The thing is, for the general public it's actually harder to deal with corporate malfeasance than with government malfeasance in a democracy. Getting into the corporation wouldn't be that hard, but climbing the corporate ladder to the point you can do something about it and have the influence to do so is nearly impossible, especially when everybody else in the corporation finds it profitable. With a democratic government you can, in theory but certainly not easily, force the situation to change simply by participating actively in the political process, up to and including getting elected into power and then ask questions in public of officials they are required to answer, or craft legislation to that point and see it passed.
And they can't legally kick you out until your term ends and you are not reelected.

Like, frankly, if we want journalism to be primarily government-funded, we're better off doing a "blind" funding, and only step in if reports of slander, libel, notable lies or inaccuracies, etc come into play.

Harper SCED Base Foundations 1011/1000
The foundations for the new site are the biggest construction project inside the port's perimeter in a decade, even beating out the recently constructed multi-launch site in the amount of concrete used. But the concrete area is only a small part of the overall construction, the other one is laying down easily accessible water-, power and data-lines, barbed wire fences with cameras, to keep out the most basic level of Nod infiltrators and overly brave teenagers, and some basic multipurpose facilities. In opposition to many other projects the foundations were finished before schedule.

With little budget and time left, the testing site has been thoroughly reconstructed, now functioning at full capacity as opposed to the treasury's previously minimal reconstruction effort for the fusion lifting project. A minor roadblock was hit with the central climate control as the old supplier of ACs went bankrupt with the war. Waiting for replacement units took up a lot of the buffer time, installing them barely finishing on time.
Prefabricated Office Complex 210/100
The newly built office complex is exactly the same model as the one the administrative staff works out right now. It has the same thin, prefabricated walls, the same slightly too loud and air conditioning that's never the right temperature and that's built to provide the bare minimum. Admin did not exactly look forward to more of the old office space, especially with plans for a dedicated administrative building on the table.

The recent rise of piracy has left the logistics office reeling, causing delivery delays everywhere. New sealing rings for the as of yet unfinished gas turbine plant were one casualty of these dalys. five metal rings with a diameter of 10 centimeters causing the entire worksite to be abandoned until they could be delivered. When they arrived, the work crews were far behind schedule and can only hope to finish it in the following weeks.
SCED Base Underground Deposit Safety 121/100
With a ZOCOM scientist on the phone and a handful of seismic imaging devices the tiberium crews mapped the deposits underground at the new site. While most of them are classified as "Safe" standard procedure is to build spikes on top of them to keep the deposits from becoming active and breaking through the surface in the middle of the base.

The workshops have been fully upgraded to allow working on things that are not engine shaped. While this will expand the RnD capabilities there are still many more facilities needed before SCED research capabilities are on the same level with the things the Space Command division plans to accomplish.

By luck or another reason, the chemical plant was not subject to the recent shipping delays. As such the work crews from other projects worked on it, while they waited for the deliveries to arrive. While the pipe nightmare is operational it is only half of the proposed plant, the second stage including various means to mold the materials and chemicals produced here.

The nuclear commission arrived on time, did their testing of the equipment, signed off their list of checks and went their way all without complications. After which the work crews continued with their work, finishing the rest of the large concrete block within schedule. A week later the first thorium shipments arrived and the plant went to work, a steady stream of white clouds leaving the cooling tower since then.

Part fabrication was another casualty of piracy problem. Important machinery shipments did not arrive on time at the airports to be picked up by the V-35s. With this, minimal progress was made, but rumors within the lower ranks say that Secretary Granger has realized the direness of the situation and will take the necessary steps.

A few things are universally integrated, such as a reaction control wheel, a long range radio-antenna and receiver system, the other parts are modular and can be swapped out for the specific mission parameter, such as the sensor instrument loadout or the amount of solar panels.

The problem with producing new chemical engines for SCEDs needs is not the complexity of the design or the lack of understanding, it's the lack of the required designs and the lack of a powerful computer. All current oxygen-hydrogen rockets in the right sizes are made for use in the atmosphere and lose a lot of efficiency in vacuum. With enough processing power the engineers might have been able to bruteforce the bell shapes, but with the current setup a lot of iterative testing is needed.

With the consumer economy still in shambles, a sufficient coffee supply is still a long way off.

Upgrading the Space Command public relations office with a few extra staff to take care of SCEDs affairs was an uncomplicated affair. Set up a website, a subforum, hire some professional moderators and make some statements to the press. Surprisingly the number of inquiries by various news sources, both critical and supportive, has been higher than initially expected. With many details about the mission still unclear, such as the lack of a crew list, public view has remained sceptical, but interested. Some of the PR staff have criticised the lack of astronauts to drag to interviews, as it limits the amount of publicity Space Command and SCED can wrangle from the situation.

Orbital Shuttles
With the old orbital shuttle program restated, SCED rockets can deliver a larger payload to a lower orbit and let the more efficient shuttles take it from there. This effect will be of larger benefit to the smaller Titan and Atlas systems and less for the Leopard or Union crafts due to their comparatively massive payload.
Near Body Survey Probes
Carter would have almost not believed the call he got from Granger's office. It was an open secret that the treasury was eyeing the potential resources hidden in the solar system, but the Vice Admiral would have figured that SCED did not yet prove itself enough to be given such projects, but here they are, 1500 Capital richer. Several options have been discussed with the treasury to actually spend this money for the mission, namely dedicated factories for orbiter probes and drive modules. Mechanics FAQ: RnD is divided into three categories: Development, which has Dice which can be assigned as normal, Experiments which have a starting cost and then make 1D100 progress per turn, and Studies which are long term observations of things and have no set end.
Development (2 Dice + 5 External Dice (5C cost):

For any short term mission the standard GDI space suit will do, but for a longer term a new design will be needed. One that provides comfort in an environment with gravity and potentially atmosphere and is more resistant to corrosive and abrasive environments.

Basically the same situation as the orbital probe, building a functioning rover has more problems proportionally with it needing more moving parts and needing to survive landing on another body's surface, increasing the work that will need to be done.

GDI has a long history with using Hydrogen-Oxygen rockets. All that is needed for SCED's efforts is to build a few models small enough to work with the new mission profiles. Something Anchorage is very well equipped to do.

An Ion drive has several advantages to a chemical one in a vacuum environment, such as a higher amount of delta V per weight-unit of fuel. The downside is that it requires a constant supply of power, usually from solar panels or a nuclear source. Similarly to the Basic Drive Module Development, developing an Ion Drive Module is about building a few models that fit with SCEDs mission parameters.

The Leopard shuttle on its own cannot return from the moon, as it requires an atmosphere for liftoff, nor can it support a crew for extended periods of time. Both will require extensive modification of the craft. Namely a number of chemical thrusters on the underside of the craft to assist on lunar lift-off, a massive flywheel to get a sufficient short term, high volume power storage to reignite the fusion engine and an expansion of the crew compartments to support ten people for 31 days.

GDI has previously experimented with plasma torch drives, but the programs never really went anywhere. SCED can continue where they left off and see if they can turn the theory into a workable drive.

With Fusion Engines still a new design, the amount of knowledge GDI has on them is fairly small. Experimenting with the technology may yield new improvements, but what exactly cannot be foreseen yet.

The Zone suit is already almost a space suit, designed to keep its wearer alive in a hostile environment. Using the suit's exoskeleton as a base, some of our engineers hope to produce a type of space suit with superior lifting capacity, life support and radiation protection.

While Carter and SCED had planned to use the normal communication satellite array for deep space missions when budget was still low, it is less than ideal and would have likely led to reduced performance. Building up such a network however is required for deep space missions.

The most unusual of the proposed plans, Pardus would require a fusion craft, either by building one ourselves or reserving use from the treasury, modifying it to provide enough life support for the 10 Astronauts for the mission duration and make it able and lunar-take-off-ability. The mission will largely be focused on using the Leopards massive lifting capacity to return a large amount of lunar samples back to earth after a three-week stay.

With Space Command supply of coffee decimated and the consumer demand still vastly outstripping supply, every part of the branch needs to come together to end this crisis by any means necessary.

Under normal circumstances less of an issue, the politicized nature of the planned moon landing will mean the crew will be under greater public surveillance than usual. As such the 10 men and women will require some care to be chosen, and Space Command already has hundreds of applications with the news becoming public.

With SCED lacking their own Leopard, the organisation will need to reserve use from Space Command or the Treasury if they cannot develop their own one fast enough. This however will lock the mission into a specific quarter.

With tertiary schooling options on the way to completion, it is time to make contacts with the administrations and professors before the other GDI development branches can snack up all the good ones.

With SCED needing both academics and mechanics, some connections to the new Technical Schools will not only help with future recruitment efforts, but also with getting some of the former work crew volunteers to get an official degree with their as of yet unofficial technical expertise they got in the last two years.

The Enterprise nearing the first real stage of operation has opened up an interesting option. The delivery of missions in small parts with assembly relegated to the personnel in orbit. It should take a little paperwork to set it up, but Carter being the Commanding Officer of Space Command helps.
With the huge income from the treasury i am building modern buildings to get more Amenities as those give a small bonus to rolls(+1 at 1, +2 at 2, +3 at 4 and +4 at 8).
Experiments only require Capital and advanced parts to start and we can buy advanced parts so i am starting all of them.
The first Probe is launched to the moon in support of the coming landing there.
Most research labs are being build as with a dice to recruit staff and a second thorium plant we can afford them all.
If the thorium plant does not complete we only have to keep the power out for the new shells that are still empty so i feel save in trying.
3 dice on the leopard assembly and picking the crew now gives them time to train with the craft.
