Is there a limit to how much the Workshop can expand or will it expand so much that it will become the size of a new Universe?

The personal reality has a starting size of 80 x 80 x 10 meters.
An AU (earth to Sun distance) is roughly 500 seconds at light speed which for simple numbers is a bit less than 300,000,000 m/s.
So 1 AU is 150,000,000,000 meters
Or at base 80 meters with 9 expansions that's 0.533 AU
A 10th expansion would be 5.333 AU

A light year is defined as equal to exactly 9,460,730,472,580.8 km
So thats 14 expansions for 0.846 light years and 15 for a width of 8.456

The observable universe is about 93 billion light years.
25 expansions is 0.909 observable universe
26 expansions is 9.092 observable universe wide

So for just 26 expansions you too can hold 81 observable universe sized balls in your warehouse without them touching the walls, the ceiling, or themselves.

That is actually a very good question regarding the Passengers. How they are viewed by the varying perks and materials available to Joe can be a discussion along with the remafications of those materials being known.
Not to mention how the Passengers would react to being introduced to such things. And I mean beyond just Aisha's which has grown enough of a connection for her to be able to interact with to a limited degree it seems.

That is thanks to the idea of Blasto tinkers with making some of the best weed around.

Based on how in the Riordanverse, wands of Egyptian Magicians transform into best-suited Celestial Bronze weapons for Greek Demigods, it suggests an equivalence between the various mythical metals and magic in general. Since by BCF rules, parahuman powers are counted as magic(and magic as a whole is the same for meta-effects) and the Shard Emulations as souls, the PJO mechanics should apply and the various unique alloys in the Riordanverse should work on Shards.
But if any of the other metals are used instead (Imperial Gold or Celestial Bronze), considering that they are supposed to be sent to Tartarus, they might just appear in the Workshop as the closest afterlife at hand or the specific universe, on which the Jumpchain is based. Hades is going to be very confused. (We know two-way transport is possible because of the Girl Genius sidestory 'Europa's Celestial Forge'.)
I wonder if converting them to Apeironism would solve the GM problem, it would be interesting to see if his new judgement system handles multiple genocides. It would probably be better to use emulated Flechette/March-powered Stygian Iron weapons instead, solving the Heartbreaker and S9 problems. At least, Joe will have fewer ethical qualms this time, due to the countless genocides perpetuated by the Entities.
If Tagg tries the same bullshit tactic he did to Taylor to Apeiron, I'm pretty sure the PRT will strip him of his position and probably arrest him and have him mentally checked for even suggesting such a thing.
Even if the prt did screw up enough to have him replace Piggot once things settle enough for someone new to take over it'll be after the nine are taken out so anyone wanting to go against the forge or even speaks badly of them is going to have a rough time in general much less anyone going against them.
He also couldn't the canon unmasking he did to Taylor worked because they had Dinah helping them letting them precog where she'd be and have capes close enough they could get on site ridiculously fast as Taylor got warned pretty much right after the flag was tripped from her name being entered into the system but couldn't even get to the doors of the building before the capes were on school grounds so they had to have been geared up and waiting very close. Joe however has his precog scrambling device that only allows them to see a passive version of him that doesn't do anything unless provoked and ocp making him a zero sum error too.
It also only worked on Taylor because Dragon was curious about Skitter to begin with and wanted to talk to her especially when she learned she had but the suit had been destroyed so Dragon didn't know what was said. Due to this after Regent dumped the contents of Sophia's personal phone online she wondered why he would do it and thought it was possible Taylor was Skitter. Following that without talking to anyone Dragon went to a lot of effort accessing data from a ton of sources some she really shouldn't be able to freely look at like that about Taylor and eventually found a several years old and prepubescent photo of Taylor which her facial rec programs somehow matched to costumed Skitter giving her and later the prt when Dragon got forced into taking part due to being ordered to while passing through Brockton's airspace.
Joe on the other hand has a lot more dramatic changes between his costumed self and his old look due to things like being a kid of Hephaestus, Aphrodite's beauty blessing, being a life fibre hybrid, extreme work outs and on top of that he has the curse making it very hard to find his civ id and punish anyone who tries to exploit it so they aren't going to be able to get it. There's also how Apeiron is known to back up the unwritten rules so people especially the capes wouldn't be keen on breaking them in such a way.

Probably, but he'd want to figure out the correct order or the consequences (the network deciding he is a peer-threat and acting to defend itself regardless of the effect on the Cycle) could be very dire (for everyone else if not himself) which is something he wants to avoid.
I feel like the solution here would be to do the curse in two stages. First do a self propagating curse of ignorance where the shards can't even notice the effects of the curse. Then when they can't notice it do the second self propagating death curse.
The Arena sounds like it can give you some wacky and funny opponents to fight.

He'd probably want to make damn sure what happens to the Parahuman connected to said Passenger/Shard first before he messes with killing the Shards in Shardspace.
Given how Titans work, doing anything to the Shard in Shardspace will likely have very big negative effects on their Parahuman host that won't simply be them losing powers. The Parahuman simply dying is one of the better outcomes there, and that's not something Joe will want.
Frankly, instead of killing them, actively forging the Shards into being more human and empathic beings might be the better way to go to prevent any messy side effects. But that also edges dangerously close to what his original power set is and may be something Joe refuses to do.

You are right about all of that but you are also forgetting one thing.
The PRT is terrified of getting on Apeiron's bad side. He has shown a growth that is unheard of, is rumored to be tinkering with powers, has a team that is breaking the expectations of what could be done (shown via Crusader losing a spear to Tybalt), and is believed to be mentally unstable.
The idea of sending Tagg anywhere near the Forge is being denied heavily already. When the Nine are killed then they are going to enforce it even more due to it being viewed as a defensive response. When a Endbringer attacks and is stopped by them as well, I would bet good money on the person suggesting Tagg to replace Piggot getting shot.
The thing is, I don't think that Tagg would actually do anything that insane. He gets a bad rep in the fanfiction community but what he did was after he got tainted intelligence from a precog he basically went the US government doesn't negotiate with terrorists. Then it turns out that the precog wasn't actually on his side plus Alexandria can't read Taylor. Then he dies. He wasn't that bad. Ideal for the position? No. The absolutely unhinged psychopath that many fanfics treat him as? Nope. He's just kinda mediocre and kinda a hard ass.

A woman with Angel wings and golden armour is an Imperial saint (Big E's daemon prince). Like Saint Celestine, or Saint Sabbat. In the Weaver option Taylor is regarded as a Saint.
