So first of all do we have any confirmation about what form her shades take? Are they invisible intangible souls floating around? Mutilated souls stuffed back into living bodies? Something else?
Oh, I know, but honestly, better luck capturing and throwing them into the slammer.
I care more to give the actual good people out there the feeling of safety and the dignity they deserve. I believe the people that actually would take a chance at doing better, those who actually deserve help, would be better served knowing that we don't honor monsters.
KB will likely use this against us, so we will have to start throwing our word around. Talk with Nadia, with all our friends and allies, let them know what Riona is, and why we chose to do a public service to the world.
Our word shouldn't have worth for unrepentant murderers and those on that level of humanity.

Got to agree with the other posters here, there's no real reason we should make a second meeting part of our explicit plan especially not if we're going to do it outside the privacy zone. We've got telepathy up anyway so if want a second meeting we can negotiate it at any time later on.
The only question I'm really interested in asking her is the basic "Did you never consider the obvious method of getting your sister back by working with someone else?"
If she isn't interested in the obviously workable option, that should say something, whether it's that she's irredeemable or that shes been lied to awfully well.

Not bad, however I'm a broken record and as always. Why not ask for the timestop as soon as possible? Preparations are important and it seems like a good idea to have as much protection up as possible. It's unlikely but there's a worrying possibility she'll escalate and potentially attack Mami before we can properly end the meeting and leave. Now I'm going to reiterate that I think it's very unlikely this will happen but it's the sort of thing we should put up defenses against even on the slim possibility it will occur.
There was also a pretty good idea mentioned before about setting up a privacy sphere before entering timestop, if we're dealing with invisible intangible shades touching us a privacy sphere should probably block out any signal that could bring Riona along with us to the timestop.
Also fulfil should be spelled fulfill.

We do not give the murderous magical girl a window of opportunity to set her mind controlled minions to havoc in a populated area, or to attack our friends. We meet with our friends and present them with a plan, but accept their advice and input.

I think I like this plan the best. It's also a lot like my plan and why would I argue for my own plan if I didn't think it was good?
I'd say we should also grab extra contingencies while we're at it. Soul protection enchantments, sending clones and not going in person to keep our soul gems far away from her, maybe some sort of shade detector? I don't think there's any sort of kill like overkill in this sort of situation.
