Nah, it's 200 points every 4k words but if he pulls 600 or 800 cp perk there is a period of inaction where the reach isn't build, I forget how long it is, maybe 3 and 4k respectively? You would need to search his posts because I'm not sure.

I believe in ambigious situations, the Shard defaults to Host definitions, so probably yes, and needs no training time either, although she does gain a bonus depending on the wolfish-ness of the subject.

Besides, Joe is DONE with the slaughterhouse; they are all going to be executed with prejudice the moment they step over the line. And that line is the one next to the "Brockton Bay welcomes careful drivers" sign on the freeway.
No redemptions, no last second reprieves, nothing. They are a slightly annoying stepping stone on the way to his real goals not a bunch of woobified caricatures. I fully expect a termination approximately as abrupt as the one they received in Memories of Iron.

Specifically, the last we hear of her in canon is that she was in Cauldron custody following his escape. So there's no particular reason to assume she's dead, but there's also likely no way to identify her short of digging through Cauldron's records.
If utilized correctly could the Neathbow have the same effect similar to what Heavy Weather does with his rainbows but in a much more devastating manner?

I'm wondering how Joe's luck drain works, more in if he drains someone luck does that person have Bad luck or just no luck.
