It's nowhere near that granular. Mathilde is thoroughly mediocre at diplomacy so she doesn't get insights that high diplomacy would provide.

Mathilde's not precisely bad at diplomacy, just thoroughly average at it. It's just she's in situations where that's not enough.
if your average at a sport but you find yourself competing with the major leagues' athletes there isn't much different then being bad at it.
