My main problem with the Great Library is that it will make no real difference in Mat's lifetime. It's the kind of thing that will matter if the Empire is burned to the ground again, or the Colleges are expelled, or there are more riots and crusades against knowledge.
But for the most part it will just be our own library, just a bit bigger, more accessible, better funded and longer lived.
I don't like that. A transcendental boon should not be spent on a library we can set up ourselves, or Wheel and Deal for.
I think we can set up a Library kind of thing for Umgi without spending a Transcendental Boon. You spend that on a library, and the dwarves will still be collecting and maintaining books in centuries. But it won't make much of a difference right now, or soon, except to attract some poor scholars willing to make the trip.
Like, you know what you should measure this against? Another tower like the Eye of Gazul.

Built atop the Booming Peak? It would close the pass and safeguard the south of the Empire from the Badlands like nothing else.

Honestly, my main concern for the future is potentially having to talk Belegar out of doing something that might split the Karaz Ankor. Though, we might not need the Boon to manage that.
It'd be a risk. The thing with putting up a tower like that is that any mage who can use Burning Shadows can use it to kill tens of thousands of people at once, if conditions line up right. That's the whole point, and is a major potential security risk without a lot of safeguards.
