But I am increasingly inclined to agree with you on the Exiles not introducing them.Well it adds an extra layer of explanation as to why there's no reliable awareness of when and where the Garenhulders are doing nuclear tests, that's all.
Assuming they are doing them, and honestly... even if they weren't so weird about everything remotely related to scientific experimentation, you'd have to be very, VERY confident in your bomb designs to build a whole arsenal of nuclear weapons without ever live testing even one of them. There are a lot of ways for a nuclear device to fail or malfunction and 'fizzle,' and relatively few ways for it to go right. Knowing you've got the design right given all the specific details involved, and that the resulting devices will function reliably, is tough.
Then again, whoever's behind the design may actually be that confident.

What do they care where an earthquake happens, they can dig their way out from under the rubble of a building as easily as you could toss aside a pile of pillows.

I'm thinking of a technique that creates a second tank(metaphorically and maybe literally), into which the first continually but slowly fills up.I don't think there actually is a way to expand the tank beyond training but you can most likely refill the tank mid battle by learning to siphon KI/Stamina from either your opponent or your surroundings. Or alternatively creating some sort of technique that improves regeneration rates.
