On the other hand, it takes a lot of effort to make the climb from Blooded to Veteran, and then even more time to make the climb from Veteran to Elite. So it's a matter of short term versus long term.
We have problems with the green ships failing events more often, and we have two of them we could boost. The third boost I would like to go to one of the Veteran ship to make it elite.

We need one ace. Sarek can hold the fort if we make her Elite. I'm okay with splitting amongst greens for the rest. e: I'm not opposed to going for more veteran or elite ships either. I can see pros and cons.

Excelsior-A is also a combat refit, though - it adds +1 C and +1 L. Still, I forgot its boosts to event response.

Comments:
* Gale is, in my opinion, wasted out in the LBZ.
* In this version, every sector has at least one S3/P3 ship for event response.
* I wound up only moving one Excelsior-A, not the two I had intended. Ferasa being a large and important sector, I decided to keep Endurance there.

It takes the accumulated temporal research of the Aga Carmide staff to devise a way to use the massive antimatter storage of the USS Enterprise-B to open the way home again in a titanic blast of energy. But with the use of that energy, there is no way to form the subspace field that will propel the Enterprise-B back to safety. Samhaya Mrr'shan's final act as Captain of that proud ship is to declare an anti-matter based self-destruct, to sacrifice the Enterprise to eradicate all trace of human involvement in the system ten million years in the past, and to allow the USS Lion to return home triumphantly, with Maria Volkov, Samhaya Mrr'shan, Nash ka'Sharren, and Mentat Betarre on the bridge.
@OneirosTheWriter - While I'm sure the cause comes down to "dice" is there a reason why they couldn't have transferred the Lion's antimatter over to the Enterprise? Sure it wouldn't be enough to completely refuel the Enterprise but it only needs to be enough to power Enterprise through the anomaly.

There is also the problem of crew. As a Miranda class starship the Lion requires around 200 crew to run it while the Enterprise is an Excelsior with a crew of 800. Throw in the surviving crews of both the Daedalus class Enterprise (Unknown) and the Blank Slate (450) and the Lion has over seven times it's crew, over 1450 people, on board. An Excelsior could handle that since it's designed to be capable of mass evacuations; a Miranda isn't. In fact according to Memory Alpha an Excelsior can handle evacuations of up to 9800 while a Miranda can only handle 500.

From the interludes - Enterprise-B was pretty damaged and the time vortex destabilizing. The B wouldn't have survived the transit.

I assume they parasited Enterprise's shuttles and escape pods to Lion to increase holding space.

I'd rather leave Tellar with a cruiser than a frigate. You can't just look at stats... A cruiser can anchor a sector, even by itself, in a way a frigate can't.
Noted. I've now swapped Vigour and Zephyr, so.

Figure we should use the Enterprise crew ups on the two green EC ships and Sarek.

@OneirosTheWriter
While you're upgrading EC ships here Sarek had a +1 S event reward that's still not listed.

I support splitting up the crew of the Enterprise-B among three different ships. It doesn't feel right to reassign them to another ship and it not be the Enterprise, and the next Enterprise needs to be an Ambassador, but the first viable Ambassador means they're left idle for too long. For where to assign them, put them on green EC ships to help give bonuses to more of our response rolls. We need to make up for some lost time in our event response rolls, to help deal with some of the potentially looming problems on the horizon. To that end, I also support a fleet distribution that prioritizes event response.

Even then, we are likely to end up with some frontier diplomacy with the less aggressive of the Cardassians clients.

If the Sydraxians withdraw from the Ashalla Pact we have a good chance of maybe flipping or at least rendering neutral the Dylaarians. Especially if our borders in the GBZ end up meeting.

I would like to boost the Green EC ships to Blooded, and 1 Veteran to Elite, yes.

As I had already asked Oneiros this before, I would definitely vote to build 2 Amby prototypes. If I'm doing the math right, this would mean SWB's Amby would take 5.25 years and mine 6.25 to complete prototyping.

Is that with heavy industry? Biggest thing will be if we can fit the cost in. Right now I think we are getting 660 SR at end of year. We would need a base cost of 220 SR to make 2 off of that. If we get an income increase or just straight up SR infusion then we can handle an Ambassador that takes more SR.
