He's probably not going to get hit as badly as Victor, but it's still going to be significant. I'd say something like this would be closer to Ed binding Al's soul to his armor, compared to bringing someone back completely. That's not a direct equivalence to what Uber is attempting, but it's probably on the same scale.
Uber has based a large portion of his cape career on being able to effectively use coping techniques and a certain amount of self-deception. That's the kind of thing that Truth is exceptionally good at tearing through, even without brain modification. Basically, Uber being faced with the 'truth' of what he's done is going to be a very bad day, even without getting into whatever body part ends up being taken.

Awww, kind of shame. I really, really wanted Uber's lowest point (after Trigger) to come from Leet leaving him behind because he was nothing more than March's puppet at this point. Surprisingly this is kind of answered in the source material. Satsuki would have most likely been effected by this since I'm pretty sure her mom always wears life fibers.
