That is actually a very good question regarding the Passengers. How they are viewed by the varying perks and materials available to Joe can be a discussion along with the remafications of those materials being known.
Not to mention how the Passengers would react to being introduced to such things. And I mean beyond just Aisha's which has grown enough of a connection for her to be able to interact with to a limited degree it seems.

I feel like the solution here would be to do the curse in two stages. First do a self propagating curse of ignorance where the shards can't even notice the effects of the curse. You are right about all of that but you are also forgetting one thing.Even if the prt did screw up enough to have him replace Piggot once things settle enough for someone new to take over it'll be after the nine are taken out so anyone wanting to go against the forge or even speaks badly of them is going to have a rough time in general much less anyone going against them.
He also couldn't the canon unmasking he did to Taylor worked because they had Dinah helping them letting them precog where she'd be and have capes close enough they could get on site ridiculously fast as Taylor got warned pretty much right after the flag was tripped from her name being entered into the system but couldn't even get to the doors of the building before the capes were on school grounds so they had to have been geared up and waiting very close. Joe however has his precog scrambling device that only allows them to see a passive version of him that doesn't do anything unless provoked and ocp making him a zero sum error too.

Following that without talking to anyone Dragon went to a lot of effort accessing data from a ton of sources some she really shouldn't be able to freely look at like that about Taylor and eventually found a several years old and prepubescent photo of Taylor which her facial rec programs somehow matched to costumed Skitter giving her and later the prt when Dragon got forced into taking part due to being ordered to while passing through Brockton's airspace.
Joe on the other hand has a lot more dramatic changes between his costumed self and his old look due to things like being a kid of Hephaestus, Aphrodite's beauty blessing, being a life fibre hybrid, extreme work outs and on top of that he has the curse making it very hard to find his civ id and punish anyone who tries to exploit it so they aren't going to be able to get it. There's also how Apeiron is known to back up the unwritten rules so people especially the capes wouldn't be keen on breaking them in such a way.

The PRT is terrified of getting on Apeiron's bad side. He has shown a growth that is unheard of, is rumored to be tinkering with powers, has a team that is breaking the expectations of what could be done (shown via Crusader losing a spear to Tybalt), and is believed to be mentally unstable.
The idea of sending Tagg anywhere near the Forge is being denied heavily already. When the Nine are killed then they are going to enforce it even more due to it being viewed as a defensive response. When a Endbringer attacks and is stopped by them as well, I would bet good money on the person suggesting Tagg to replace Piggot getting shot.
