Not only do I think that they're variable, but I also think that there's a correlation between them.I suspect both of these are variable, but we can always ask Mami for the details.
For the Soul Gem grief capacity, we could ask our close magical girl friends--those being Mami, Homura, Sayaka, and ourself--to use their magic until their Gem's are filled up to something like a sixth or fifth of the way filled. Then see how many grief marbles each one makes. That way we can get a possible idea of what a possible average grief capacity is for Soul Gems. Not sure about asking other Megucas though. A 1cm diameter marble has a volume of ~5.24x10-7m3. That means each Clear Seed holds about fifty million marbles of grief. This is significantly higher than the ~two million marble estimate I've been using up to this point.
Seven marbles is a fifth of Homura's soul gem capacity. Thus, thirty five marbles is the entirety of Homura's soul gem capacity. Homura's capacity, however, is below average. Let's say fifty marbles covers the average full cleanse.
That means that each Clear Seed covers almost exactly one million full cleanses.

Now, you could argue that there is essentially no difference between a value of "ten thousand" and a value of "one hundred thousand" grief seeds - either way the Clear Seeds represent basically unlimited cleansing. However, I feel that we should ensure that we provide accurate information about anything we hand out - we need to gather as much trust as possible if we're going to change the system, and making order-of-magnitude errors about the power of something we create doesn't exactly inspire confidence in ourselves.
