1) Constructing a starbase is out of the question since that takes a year to build, by which time the Hishmeri threat is supposed to be over. Outposts can be built in less time, although we only know the SoE build times (1 quarter with spare components available).
2) The Hishmeri threat, being nomadic raiders and all, may move and threaten an adjacent area (perhaps even sector), and the task force assigned to defend against them would have to follow them, making stationary defense less useful.
3) Stationary defenses effectively stake a claim to this area, which is something the Council is leery of doing until maybe the Qloathi join as a full member, or the Dawiar exit the Ashalla Pact.
4) If this stationary defense is to be constructed over the Ataami world, then there's a Prime Directive question here: although the Ataami have been exposed to external (and hostile) influences, if the Federation removes such influences, should the Federation remain in official contact to the point of allowing visible defenses to be constructed in the system? This falls into exceptional territory with regards to the Prime Directive, and there's no clear answer in my eyes.

We were assuming the two ship modeling bonuses didn't stack (I thought it was probably one for ship class projects one for generic ship type research and the wording was just unfortunate) and we'd only have +1? We never got both of those bonuses for anything before, though the exact bonuses didn't matter before and for the Ambassador at least one bonus was missing anyway. If we are getting +2 move the boost to generic team 4.

We know generic team 3 had a +1 and a +2 bonus when researching the hospital ship, and UP +1 and +2 for the Ambassador and apparently +2 total for the Renaissance (that was before used bonuses were listed), which was before mainframe systems with the ship modeling bonus(es). Before now I had assumed the +2 was the admiral bonus, the +1 the ship modeling bonus that applied (the other one applying to general techs) and Oneios forgot about the ultimately irrelevant lone ranger bonus for the Ambassador (or that it only applied to general techs).

There are reports from our contacts in both the Romulan Star Empire and the Klingon Empire that a new escort-scale warbird, much larger than the Birds of Prey, is under construction. This 'Light Warbird' is in addition to the refined Devoras class 'Heavy Warbird', of which at least two and suspected three are already under construction.
When this enters service, this will represent a complete generational change-over from the Romulan Star Empire, with new starships occupying the roles of fleet anchor, cruiser, and escort.
