Don't really think witches are either sapient or sentient. They are manifestations of one person's pure grief. Of course, that's just a theory.
Well, witches interact with their environment (yes, megucas, most of the time), so they're at least sentient, no?
Or does this word mean something else ? (Honest question; English isn't my first language).

We can control grief, sadly we cannot revert Witches back to MGs.
Reverting a Witch to the MG that originated it isn't possible, but could we create a whole new MG based on the Witch? (The same way witches are based on their MG's).

The word technically means possessing the quality of wisdom. Though it is more commonly associated with active and conscious thinking(as opposed to the subconscious which almost all animals posses).

As to whether witches think...no idea.

Sentient =/= Sapient. DOGS are Sentient. You have to be able to communicate ideas to others of your race to be considered Sapient. All you need to be sentient is a brain capable of storing memories.
 
So I was wondering what would happen if we could revert a witch back to a PM and I stumbled across the idea of taking the Incubator's used of Grief Seeds, turning them back into PM, leaving them on the edge of a witchout so that they immediate witchout again, feeding the new witch back to the Incubators and repeating the process.

This however got me thinking about what exactly they do with witch's that have been drained of their accumulated grief. Is there just a planet somewhere made entirely of empty grief seeds?

That then lead to me pondering the efficiencies of the PM system. After all wouldn't it be more efficient to just make PMs immortal and have a direct feed to their grief. After all millenniums of feeding of a depressed eternal pre-teen would have to outweigh the benefits of her witching out and simply been a one use resource.

But then I realized the truth. Witches are not one use resources. In fact they are renewable resources and not in the sense that witches and PMs produce more witches and PMs. No I mean that even after you drain all the accumulated grief from a witch it still continues to produce even more grief.

After all a witch is nothing but the burn out soul of a depressed pre-teen. Trapped in a state of eternal despair, never aging and never changing, they would constantly be emitting low levels of grief.

So a big initial payday to recoup the losses involved in the wish and other losses associated with the production of a witch plus a nice continuous stream of grief for all time.

It even helps explain how QB can have a quota for a planet which one witch can fill. If each witch has a different grief production per day then obvious Gretchin's grief production would have been so high that having it as a stable source was worth the loss of the Earth and all it's potential future witches.

TL;DR - Grief Seeds are grief factories build from the broken souls of little girls.

: responsive to or conscious of sense impressions
Definition of SAPIENT
: possessing or expressing great sagacity (capacity for thought, wisdom, etc)

Humans are considered sapient. Nearly all animals are sentient, although it's worth noting that in the Western world many educated men claimed they weren't for some time against nearly all evidence to the contrary.

Witches are obviously sentient, and arguably sapient, though if they are sapient they're still dangerous to humanity.

She's got at least one magical girl working with her, by the name of Kirika. Black hair, yellow brown eyes, has this funny little plush toy with her all the time."

"Seeing the future?" Kyouko seems startled. "OK, seriously, where the fuck are all these weird powers comin' from? Got you, with your 'lalala I don't need Grief Seeds', and precog, and I heard something about a timestopper from the little rat. All the fuckin' legends comin' to life, I swear."

"Yeah, that one's true too," you nod. "Akemi Homura, I'm working with her. She's... uh... rather antisocial, but she's an OK person. Legends?"

Kyouko shrugs. "You know how it goes. Everybody's heard of a friend of a friend of a friend who doesn't need Grief Seeds, and things like that, no? 's the 'kinda thing that happens. Guess that makes me one of those who know, huh?"

"I suppose," you admit. "And ah... do remember that Oriko's apparently hiring, so she might have friends."

She shrugs. "Eh. I'll deal. Anythin' else?"
