Intelligence Report: GDI Space Launch Activity.
GDI has increased throughput on all of its launch sites. Agents around the world report paces of a minimum of one launch per day from every site, often two to three per day.
The progress of the Initiative's work has been rapid. From collating those reports, GDI has been putting roughly the mass of a fully loaded Saturn V into orbit every day, for the last three months. In this quarter alone, the Initiative has put more tonnage into orbit than humanity managed in total before the coming of Tiberium.
At the same time, Granger has begun preparations to name it the Takeda Memorial Satellite Constellation, in response to the successful assassination you pulled this quarter.

The 124th Special Warfare Brigade is an unusual GDI military formation under the notional umbrella of the Steel Talons that focuses on unusual and novel approaches to Counter Insurgency Operations. Specifically they focus on liaising with local inhabitants, training home guard units in the area in counter insurgency tactics and precision strikes on enemy forces carried out with a mix of GDI and captured NOD equipment. Equipment that they show a surprising familiarity with, greatly surpassing most GDI soldiers.

The commander of this unit is officially classified, being known in most records by their call-sign "Copperhead Actual." Equally officially, the fact that Copperhead Actual was the call sign of Kilian Qatar is a complete coincidence as is the fact that the 124th Special Warfare Brigade's unit patch has a suspicious similarity to Qatar's personal standard. Unofficially, it is an open secret that the 124th Special Warfare Brigade is composed in large part of ex-nod defectors and that "Copperhead Actual" was once one of Kilian Qatar's senior most officers, though which one remains a hotly debated topic.

The 124th Special WarFare Brigade generally acts as a fire brigade, heading to global trouble spots to deal with flare ups of Nod Insurgent activity, or to train up home guard formations in troubled areas. They were notably effective in the Arabian Peninsula, effectively forming up and training the home guard formations while not inflaming tensions with local warlords. The 124th is also infamous for the sheer number of assassination attempts on their commanding officer, with at least a dozen attempts recorded in the last few years, the vast majority tracible to lower level warlords or Black Hand officers looking to make a name for themselves killing the mysterious Copperhead Actual.

In The Name of Kane
"Peace Through Power."

"This teaching is at the heart of Our Prophet's Message for His People. He teaches us- he commands us- to take up the sword in His Name. To strike down the enemies of Kane. The enemies of Peace."

Harun had taken up the sword when he was thirteen years old. He had killed his first man when he was fifteen. He had been so proud then, so proud and so foolish. He had imagined that he would be the hero who struck down the Prophet's foes, the holy weapon of Father Kane.

"Many righteous teachers denounced the sword. They taught that it was evil to slay your brother, and they spoke truth. Yet our Prophet, in his wisdom, saw that it was a necessary evil. With grief in his heart, he told his followers that we must kill to bring an end to bloodshed. We seek Power so that we might bring Peace."

Sister Fatima said gently, "But the followers of the Prophet are only men and women. We are Blessed by His Word, but we can falter in his service. Even as we wield the sword in the Name of Kane, we are corrupted by earthly power and greed. We forget the truths that Kane taught us."

"Brotherhood. Unity. Peace." Harun chanted the words with every other soul gathered inside the shelter. There was no unity among those who claimed to follow Kane, and peace was a distant dream, but there was brotherhood. If the Prophet looked down upon them in this moment, Harun knew that he would be proud.

"Where there is brotherhood, there is unity, and where there is unity, there is peace. We gather to mourn our dead, brothers and sisters, but we also mourn the spiritual deaths of our enemies. Those who abandoned the teachings of our Prophet, and turned away from His Light. They are apostate, lost to the Brotherhood, damned by the blood they have shed, and yet I pray that Our Prophet shall redeem his lost lambs."

He had redeemed Harun. Justice would have demanded blood for blood, life for life, but Father Kane was ever merciful. Harun longed to kill General Fadeem, to shed his blood upon the desert sands. Yet he could not wish for another soul to be denied the Prophet's Mercy after he had received it himself.

Sister Fatima said, "We take up the sword to do Kane's Holy Work, but the sword corrupts. I once stood among the mighty, in the days when the Prophet walked among us. I was proud, and I delighted in the deaths of our enemies. The soldiers of the Initiative, heretics among our own ranks...even children in the Blue Zones. I spoke the words of our Faith, but I was blind to the Prophet's teachings."

In the days after Kane's disappearance, too many of the faithful had sought someone to blame. It was impossible for the unbelievers to defeat the Brotherhood, not when the Prophet himself was guiding them to victory. Harun had known that there must be traitors among their ranks, spies and saboteurs who had turned against the Prophet's Will. Before Kane could return, it was necessary for them to destroy the enemies within.

General Faheem walked the road to damnation out of greed, but false righteousness had led them down the same path. Only Sister Fatima had saved them. It was surely the Prophet's Will that had brought her out of the desert, crippled and half-dead, speaking the Truths of Father Kane.

They had been three, and through her wisdom- Kane's wisdom- they became one. The colonel smiled at Harun, and he bowed his head in gratitude. He had named Rahi Varadkar "heretic" and "traitor" once, but his commander had forgiven him. Had chosen Disciple Harun al-Baghdadi as his own bodyguard, as a sign of trust that their union would endure.

And it had endured. For years, the Regiment had held the oasis as a sacred site, separate from the bloody power struggles of the Brotherhood. A place where those loyal to Kane could gather in peace. They had sent recruits to all of the Ten Rings and hosted peace talks between rival warlords, seeking to bring unity where there had been division. They had served the Brotherhood well.

"We stand in the wilderness," Fatima told them. "As our ancestors did before Father Kane came to them. They were outcasts, abandoned to die, but the Prophet is the Champion of the Lost, the Saviour of the Forgotten."

"Blessed is Father Kane." Their voices echoed through the storm shelter. The stone walls would shield them from the storms, but nine thousand people could not live on faith alone. They needed bread for the hungry and medicine for the sick. They needed the Brotherhood of Nod to repay their devotion to the Prophet's Cause.

Fatima said, "Blessed is Father Kane. Blessed is the Teacher, the Healer, the Peacemaker. His Truth endures, and those who follow that truth follow Kane. Let us remember the Brotherhood that found us in the wilderness, and guided us to wisdom. Let us remember the Brotherhood that watched as we were cast out by a faithless warlord. There are good men and women within the Brotherhood still, but they are too few, and the mighty seek Power instead of Peace."

The door to the storm shelter swung open, and a single figure walked inside. She was a tall woman dressed in a storm suit, and as she removed her helmet Harun thought that her face seemed familiar.

Fatima said, "Be welcome within our walls, guest. Take this bread, in the Name of Kane." She gave the stranger bread, and the woman took it. The face was unquestionably familiar, but Harun could not quite remember.

"In the Name of Kane, I swear to Peace within these walls. Let this oath bind us all."

"Let this oath bind us all." Even as Harun spoke, he suddenly recalled the name. One hand went to the pistol at his side, but it was too late. A guest was sacred to Father Kane.

Colonel Varadkar rose to his feet, swaying slightly, and Harun rose to stand at his side. The colonel glared at the visitor- the guest- with barely concealed loathing, and a murmur of fear ran through the crowd.

Varadkar said, "Traitor. Heretic. Enemy of Kane. How could you bring her here, Fatima? How could you grant shelter to this traitor to our Brotherhood?"

"No traitor," Major Alicia Brown said. "General Qatar was faithful to the Prophet. Dedicated to His Vision. She was falsely accused by enemies within the Inner Circle, false servants who sought only their own advancement." She looked across the gathered masses of ragged survivors, then back at the bandaged form of the colonel. "False servants who now govern the Brotherhood in Our Prophet's absence. If Nod followed the Teachings of Kane, would any of you be here?"

Blasphemy. Treason. But while some had stood aside out of fear, and others out of greed, in the end none of their Brotherhood had come to aid them. They had abandoned them to die, just as the Initiative had abandoned their ancestors.

Fatima said, "Blessed is Father Kane, who sought Peace Through Power. For the purpose of Power is Peace. Not the false Peace of the old Initiative, which sought only the protection of the few, but the righteous Peace of the Prophet, where all of humanity shall shelter under his guidance."

"You speak the words of Father Kane, Fatima," Varadkar said. Even now, his voice was gentle. Fatima had been teacher and guide to all of them. "But the Initiative is the Prophet's enemy."

"The Initiative was the Prophet's enemy," Fatima agreed. "The Brotherhood was the Prophet's Sword, and see how we have changed. If corruption creeps in among the ranks of the Faithful, why should we be surprised when the Prophet's teachings spread among the Faithless? Should we not rejoice when our lost brothers and sisters heed His Word? Shall we not welcome them with Father Kane's own forgiveness, even as we have been forgiven?"

Harun remembered farms burning, and the shrieks of children. He remembered towns reduced to rubble, with scarecrow-thin civilians hunting through the ruins for a scrap of food. Most of all, he remembered his own terrible joy, the triumph of a man certain that he was doing the Prophet's Will.

"Blessed is Father Kane," Harun said. Varadkar turned to stare at him, a look of horrified betrayal on his face. "Even as the Initiative prepared for war, Our Prophet sought Peace. He never desired the sword."

Major Brown said. "Director Granger knows that GDI has sinned against humanity. He seeks to bind up old wounds. To make peace, even as Nod once made peace among ourselves. If the Initiative had followed his path from the beginning, if they had heeded the Teachings of Our Prophet, he never would have needed to seek Peace Through Power."

Nine thousand souls. Harun was sworn to protect them. Every instinct screamed at him to strike down the traitor, the heretic, but instead he took a step towards her, then another. Surely the Prophet would not condemn him for seeking salvation for the forgotten.

"Sanctuary," he asked. Begged, but he was beyond pride now. "A roof for our heads, and bread for our hungry. I ask for your aid, sister, in the name of brotherhood. In the Name of the Prophet."

Project Lotus : Summary

With direct attacks against GDI infrastructure proving ineffective, a new paradigm is required. For this, we turn back to the oldest lessons of Kane. Strike from the shadows, break the enemies trust, and make them doubt one another. Project Lotus may not inspire the same awe as an Avatar warmech, but it will break down GDI just the same. By damaging crucial infrastructure, remining people to be afraid of Tiberium, and showcasing GDI's supposed experts for the frauds they are, it will set off a chain of reactions that will undermine the entire GDI warmachine from the ground up.

In concept, project Lotus is easily manufactured. Base resources can be acquired from the sonic fences that GDI has helpfully scattered all across the Red and yellow zones, which means that mass production of the weapon will be trivial. It can deployed easily in a wide variety of locations without requiring the construction of targetable infrastructure or reliance on an extense supply chain.

The weapon itself consists out a container, protected by modified sonic emitter. This emitter ensures that the container is safeguarded against Tiberium infiltration for a prolonged period, allowing it to be embedded inside actively growing tiberium crystals, where it will go unnoticed and will be picked up by passing GDI harvesters. The container will be unaffected, and shielded by the Tiberium, pass by all GDI scanning protocols until it ends up in the final refinery stages, where the industrial processes will inevitably break the container and activate it's payload. Though it's compartment is small, a variety of useful payloads have been developed. These consist of :
1) A miniaturized tiberium catalyst bomb, sure to set of a devastating chain reaction that will destroy the refinery facility and any nearby storage facilities.
2) A collection of catalysts derived from previous projects, disturbing the carefully managed refinery environment and releasing mass quantities of corrosive and mutagenic tiberium gas.
3) A tiberium seed crystal, catalyzing the developments of tiberium microcrystals which appears to be unnoticed in the final product but will, over the following months, slowly return to viable Tiberium.

Deployed along GDI harvesting operations, Project Lotus will result in a significant quantity of large scale industrial accidents among several major GDI refining facilities, causing a dramatic drop in GDI income, multiple tiberium containment breaches in blue Zones, and a dramatic reduction in popular support for the Treasure and it's obstinate support for further harvesting expansion.



Project Damocles : Summary

Nearly thirty years ago, Kane had a dream. The World Altering Missile would have released us from our physical forms, and freed us from the opression of GDI. Sadly, the intervention of Commander McNeil prevented it's deployement, and the missile and it's warhead were presumed lost in the pyramid's subsequent collapse. GDI presumed the missile destroyed, the warhead damaged beyond repair. But they also assumed Kane to be dead.

Though painstaking effort and secret operations, we have recovered, repaired and upgraded the original world altering missile, supercharging it with a secondary liquid tiberium core. If detonated in the upper atmosphere, it will cover the entire globe in world altering compounds, allowing for a global tiberium based ascension. No longer will be bound by pitiful shells of flesh, we will be eternal, and GDI will fall.

The first step to realize this goal is the acquisition of a GDI fusion craft, powerful enough to lift the upgraded missile warhead into it's desired orbit. The acquisition of a legitimate GDI craft is essential for this operation, because a premature detonation at the hand of GDI anti-satellite defenses could upset the whole plan. As such, conventional infiltration of GDI's space assets is an essential part of this plan, while utmost security is required to secure the fate of the weapon as long as it remains on the ground. As such, a dozen copies of the warhead have been made and spread across sympathetic Nod bases around the globe.

Ultra-Classified Note : The World Converting Warhead was lost at Cairo. The warheads, or which 10 copies exist across the globe, are fully functional oversized Tiberium Conversion bombs, each capable of setting of massive EMP's in orbit and disabling large chunks of GDI's orbital network with tiberium laced debris, but with no know conversion effect. This project exists entirely to distract GDI operations and create a symbol for sympathetic Nod forces to align around.

Author's note: I really wanted the Civilian Gliders to be made, and since the POD is the 1990s, extreme sports still very much a cultural memory that might have survived the decades. Only instead of rollerblades, it's now Civilian Gliders that the teenagers use to annoy everyone.

Victory requires sacrifice.

The Brotherhood of Nod had always understood that principle of warfare. Sometimes they had taken it too far, glorifying sacrifice for its own sake, sending wave after wave of suicide bombers against a fortified position in a desperate attempt to prove their devotion to their "Prophet". But for all of their madness, there was still something to learn from the enemy.

The Brotherhood's forces lacked the equipment and training of Initiative soldiers. Their soldiers often went into battle without close air support or artillery or even body armor, but they still fought. And they lost, time and time again. Even Krukov, who was the best of the warlords in a conventional battle, had been badly defeated at Saint Petersburg.

Every Tiberium War had ended in a defeat for Nod. Yet they returned after each defeat, driven by their faith in the Prophet and his vision. GDI had not secured a true, lasting victory, and Jawada Okoro had almost started to believe that they never could.

He had been wrong.

"Kane's Peace upon you, brothers and sisters." Fatima was an old woman, but her voice carried clearly through the night. "Be welcome within our walls, guests. Take this bread, in the Name of Kane."

"In the Name of Kane," the soldier said, "I swear to Peace within these walls. May this oath bind us all."

The rest of them repeated the words. Jawada would take their weapons, of course; the truce was sacred, but everyone understood the need for practicality. A handful of the fanatics had managed to smuggle explosives into the shelter only a week ago, hiding their bombs within their own bodies. More than a hundred refugees had died in an instant, but the flow had not stopped. The risk of death from a hidden bomb meant little compared to the slow, certain death that awaited them in the Tiberium fields.

One by one, the soldiers laid down their rifles, moving deliberately under the guns of Jawada's troopers. Zone armor could shrug off small arms fire, and he had chosen his soldiers very carefully. Sheltered children of the Blue Zones, professionals who knew how to obey orders. They were loyal sons and daughters of the Initiative, but the war against Nod was not personal for them.

Fatima embraced each one of them, ignoring the risk of a hidden knife. Her courage would kill her one day, but her death would be another victory for the Initiative. Sister Fatima, holy and blessed, murdered by treachery. A martyr for the cause of peace.

They made their way through the compound gates, drawn by the smell of food. There was a feast waiting for the newcomers, or at least a feast by local standards. They would have work to busy their hands, and in time their guns would be returned to them. Most of the Home Guard were Nod veterans, and it was only a matter of time before the Initiative started letting them into ZOCOM. The thought disgusted Jawanda, but some cold, distant part of him could already see the advantages.

Fatima said, "Blessings upon you, Colonel Okoro." She did not say whose blessings. "All the world sees that Director Litvinov has continued the work of Director Granger. The Initiative holds Power, but they seek Peace."
They had always sought peace. From the very beginning. While Fatima and her fellow cultists were trying to kill the planet, Jawada had been fighting to save the world. Nod propaganda liked to boast of their concern for the downtrodden, holding up examples of their charity even as they gleefully spread the poison that murdered billions.

The worst sins of GDI- and Jawada did not deny that they had sinned- were nothing besides what Nod had done. Hitler and Stalin and Mao together paled in comparison to the "Prophet". He longed to share his thoughts on "Father Kane" with the good Sister, but even if he was not under discipline there would be no purpose. Fatima would merely say that the Prophet was misunderstood, that subordinates had disobeyed his commands. Even here, among those who had turned away from the Brotherhood and made peace with GDI, the name of Kane was sacred.

"Lives beyond counting," she said reverently. "It would have been easy to turn away, Colonel. To abandon your enemies to their fate. But you chose otherwise."

"Yes, Sister." It had not been easy. Jawada could understand the children, and the civilians. The soldiers had been...difficult. Almost impossible. The urge to drive an armored fist through Sister Fatima's kindly old face was almost overwhelming, but he fought it back.

Fatima said, "I will go to eat now, Colonel Okoro. Please tell me if I am needed at the gates." She turned and was gone, leaving Okoro alone by the battered steel doors.

Jawada had been out here for a full shift. He could call for relief. He could go indoors and join Sister Fatima at a table with Disciple Harun al-Baghdadi and six other men and women. Some would say that it was his duty to eat with them, to show all the refugees that old sins were forgiven.

Jawada did not move. He would give his life for Sister Fatima, but he would not break bread with her. Not even if his superiors commanded it. If they knew that she had asked for him, they might give the order, so she had been careful never to put it into words. A suggestion, perhaps, but never a true invitation. It was a kindness, and only iron discipline kept him from marching through the doors and tearing all of them apart.

They were right, of course. Director Granger and Director Litvinov. This was the only path to victory. GDI would reach out to the people who hoped for a better world, and they would offer them an alternative to Nod's madness. You could not defeat Nod by claiming a city or even a nation; the Brotherhood would always find another place to hide and plot. An insurgent swam in the sea of the people, and so you could only end an insurgency by draining the sea. By cutting Nod off from the recruits that were the Brotherhood's lifeblood, and turning those soldiers to the cause of true peace.

They were right, and they would never understand. They had never huddled in a ditch for a day and a night while a column of Nod soldiers marched past, singing praise to Father Kane. They had never seen the piled corpses burning or heard the screams of the living souls trapped beneath the dead. Jawada was a soldier, and he would serve. He would obey. He would not forgive.

His sister did not understand. Taraji had sworn an oath, just like Jawada. She dreamed of a world made clean of their madness and poison, just like Jawada, but she did not realize that Granger had offered them that vision. She only saw treachery, justice set aside for the sake of convenience. Her dead- their dead- would not be avenged.

She was not wrong. The blood debt would not be paid. All that remained of the Purifying Flame Chapter of the Black Hand ate within the fortress, and Jawada stood guard to keep them safe while Taraji damned Parliament for their betrayal. They had fought for GDI, and they had died for GDI, and GDI had made peace with the murderers of his people. But he could understand, as she did not, that the price was worth paying.

Victory requires sacrifice.

AP - Several attempted Nod Tiberium heists were foiled over the last month by GDI forces operating in the northwest African yellow zone. As convoys carrying Tiberium from the red zone made their way towards ports for bulk naval shipment to the processing facility at Jeddah, raiding groups of Nod buggies executed multiple feints to draw off escorting forces, then captured the transport trucks, inflicting moderate casualties on escorting GDI forces to boot.

Rapid response forces from nearby GDI outposts, led by the 358th Mechanized Infantry Platoon, were able to catch up to the slow-moving trucks as they attempted to make their way south from the coastal highway. After several high-speed battles in the hilly scrublands separating the coast from the desert, the 358th recovered the trucks, inflicting major losses on the Nod forces, which were unable to execute their usual hit-and-run tactics as they were forced to defend the captured convoy vehicles. Several hundred tons of blue Tiberium were recovered as part of the operation, which would have no doubt enabled local Nod warlords to carry out extensive projects on a strategic scale.
