One is perfectly balanced and the other isn't.
The bottom of @BoneyM 's latest threadmark "Turn 32 - 2485.5 - We'll Fight the Hordes, and Sing and Cry" says that there will be no serenity action.
So why do all the plans include a serenity action then?
Will we have the duckling and half action from the gold boys next turn?
Of all things, why does this matter right now? Why is this more important for either the expedition or Mathilde's survival on it than that single scouting action? Or, barring that, why does it make narrative sense for this to be a priority for Mathilde right now, over anything else?

"Persistent effect" was meant to communicate that we wanted it to be active as much as possible, even if always-on proves unworkable. I was also extremely fine with your plan and taking a gamble on Damsels. I am still approval-voting yours and SSS's. The main reason I put my plan out yesterday morning was because I really liked the rest of your plan's outline, but I saw people voting for Light Wizards, and went "well, ok, there should be a Light Wizard variant of this plan." Did not expect it to do as well as it has!Personally, I'm 100% fine with perfectly balanced. I have a mild preference for Taal is Peeved, but both recruiting actions are fine with me.
I thought by this point we had enough firepower to risk a gamble on Damsels coming along, but... apparently people have a very different read of the situation than me re. interpersonal conflicts.

A valid point was made upthread about all the smoke from the steam wagons, and the chance of foul chaos dust storms, and gunpowder blowback, etc. Just because the Expedition depresses and stresses me (f***ing Celestial Matriarch), doesn't mean there aren't actual reasons behind the choices.

If the enchanter had told us 'a 20 favor item will be crippled for your intended use case, get a 13 favor item of lower intensity' I would have been happy enough not to begrudge him keeping the extra 7 favor as a 'consultation fee'.
It's not like we can't afford it and I didn't think we needed it so I'm not too upset but I don't think Alliterate was wrong to say that failure to specify had consequences. It probably won't matter for the robes, of course.
