She hasn't and going by this, she doesn't really want to. Most likely because she's still a bit miffed by silly little things like her house getting burned down.
So she'd be offended by copying Kirika's power? How in the hell does that work out in her mind's logic?

Did we ever tell Sayaka that Oriko had her house burned down for the exact purpose of saving Sayaka's life? I mean, I still think she could have found another way if she had tried harder or had more faith in others, but her intentions were clearly not so much "Sayaka's home being burned down is simply collateral" as "I'm doing this because I couldn't come up with another way to save your life".

Definitely not the best plan, but here's one until a better one is created.
 
I feel like we should really ask the Pleiades about other groups/girls in the city they have tensions or rivalries with, as possible culprits. We know that plenty of other magical girls should exist in Asunaro, because they haven't been wiped out yet, but we don't know a single damn thing about them.

Apropos of nothing, I wonder if the exclamation/injective "Tanj!" will cause Sayaka to go off on a spiel.
 
I dunno if talking with the thief is very safe. I'd be fine with it if there was a provision that we gather the group first though - I'm more worried that any given threesome would be beaten up and possibly killed by Evil-Guca before we can get there.

And I also want to preserve the possibilty of dynamic entry. If it's someone we know wouldn't be communicative, it's better to scare the shit out of them by ripping the building out by the foundations or otherwise.
 
How about:
  1. If a team finds the thief but remains undetected, observe only and call for back up.
  2. If the thief sees a team and bugs out, pursue and subdue non-lethally.
  3. If the thief fights back with lethal force, pursue from outside their combat range, and do not engage until backup arrives.
 
Odd off the cuff thought relating to Hijiri:

If Anri manipulates biology well enough to just plain grow a bull, could she mess with someone's mind? Make someone utterly despise someone they didn't before?
