Likewise with the Peacekeeper Corps. Starfleet does not like the idea of a federal level law enforcement/peacekeeper agency because it has experience in how wrong it can go. Personal experience at that. However, there are good arguments that it's necessary. Had she come with 'we need a federal level unit of peacekeepers for rapid response purposes and I want Starfleet to run it' Starfleet's response would've been 'No, we're not going to run it, and we wonder why we need it.' Had she explained why Starfleet's response would've likely been 'we don't like it and will not run it, but we'll support the creation of it under an independent or other Federal agency's command.' Because it is needed to some extent at least.

The USS Courageous is fresh from the repair yards when the Diplomatic Service requests her use for the ratification ceremony. So it with the corridors smelling once more of chemical sealant and the paint bright and crisp on her hull that she travels to the home of the Illuminated Technocracy of Gaen. A number of Councillors, plus ambassadors of all ten existing members and observers from various affiliates, are aboard, filling the halls of the ship with a riot of colour and language. There are four Gaeni officers and crew aboard as well, and they seem to be walking on air as the day approaches. The Courageous' chief science officer has to caution one of them not to add any bespoke celebrations to the day after noticing a simulation for a spectacular deflector dish display was being run.
When they arrive in orbit, the mood among the Gaeni is plain to see. The capital city is alive with red and green banners alongside blue Federation banners. Beautiful fabric that ripples in the wind hangs from balconies, from streetlights, from overpasses and buildings. In orbit, the famed Tech-Cruisers are all arrayed in close formation. They still bear their special markings from the Arcadian War; not wartime markings per se, but bright coloured bands used to signify a ship in service to the Technocracy that represents all Gaen, rather than just to an Institute. Through whatever mechanism seemed best to them, the IGS Pall-Keat has been given the honour of the trip to Sol III alongside the Courageous.
Behind the scenes is a plot to sabotage proceedings, a revenge ploy from Kortennon die-hards, but Vice Admiral Linderley's people find and defuse the mess, a joint Special Projects Security and Gaeni team raiding a workshop on the surface of Gaen's primary satellite in the early morning to stop the attack before it could begin. The shuttle bearing Councillors-elect Anakar Koir-Panat of Gaen-D, and Hamal Laga-Imal of Thunti-M arrives safely aboard the Courageous. Here they are welcomed to the fold by Councillors Rangyad of Rigel and Jorth of Tellar Prime, as well as the elder statesmen of the Council, Stesk of Vulcan and Langford of Earth.
The ceremony in Paris proceeds smoothly, and the two Councillors are sworn in. They arrive in the middle of a busy legislative agenda, having to be immediately read-in on the requirement for peacekeepers in Caldonia, for a decision on how to handle the asylum-seekers from the Sydraxian Hierarchy, and for whether to extend a protective umbrella around the Ataami people, the pre-warp civilisation who has already had a small coercive meeting with the Hishmeri.
In the end, in fairly quick succession the Council announces that Andorian Peacekeepers will be federalised and sent to Caldonian space, protected by Starfleet vessels. The gentler, more policing-focused approach of the Andorian Peacekeepers, tempered by nearly-Vulcan physical attributes, are expected to be a good fit for the Caldonian situation. The Caldonian Ambassador praises the decision. Further coreward, the Sydraxian Green faction refugees are granted asylum, despite requests from factions fighting over the future of the Sydraxian hierarchy to return them to stand trial for various crimes against the Sydraxian state. The Council issues a statement here that acts of recrimination and revenge will only further a damaging cycle. Less publicly, talks are already underway with both the Graduates and the Vanguard factions that in exchange for a thaw in relations and a renunciation of the Ashalla Pact, the lucrative colony worlds of Lora and Deva could be returned.
The Cardassians for their part object to the provision of asylum, and any other Federation intrusion, as a potential violation of the terms of the Treaty of Celos. However the Council rebukes their ambassador for this, as the Hierarchy that supported the Pact is clearly now defunct, as is Sydraxian membership in the Pact. The Cardassians then make more secretive attempts to negotiate a trade that would allow safe-passage of a Cardassian fleet to Sydraxian space to restore order, but no deal can be reached.
The question of the Hishmeri Septs approach towards the Ataami is a more difficult matter. Before a decision can be made, of course, the input of Starfleet is required. There is certainly enough strength in Starfleet to defend the Ataami, but can it be collected in time and occupied for that long? It will require a year before the Hishmeri Septs move beyond raiding range.

In order to provide cover to a peacekeeping mission to Caldonian space, it is required that a force of D8 is detached. These will provide support to the peacekeepers who will be deploying to noted hotspots, mainly the minor Caldonian colonies. The Klingon Ambassador has been advised as to this deployment.
The Caldonian peacekeeping mission will be undertaken by the Andorian Peacekeepers.
This is expected to be a 24 month tour.

The Hishmeri Septs are a nomadic race operating a few flagships, a few large "shipyard ships", plus a number of smaller and powerful combatant frigates. Because their population live their whole lives in space aboard these ships, they are very reluctant to risk them, which is part of why they are quick to seize on pre-warp civilisations for a quick resource boost. Each ship lost is not just a valuable asset, it is also a small hometown, with its own thriving population, though civilians are decamped before raiding.
The Ataami are early space age in their development, which affords them no realistic means of resisting the Hishmeri should they raid the planet again.
Your diplomats, from studying such history as the Hishmeri provided, and your intelligence analysts, estimate that a force of 40 C would scare off the Hishmeri, though not necessarily defeat them militarily. However, this force would be required to remain in place for 12 months until the Hishmeri move far enough away to be safe.

The Hishmeri moving up between the Qloathi and the Dawiar puts them on a direct line towards the center of Federation space, at this point. If we move quickly, can we get them to reverse course?
well at least the the Hishmeri Septs situation has a possible solution we can see, it's not going to do wonders for our responses capabilities but imagine how much worse this could be if we we're still at war.

Plus it's forward defense, as the Hishmeri are going right through them on current course.
So I know that @SynchronizedWritersBlock put together a plan some time ago but iirc it had non-EC excelsiors and our Ferasan border zone people deployed, which I don't think is going to fly.

That's a total of 53 w/optimistic Caitians right there.
On the other hand, it's supposed to be our job to handle out-side borders stuff, so maybe we should make sure to be 1/3 combat. If we go with a margin and have 50 total, we should chip in 17+ C ourselves. Maybe a couple of Connie-B's and a Miranda or two?
If the Hishmeri are that hard up for resources, maybe we could just do the following:
1. Give them a small, but meaningful, sophontitarian aid package.
2. Invite them to pass through our space, along a carefully pre-planned course.
3. Make sure they understand that good behavior during the passage will be rewarded with another, larger, aid package upon its completion, while raiding will mean that they'll need to give up on their pilgrimage and learn to be dirt farmers in the wake of their fleet's destruction.
The Orions probably won't be ready by then, as cleaning up after the Syndicate is likely to take some years yet, but the Risans, Seyek, and a few others might be.

I suspect that our pre-warp defenders will have to be at least half starfleet - border protection is our job after all. Can we scare up 20C for that without fatally compromising something else?
