If they didn't want immediate action they wouldn't have woken us up.

Even if they don't want it, if we're missing a Clear Seed, whether we go out is not up to them. In that case, asking this question only to ignore their answer would be somewhat tacky. I'd hope that we'd break back to voting before we followed through in that circumstance, but why worry about it? If you think that your reaction to this event is that uncertain you shouldn't even be voting that far out. Just ask for a short update.

Well, I have changed it for:

-[x]If she does: Explain that someone broke into Niko's lab and attacked her; she's the Pleiades' scientist, got the Clear Seed we gave to them, is the key operator for dewitching and magical infrastructure projects, and is Hijiri's #1 target
[x]Recommend overwhelming force; we didn't fuck around with Oriko, we shouldn't fuck around with Hijiri; even if it wasn't her, we've been wanting to deal with her and this gives us an excuse
[x]Discuss action plan with Homura/Mami, including who should stay/go; Sayaka, Umika, and Kirika are valuable assets here, but complicate logistics

Geez, everyone, please, get the data before calling everyone. It'll be a minute or two; and it's better if, when we wake up everyone at 4 AM, we can tell them what's happening as clearly as possible.

OK, Homu should be up, but a minute shouldn't make a difference. :p

... I'm still unsure about waking up everyone right now, but I gather at least some people would like to have found out about this as soon as it happened, wouldn't they?

I'm not sure about these; We should determine who we need to wake up before we wake them up en-masse at 4AM, and we don't have the time to do power testing unless Homura picks her up in timestop on the way here.

We didn't fuck around with Oriko, we shouldn't fuck around with Hijiri. She's roughly as dangerous, actively malevolent, and her having access to a Clear Seed makes her a clear and present threat to the lives of Kazumi's friends.

Sayaka's house was still catching fire then. (More important, Oriko waited for us).

In this case, the crime already happened, the thief's gone, getting there will take at least half an hour after we're done communicating with everyone... There's a reason why Ithink going back to sleep would likely be the most rational choice, if not the most empathetic one.

A minute is nothing compared to the prep time we got ahead of us; what matters is that when we wake up our friends, they'll be tiredcand disoriented, so we should be able to tell them everything they'll need or want to know straight. If we wake them up first, we'll have to deal with half asleep people wondering wtf, being scared, and we'd be trying to get the info at the same time, so we'd be no help.

If Homu's awake, the problem with calling her alone first is reduced, but there's still no advantadge to calling her attention before we know what's up, than after.

Right now, we should concentrate on Kazumu and co..
 
Dealing with Hijiri is one thing. What if it's not her, though? We really need info that only Niko has right now. Also, recall Firn mentioned the possibility of a short clarification update; I say we take him up on that and get as many of the five Ws from Niko as she can provide before we make any more plans doomed to fall apart before they even get to the enemy. Hell, they might not have even taken the seed; it could have been in Niko's pocket for all we know!

I take no issue with coming down hard on a thief or preparing for the worst, but I don't think we do Brinapilot any good by making elaborate preparations on presumption when getting facts is relatively trivial. Don't cast magic missile at the darkness.

I don't see Homura leaving Mitakihara, so there's no need for her to move right now, anyway?

Umika is going if she wants to. There's no question about it.
 
I'm honest, I'm completely confused by the idea that we might not need to act on this. Either we're missing a clear seed or Niko may have been replaced. Potentially both. Either dictates an immediate full-dress response. We are going to Asunaro. The only question is how we want to manage the optics for our allies.
