NiVar, the former Vulcan) before the Burn. They presumably rejoined after they convinced the kid to not explode the rest or whatever.
