As for whether to talk with Kyoko or Mami, I'd go for Kyoko. As of now, Mami is somewhat stable, and we don't have to worry about anything drastic happening. (baring exceptional circumstances like witchbomb.)
On the other hand, our relationship with Kyoko is "Crazy girl who wants to help and who's kinda trustworthy/nice."
I think we need to focus more on helping Kyoko than we do Mami, because our standing with Kyoko is a lot shakier, and this is a pretty big deal to her.

Maybe we have Sayaka deliver a message/tell Kyoko via telepathy that we need to talk to Mika first, and arrange to meet over lunch or something? I feel like we should give her a distinct reason for talking to her later that isn't "My Mumi was lonely, and talking to you would be too awkward."

This is going to be a recurring problem on training days. I think a proper solution, such as long range soul cuddles or smuggling Mami in our Grief cloud, will be preferable.
At a minimum we need to tell Sayaka that we're afraid to talk to Kyoko because we accidentally did a nicer thing than we thought we were doing and now she's angry.

We can't hire a company to fix people's buildings, but I figure we could use adults, throw money at them, and have them speed up the process. Eg, use magic to get lots of money, throw money at Nakano, have them volunteer to rebuild the lost parts of Mitakihara for 'free'. Don't know how specifics work, but having people know about the problem before it happens should help when it becomes time to do something about it.

As long as Meguca exist, the total amount of grief collected will eventually outpace whatever Madoka-Witch produced. The fact that the QBs are willing to go for the MadoWitch anyways gives us hints as to how they operate.
Possibility 1) Quota focused. Once quota is reached, they stop giving a shit about Earth
Possibility 2) Madoka Witch is simply that ludicrous of an gold mine, and it would take us multiple lifetimes to even come close.
Rebellion shows that they far prefer Witch-based grief since it harvests much more quickly, despite both Wraith and Witches being effectively infinite energy. I'm not sure if we can satisfy any condition the QBs prefer, especially if its slower than Witchouts.
