One thing base strike has is increased crit rate, along with a damage boost vs outposts and starbases. I do favor decisive battle though as it appeals to my general inclination of defeating the enemies fleet
 
So I just noticed that the Starbase IIs, Deep Space Is and Outpost IIs all cost SR (though not BR, oddly) so when we get to that point, we'll be constrained by SR again - though it might not be too bad, depending on how far our officers requirements are projected to outstrip our SR requirements.

EDIT: Do our current Starbases and Outposts cost any BR/SR?

What's the main difference between "Galaxy Wing" and "Attack Pattern Omega" tactics?

A 'Wolf Pack' is a Fleet that is: not more than 5% of total tonnage, not more than 5% of total numbers, that may attempt to bypass border zones and operate in enemy territory.
Are there any smaller powers using Wolf Pact Doctrine? Perhaps the Apiata? If so, would their wolf pact just be a single ship, or still the standard queenship + 2 stinger battle group?

For different powers I try to keep things relevant to their situation - Apiata use Little Queenship+2 Stingers.

Currently, any construction requirements are met by PP alone I believe.Logistically, they want a steady supply of spare parts and structural members moved up and take some of each in the supply loop.
Supply, since it includes the fleet operation costs which are strictly SR based, is almost all cargo ships - maybe a freighter to bulk out the BR side a little, but that's it.

Some more corrections/comments:

1) Gaeni income is 35br 35sr, not 10br 15sr.

2) Feeder loop is only the income from "sources" (mining/research colonies). It does not include the contributions from member worlds.

3) "SR" and "BR" in the summary, calculated incomes, and support loop sheets are confusing - they're just the annual total Sm and Blk requirements. (Feeder loop in particular is misleading, since "SR" on this sheet includes RP). Also, "Bm" should be "Blk"

4) GBZ might need to be its own special "loop" in terms of aux ship assignment. That also means the GBZ colonies (Collie, 41 Miele IV, 29 Baker V) may need to be excluded from feeder loop.

5) I wonder if route penalty calculations could be back-engineered as well to help automate projections. We know there's +0.1 per shipyard, and -0.1 per critical ship infrastructure. Speculation: could also be -0.1 per industrial asset listed in Ghost & Whispers status page

6) edit: Sheet could use some overall cleanup later...

Given that I currently need to manually tweak the shipping assignments (except Supply, which is very SR dominated) I'm not sure how practical this is. I'll see what I can do though.
Well, an algorithm could be devised for aux ship assignments, but it would require scripting. Live-updating source data, on income and ship projections, could eliminate much of the external copy-pasting you need to do when updating this spreadsheet. You could take periodic value snapshots of the live-updating sheets and manually fill in other data sources and aux ship assignments.

Anyway, the main point is that if we want proper projections logistics growth, rather than just what we need from current income/ships and confirmed future income/ships, we do need year-by-year estimations of new income/ships in order to estimate logistics growth over that time period.

For weapons some of the tech is adding crit rate increase, phaser give cruiser and explorer, torpedo for escorts and shield burn through for escorts so I think that is it
 

I hope I didn't leave in a ton of "off by 1 sub-sector" errors or copy-pasted names.

@OneirosTheWriter if we end up eventually mothballing the ship we nominate for In Excelsis, can we change the ship that tech applies to? Maybe with a short research project?
Well, In Excelsis seems a bit underpowered now, considering that all we get is a crew rebate. If there was a cost reduction on new builds and a free refit project, I think the Excelsior would remain competitive. Another option is an additional -1C for combat cap calculations for the In Excelsis ship, and perhaps granting the free +1 S/P from EC ships to all Excelsiors, or a bonus to responses. A tier 4 upgraded In Excelsis tech would also work.

It depends on what @OneirosTheWriter decides to incentivize. If he wants continued Excelsior production, then these suggestions will help that tech, or techs, if the In Excelsis Tier 4 upgrade is created, encourage that.

At long last, the powers of completely reckless science are at our fingertips. Why, it's just like being back on the Courageous, running into this, that, and the other all over again.

The Gaeni are joining our operations, with a team from the Inid Uttar Insitute moving into the R&D portions of Starbase 1. These upstanding sorts were responsible for the Prospecting ships used by the Gaeni, and were responsible for the sensor suites of the Tech-Cruisers. Somewhat more alarmingly, they were also responsible for the drive systems of the Tech-Cruiser...

The Henn-Makad Engineering Institute is, well, quite what it says on the tin. They have moved into Starfleet Engineering Command's new research unit compound on Mars. Well, by new research compound, that rather implies that the compound is complete. I suspect it will be rustic living out there, but on the bright side, no one to complain about anti-matter indoors.

The Technocracy's Interstellar Ministry's Department of Advanced Sapient Analysis - quite the questionable name, but they didn't ask me - will be working with our own diplo-boffins and helping out with a variety of research tasks. They will be based between Paris and San Francisco, and I'm told will continue to liaise with the Technocracy more widely.

The assignments of the foreign analysis teams can't really be extracted into a task because of the interdepencies, and also ties into the boost vote, so I hope no one requests multiple vote options because right now I don't know how to do that in any reasonable way. The reasons for suggesting this particular arrangement: We know that it can take a while for analysis research to become available, so we can't be sure to be able to start HoH research at this point. With a boost the Tiger Team can finish the first tier of Klingon Research this year (assuming overflow works tier-wise) and then probably start HoH research next year, finishing the first tier in 2320, while TIM would only finish in 2321 even if HoH research is already available this year. With this arrangement we also never pause Cardassian Research, which some people expressed reservations about. TIM should finish the current tier of Cardassian Research in 2327 or 28, 3-4 years later than the Tiger Team would if assigned to it now, but if we assign them as in the plan and then swap in the Tiger Team in 2321 they would finish in 2324, only one year later.

Not picking 2320s Lightweight Frames yet because the only T3 frames that seem interesting for new designs are the 600kt frame, which might be useful for a cheap Miranda successor but is too small for a Centaur successor which will likely be the next design, and the 1.5mt cruiser frame, but we probably won't design a cruiser before phaser arrays are finished. If there is interest I can factor that out into a task though.

Technically 2320s Navigational Deflectors or 2320s Dish Construction would also be options, but I can't recommend them due to how relatively unimportant nav deflector parts are and the event bonus of 2320s Dish Construction being inferior to that of Emitters.
The case for 2320s Deflector Shields: They offer a reasonably good event bonus, a moderate battle bonus (if that mechanic still exists) and most importantly unlock T3 shields. While we are most likely to start the next design in either 2319 or 2323 and by default AA would only finish the project in 2319 (with one boost), too late for the earlier date, deflector shields sometimes get event bonuses, especially from battles, so it might just finish in time for a 2319 design anyway (with a 10 point bonus to each tech from events). Or we might start a design in one of those in-between years for some reason.
The case for 2320s Deflector Emitters: Emitters offer a pretty good event bonus (far better than the one for 2320s Deflector Shields) and an SR discount for future shield parts. Emitters needs to be finished before T3 shields become available to be able to reduce their SR cost. 2320 Deflector Shields can still be finished in time for a 2323 design, just one of the following things needs to happen for that:
  • Inspiration to fall the right way this year (75% chance) and a boost.
  • A new shields team next year - a good idea anyway because shields is the most important remaining research branch we only have one regular team for (along with warp tech if we don't count 40EA), 2-3 new teams per year should be manageable rp income wise.
  • An event bonus of 5 points to each tech to 2320 Deflector Shields some time between now and 2322 (possibly also requiring a boost if it comes early and interacts badly with inspiration)

Regardless which one we use Taves Nar next year for and which one Henn-Makad this year, 2310s Starbase Design - Combat will finish in 2322, and 2310s Starbase Design - Repair will finish in 2324. That means we should assign Henn-Makad to the one where we care less about the successor tech (because the higher skill Taves Nar would automatically be available in the first possible year we could research the successor tech we care more about).

Recommended boosts: Tiger Team, Starfleet Infectious Diseases Institute, Generic Teams 2, 3, 4.

Holding off boosting the Weapons Fabrication Division because the battle in Q2 might give a bonus to penetrating nadions, and if not we still have two years to do the second planned boost in.
