But they are a good reference point to work from
Who knows we could create a maguca law agency we just need to codify rules and recruit warm bodies who align themselves to order

unless you're willing to cut a meguca deal..."
FTFY

So neither side of this is a legal actor but we want to either become the "Official Authority" on Meguca business or make Meguca business offical and public; In either case, we want actual specialists like therapists, but for now, how we treat this will set the precedent for how we treat Meguca prisoners.

Which actually brings up an interesting point about the effect of our actions on Sabrina's psyche as a whole.

It stands to argument that, in order to ensure that Sabrina lives a happier lifestyle, we as the collective behind her will need to ease up on the redemption attempts, if only so that on our end we have participated in her growth. I'm not saying we stop, but Kyouko did already point out that different people need different coping styles, and while our empathy is effective, it shouldn't be our only response to it.

Currently, we were at war with the Iowa squad, and we won. Because of that, they would likely have a similar reaction to prisoners of war camps, which is effectively what we're trying to do with Yuki. It is actually preferable to the stasis option, as when(not if) they wake up, they will have had no chance for the trauma to fade. However, it appears to be a limited time thing until we can figure out a more permanent method.

Maybe an enchantment on the soul gem itself could do the trick? Something like an enchanted metal cage that people could put on a gem to reduce the power, maybe?

I feel like we are skipping ahead of us, tbh. Fantasizing about the possible meguca laws is fine and dandy, but our current problem is far smaller in scale and far more frustrating.

I don't see any ways we have (barring the unethical ones) to influence them, although we could try to determine this by improvising on the spot.
From what we've seen they are spiteful and utterly committed to being as uncooperative as possible. We don't know yet if all of them are as impenetrable as the captain, though.

We could try threatening them (with what?) or convincing them (how?) or playing on emotions (which?), but how precisely we'll do this depends on information we don't have yet and which we need to obtain.

Plus, If I recall, she was arguing with captain dipshit before we began the assault, so there may be enough conflict between them for us to get at her.
Weather girl and Captain were the ones arguing.
"Miss Mikuni," Mami says. "Can you tell if the three on the bridge have reacted in any way to our activity prior to entering Homura's timestop?"

"Oh, yes," Oriko says, nodding. "They seem to be... having an argument between two of them. One of them I presume to be the ship owner, given her attire-" and you take that as a cue to add a pirate hat to one of the models, "-and the other their weather mage, again, given her costume. The third looks annoyed with all the noise."

"Their antimage," you mutter.
If nothing else, we need to at least find out their names so we can stop labeling them just by thier Power. Kinda hard to keep track of who's who otherwise.

"These aren't to be permanent holdings, correct?" Yuki asks, eyeing you carefully.

"Until I can figure out how to rehabilitate them," you say with a sigh. "Days, weeks, months, perhaps, but definitely not years. Not long term. I need to find... I dunno. Therapists. Specialists who've studied this sort of thing, who I can read in and throw at the problem."
Is the thread really dead set on rehabilitation? I'd bet that depowering would be another option that we could gain in the course of our research into the nature of the soul. We'd also need to stop them from immediately recontracting but I'd we understand the soul enough we should be able to do something to make them unappetizing.

I said information not life story
If we could access akasha I'd be questioning what we are even more
It would simply give details, a barebones summary of lifetime actions that we can use to get a reaction, and statistical data such as blood type weight etc
If anything it would be akasha readers digest version

I kinda wish we had some kind of mind reader to help us out here, or an illusionist of some kind to lure them into a false sense of security.

If only we had a certain sentient book witch with us...

Give it a few hours. Say, three or four?
Iowa girl: OKAY, OKAY, YOU WIN! WE'LL TELL YOU WHATEVER YOU WANT, JUST GET US OFF THIS GODDAMN ROAD PLEASE!!
Sabrina: Huh, it's only been an hour.
Iowa girl: *Sobbing* We've only moved a mile in an entire hour because a truck dented the bumper on an SUV on the side of the road!
Sabrina: Alright, I'll come get you... in about an hour.
Iowa girl: NOOOOOOOOOOOO!!!!!!
Captain girl: *shivering* This is why we agreed to never attack Miami again.

With Kyouko potentiality Tsundereing in our direction, we may need to contact an expert for advice.

[jk] Make a call to Madoka.
-[jk] "Hey Mom, how do you contain your swagger? I'm already in a committed relationship and it's causing some issues."

"One of them said 'I have the right to remain silent'," she notes, indicating one of the cells, and you squint. The one you've been calling knock-off Power Girl. "Her."

[jk] Ask for Yuki to pass you the intercom for Power Girl's room:
-[jk] "The Fifth Amendment doesn't help you when you're caught in the middle of acts of terrorism and piracy outside the US. And it really wouldn't help your case if you were caught doing them inside the US, either."

I find myself in agreement with the idea that we should pick one topic to hit for today, because this is as much about seeing how willing to talk they are as actually getting answers. As such, I like the focus on hostages/past victims, it's not critical information we need to have but is something we're interested in and helps us get more of a handle on the Iowa group's methods if they're willing to talk. Or monologue, as the case may be.

[Q] Speak to shipguca.
-[Q] "Fun fact, I wasn't born like most people. I was created from a wish. Congratulations, you lost to a girl who isn't even a year old."

Maybe we should grab power girl? Explain to her that the fifth is about self-incrimination but that cooperation gives a reduced sentence, and piracy carries a death sentence. And unlike a prosecutor we don't want to get the maximal sentence, so cooperate, tell your side of the story for some exculpatory evidence. Or we need to make judgement on you and your friends from fragmentary evidence and what your former prisoners tell us, and then decide what to do with you before you get too annoying to keep prisoner.

So really it's in your and your friend best interest to talk and explain what you did and why.

By the way, has anyone done a pulp fiction reference omake yet? Because a particular scene from that movie would fit rather well here.
