Because more than destroying NODs military, destroying the ability for them to reequip is going to make a big difference in a protracted conflict (not to mention destroying tooling plants and such to make it hard/impossible to build new mil factories).

C is mostly used for construction on earth the Craterscope will be built on the Moon where projects mostly cost IP.
With two more Tanegashima Space Center stages and a free station part that needs to be lifted, we need an expanded base to launch them all.
As we still have a full year's budget in reserve I went with 2 dice more than needed if the rolls are average as I think we can afford that and we might do more stages of both projects later.
I am not convinced of doing Orbital Scan Charon as that is taking advantage of information we do not have in quest(it is the mass relay) but it will take a while to plan a mission there and we might as well start now.

NOD's everything is in Yellow Zones. The Red Zones are completely inhospitable, and the Blue Zones are GDI territory.

This is why they're desperate enough to try and jump us even at a massive and growing disadvantage--they're getting squeezed from both ends, and there's no way out but through us. By the time we push them out of the Yellow Zones we'll have long since won the war.

Looks good. I think the expense of the next stage of New Johnson is well justified, given our lack of Astrotechs, and it's important to get Venus's Tiberium Monitoring Array up ASAP. Plus we'll be one mission away from finishing our survey of the moon with this plan, along with sending more Mars rovers.
 
They might get a resurgence courtesy of the new Yellow Zoners we are likely to get in the not-so-distant future.
Yeah. The question is whether those Yellow Zoners will see the UYL as necessary to their interests. UYL is probably gonna have to rebrand itself as the party of refugee voters in order to survive.

Re: the SADN, I'm not super sold on investing a bunch of money into crystal beam laser defenses like 1-2 turns before we make crystal beam lasers obsolete for military uses. Same on the orbital defense satellites, we're probably going to be clearing the modern lasers research in the near future so spending a bunch of dice and money on a crystal beam constellation that's going to need immediate replacement isn't the best way to use our Mil dice imo.
Yeah, I think if we are willing to invest in orbital laser satellites and the SADN (which I suspect will have missile components, not just laser), then the first die we invest "in" those projects should be in Advanced Lasers. Do that first.

This plan is the Karachi Dash adapted for the Spoiling Attack strategy. So Fortress Towns, Suborbital Shuttles, and YZ Harvesting instead of Karachi.

Why Shuttles? Nod has yet to demonstrate an anti-satellite capability that can penetrate the current ASAT system, so it stands to reason that Suborbital Shuttles will be difficult to impossible to shoot down except at the launch and touch-down locations. This provides a minimum aerospace lift capacity that NOD cannot interdict.

Beyond that I trade in an Apollo factory and the Tactical Airborne Laser for a sixth Shell phase to support the next Fortress Town phase. That's probably not the best use of the dice but I felt the need to at least explore the possibility.
Since you have 10 R to spare, personally I'd advocate 'promoting' the Strategic Food Stockpiles die to a Freeze Dried Food Plants die. The latter project has just as much impact in the medium term on our ability to stockpile food, and if we wait until the last year of the Plan to get it done, it's going to be significantly harder to actually get the stockpiles we need. I'd much rather have a 20% chance of being done with the plants than a 27% chance of being done with an extra phase of the storage facilities.

Since you have the resources to do another 10 R 'promotion' of a die, I'd also like to advocate sticking with my four-and-two allotment on the moon mining and orbital cleanup; the support satellites aren't that urgent, and every little bit of +RpT helps.

But in broad, your plan is respectable and I'll probably vote for it if I'm convinced of the merits of canceling this year's Karachi Sprint in favor of a general offensive.

We have vastly more industrial capacity than Nod can plausibly damage with an "easy" effort. We can't stop Nod from nuking SOME major industrial site somewhere and costing us some production capacity... but even at Phase 4, I'm pretty sure all of Enterprise's industrial output is equivalent to less total +Capital Goods and +Consumer Goods than we're getting out of a single average Blue Zone.

Now, fortifying Enterprise has its virtues, but we've seen no real sign of a planned Nod attack against it, and it's not really an obvious weak point precisely because it's too small and not actually critical to our space operations yet. The only thing it does is process resources equivalent to funding part of the space construction budget- not even all of it. Losing it would hurt us, but not very much (we could replace all the existing phases with about ten dice, and still hit our Plan commitments). Damaging it would hurt us still less. There are plenty of Earthside targets that would be relatively about as difficult to hit and that would hurt us just as much if not more.

The OSRCT project already relies on it.
It does not, and cannot, truly rely on Enterprise, because the project was originally conceived at a time when GDI did not have Enterprise, and when fusion rocketry was in its infancy. While having on-orbit manufacturing to quickly resupply the OSRCT stations with things like ammunition is useful, we are perfectly capable of launching the ammunition into space from groundside factories.

The dice requirements are the easier part, the ground forces are more than confident and our ablat reserves should by flavortext be sufficient with the Phase rolled out this turn. Sadly this would need 25 Ressources more than your current plan. I would suggest dropping the freezer plants in favor for a cheap 10 ressources project like kudzu or food stockpiles. This would save 20 ressources which would pur this alternative plan at only 5 ressources more expensive than your original. I think this should be possible with the income boni this turn.
I would really rather not give up the freeze-drying plants, because we really do need to give those some time to spool up once they get running. We're relying on them both to make subsequent food-storing actions more efficient (which means taking time to do those actions) AND to make existing food storage retroactively more efficient.

Which will take some time, as the stuff now in storage is thrown out after it hits its expiration date and replaced with the products of the freeze-drying plants.

Much like Perennials, this is not an action we want to complete in the last few turns of the Plan.

I'm grudgingly willing to put ablative production under the axe to save Resources for laser research, but that does still leave some R problems I'd have to think about.

The one catch is that the Red Zones are no longer expanding, on net. We've stopped them, on a global scale. Presumably, this means Nod lets us do stuff to hold back the Red Zones in certain places, not actively attacking our containment lines, if only because they don't want the Red Zones eating up their backfield. The early 2050s must have been pretty dark times to be a Nod warlord, because of that- they lost a lot of territory very quickly, far more than they had gained against GDI during Tib War III.

It'll depend on how quickly we absorb them. Although a UYL party that limps along from refugee influx to influx could be possible. Although I'd be shocked if some other party didn't start trying to get people off the boat.

Lunar Resources
Aside from the masses of regolith, primarily the silicates expected, the SCED's lunar landing discovered several small natural caches of Iridium, primarily in craters. These are almost certainly the result of iron-nickel asteroids hitting the moon at some point in its history, some of which are rich in rare minerals. While for a non Tiberian system these would be a great find, today they are more of a curiosity. However, they are worth doing extraction and refining operations, primarily to provide a steady stream of non Tiberium resources for use in space operations. However, this will require further development of GDSS Enterprise in order to take advantage of the resources properly.

Note that the project, along with Regolith Harvesting, was initially locked behind the then-unfinished Enterprise 3, so I may be misinterpreting this.
