While cruising speed would have definitely been the correct choice if we were making the freighter, since we decided on the interceptor, we should have it actually be able to intercept.

Its a short range interception and effectively patrol craft. Giving it a boost to max warp to allow it to respond fastest to problems is worth the effort.
 
My figuring for the dorsal nacelles is more that we're still kinda experimenting with higher warp factors, and a distended warp field sounds a little unsafe.

Warp 3.2 would be 32.77c and shave an almost 10 month journey to our furthest colony to only 8 months. If cruise is 90% of maximum or better (current freighters cruise at 1.8 and can hit Warp 2 for brief periods) this could largely close the gap between max warp and cruise.

I'm voting for cruise because of the time and distance involved in any travel/use outside of Sol. In a journey of months to a year or more, an extra +0.2 cruising Warp factor is going to add up fast. When we upgrade from warp 3 engines to warp 5 the benefit will be even greater (warp 3 = 27c, warp 3.2 = 32.77c, warp 5 = 125c, warp 5.2 = 140.6c).

For a system defense boat I can see the sprint, but the distances are so great and our speed so low I think that ultimately we'll want to prioritize cruising on most of our early designs. Shaving 2-3 months off longer trips is huge.
 
I think we want cruising speed. The other part of this mission profile is patrol duty, and cruise speed is important for that as it determines patrol range.
