Captain's Log, Stardate 27320.4, USS Odyssey - Captain Enad Rebin

We have beamed down to the Qloathi world of Varnin Cel to mount a rescue mission. An expedition to the rugged Korlog region of the southern continent called for help, after members became trapped on the mountaintop due to a hostile lifeform stalking them. The colony lacks the resources to assist, so we redirected to rescue the team and determine the nature of the threat.

Beaming down to the research team's last known location, I was struck at the beauty of the surroundings. Mountains with graceful peaks, the dazzling beauty of the snow, and the verdant green of the valleys below. I wished my family could be there to enjoy it with me.

That is, until I saw blood spattered onto that pristine expanse. Adding to our difficulties, soon after we began to move towards the survivors, a storm charged with exotic particles interacted with a solar flare, meaning we would be without transporter or shuttle support from the Odyssey.

We followed our sensors to the cave the expedition team was hiding in. They were hungry and traumatized, although they tried to hide the latter. A group of friends twenty strong has been reduced to thirteen survivors. We will treat them as best we can until the storm clears enough for the Odyssey.

Captain's Log, Stardate 27294.6, USS Justice - Captain Hrular Krurin

A message has been broadcasted regarding the whereabouts of a vessel called Skybreach. One of the first warp-capable Yan-Ros freighters, Skybreach had been on its way back to Vail from an early extrastellar mining facility when it vanished. A Honiani patrol vessel has just discovered a hull fragment from a Yan-Ros nacelle pylon dated to the time of that early disappearance, and provided some clues as to his fatal trajectory.

The Justice shall be doing its part to aid in the search. While survivors are unlikely after this half century absence, this is a part of Yan-Ros history that would best be recovered, and the minds of the crew's families put to rest.

Captain's Log, Stardate 27299.7, USS Challorn - Captain Hazag Daz-Hara

We are heading to the Tellarite world of Sar Alpha for some minor repair and refit. Starfleet has charged me with performing some outreach on the planet while the work in underway, due to the fact Sar Alpha is at the center of Tellarite dissatisfaction concerning the response priorities of my vessel.

I have spent several days attempting to craft civilian attire that is most pleasing to the Tellarite eye. I will of course test it against a panel of Tellarite crew before recommending the patterns be adopted by all crew planning to beam down tomorrow.

Away Team Log, Stardate 27321.1, USS Odyssey - Lieutenant Rachel Garrett

The thing on this mountain, some shaggy beast with poison fangs the size of a sabre, has taken the Captain. It's possible it targeted him due to his psionic ability.

I need to recover the Captain, but my first priority is to protecting the remaining researchers. I have chosen to venture after the Captain alone alone, leaving the remainder of the away team in a classic Reed security deployment. Tracking Rebin will be difficult, as in addition to the raging snowstorm, the beast has a dampened lifesign and its fur functions as active camouflage.

Captain's Log, Stardate 27311.7, USS Pleezirra - Captain Maria Volkov

We are conducting followup study on a prewarp culture in sector Charlie Dash Dash Six originally discovered by the Arqueniou Leb Nin. They are of particular interest because they appear to be conducting advanced computing using unique sonic-cystalline principles. We will hide the Pleezirra behind one of the planet's moons and conduct long-range study. If it can be determined to be safe, I will consider sending an away team in disguise to covertly examine the technology.

Captain's Log, Stardate 27301.5, USS Rru'adorr - Captain Olon

On a tip from the Tellarite State Forces, we have visited Vega as part of quarantine efforts for the plague that escaped Cold Station 3. An individual exhibiting strange behavior was spotted at a Tellarite spaceport, boarding a civilian ship for Vega.

Finding the patient among the millions of residents that call Vega their home will be difficult. But if the odd behaviourisms of bacterial control are so obvious as to be noted, it will make our job much easier.

Captain's Log, Stardate 27328.4, USS Atuin - Captain Hassan Aharani

The Conciliation Union requested our assistance with mediation after several Ashidi merchant ships entered Conciliation space and entered orbit over the Fiiral world of Bnaii. The group responsible belongs to the Commerce Combine, a lobby group-slash-trade organization that advocates for and represents the merchant class of the Ashidi. They are refusing to leave orbit in protest of perceived Conciliation malfeasance regarding their trade obligations in the Treaty of Hacitorus. One issue they raise is that extractive industries on Bnaii can buy land held by the Fiiral Crown much more cheaply than the industries represented by the Combine can lease land from their government, and this represents a form of subsidy that should not exist under the current treaty. There are many more sticking points than just this, of course.

Atuin will arrive on the scene shortly.

Experimental note: deployment of Tellarite Approval Garment, Pattern Theta in field conditions ineffective at preventing unrest. Thankfully I anticipated this, and threat-response airbags saved Lieutenant Orgot from an impact to the head with a hurled thermos.

Captain's Log, Stardate 27312.4, USS Pleezirra - Captain Maria Volkov

Disaster! It is a good thing we were tapped into the communication networks, or we might have missed our presence was being noted. It seems we underestimated how advanced their high-energy astronomy was, due to most of it being hidden underground. We intercepted chatter on academic channels that they had detected unusually strong neutrino returns, and someone had used a prototype sonic computer to calculate they were coming from a direction obscured by the moon -- in other words, our warp core. On one hand it is good because we have an idea how powerful these interesting computers are, on the other hand is very bad because our cover was blown to bits.

We made a quick exit, and our presence was not directly observed. Most academics suspected it was emissions from an obscured supernova, and only a few considered the possibility it may be from an extraterrestrial source. However, this is the danger of pre-warp cultures. For all we know our little anomaly will throw off science for decades, and they will waste telescope-time trying to find the source of these mysterious neutrinos. Or paranoid voices will say it was a God or angry aliens and they should institute some overreaction. A more cautious follow-up will be required.

Mostly I am disappointed in myself for assuming too little of these people. Never be overconfident!

The bacterium has continued to evade us. While we have disinfected several contaminated areas, it slips our grasp each time. I am beginning to fear that we will soon have a containment breach.

Captain's Log, Stardate 27301.7, USS Challorn - Captain Hazag Daz-Hara

The humans have an interesting expression - 'big shoes to fill'. The Gaeni equivalent might be 'hard research to surpass'. Captain Zhang previously used this same vessel in a dramatic and visible defense of Tellarites during the activation of an Eternal Empire dreadnought. Now, it has become a symbol of the Federation's disinterest in Tellarite lives, tied unfortunately to my captaincy. Demonstrations about our presence, linked to a perceived lack of interest in Tellarite affairs, have blossomed into angry demonstrations. It's very aggravating for being blamed for patrol orders that come from a higher position of command, but it is a poor scholar who blames Circumstance for their own experiments going awry.

Further reading has provided illumination. These sorts of demonstrations are, despite what I initially thought, rare for Tellarites. I have learned it makes a lot to progress beyond verbal heckling or the ritualized combat of Having A Punch Out!! They value debate, after all.

Simply put, these Tellarites do not feel heard, and feel forced to resort to violence to make their point. It is time to correct that.

Captain's Log, Stardate 27298.5, USS Justice - Captain Hrular Krurin

The grave of the Skybreach we have found, marked only by the trail of furrows and debris across the surface of the barren moon where he fell. As best as we can determine, the freighter sustained some unknown damage en route, and was forced to flee to this system, where the damage caused an engine malfunction that led to the crash landing.

None survived the atmospheric entry. Merciful, given the airless rock any survivors would have found themselves stranded on. After paying our respects, we informed the Vail government of our discovery. In addition to the goodwill this has generated, the Yan-Ros have bidden us to keep a share of the smelted duranium left in the wreck's cargo bays.

Away Team Log, Stardate 27323.3, USS Odyssey - Lieutenant Rachel Garrett

The animal, which I am now calling Varin, ambushed me in the night. I was able to fight it off once I reached my phaser, but not before it sliced open my thigh. It's only thanks to modern medicine I can walk at all right now. It also tore up my thermal pants, and now the cold is creeping in stronger than ever.

But in positive outcomes, the tricorder I had set up in preparation for something like this did get a good scan of the Varin, able to pierce its sensor-spoofing biology at close range. This is in addition to the biological samples recovered from under my nails and in my wound. I now have a better means of tracking the creature back to where the Captain is, and have identified a weakness to pulsed phaser fire in a specific energy band.

I also got a close -- closer than I would have liked -- look at it. It reminds me of some descriptions of a Konen cryptid, the Kicweld, that preyed on wandering travellers. Allowing a flight of fancy, I wonder what a Kicweld would be doing here?

And a better question -- why is its genetic code a close match with Qloathi?

Several of our medical personnel were distributing antibiotics in one of the capital's communities when they spotted a Tellarite using a razor in public at a cafe. The incident was odd due to the choice of location for personal grooming and the fact the Tellarite was completely removing his facial hair.

A dose of the antibiotic administered discreetly ended the infection.

Captain's Log, Stardate 27334.9, USS Atuin - Captain Hassan Aharani

Today opened with a discussion on reported violations of trademarks on Ashidi wine, in addition to complaints about its sale in Fiiral stores. Fiiral have allowed the synthesizing of wine using Ashidi templates for personal home use, which the Combine believe to be a violation of Ashidi intellectual property and essentially soft industrial espionage. Additionally, the Combine allege that the Fiiral have allowed distribution centers and stores to unfairly discriminate against Ashidi producers, by failing to enact legislation banning the practice of putting Fiiral-made wine within easier reach than Ashidi and other foreign wines.

I pointed out that the Federation had voiced similar complaints, particularly when the Seyek Union made it easier to access their locally-produced beverages by selling it widely in grocery stories, while restricting foreign beverages to select distribution centers. I also noted that the Conciliation Union has been overseeing arbitration about this exact issue, along with the Qloathi and Orions. The Combine expressed displeasure at the suggestion they take it to the courts, until I noted the Seyek Union voluntarily changed their legislation to avoid the court battle at all. They were shocked that the Seyek didn't somehow corrupt the system or cheat us. I told them trust is the start to a good relationship.

They've gone home with a lot to think about, and the Conciliation Union has sent us a gift basket of refined metals for starship construction in thanks.

Captain's Log, Stardate 27305.4, USS Challorn - Captain Hazag Daz-Hara

I came down to Sar Alpha armed only with a simple wooden table, two chairs, a stopwatch, and some plainclothes security personnel mitigate the risk of being drawn and quartered. I set myself up on the steps of the government building. The rules I gave were simple. Anyone who got in line would have three minutes to sit in the chair and argue with me about my job.

Acts of vandalism and rioting immediately ceased, thousands of tellarites either joining the queue or forming a ring of spectators. For sixteen standard hours I sat in that chair and argued. By the fourth hour, one interlocutor slammed down a paper bag containing local takeout and slid it across the table, saying I was so I needed it due to my obvious physical frailty. Thereafter, every hour one someone would face me with water, and more food coinciding with common Tellarite meal times. Each was presented with a disparaging remark, of course, but I appreciated the gesture regardless.

I did this two more times on the following day. By the last, the Regional Foreman came out, said he was 'replacing this lightweight,' and took my place. I cannot say I disagree with his assessment of my performance in the many debates that took place. However, as I hypothesized, the Tellarites appreciated my willingness to be yelled at about their concerns for a cumulative 42 standard hours, and the planet has returned to its normal rhythms.

Away Team Log, Stardate 27324.8, USS Odyssey - Lieutenant Rachel Garrett

I have recovered the Captain, and the other missing colonists. I found the den of the creature, which turned out to be a cleverly-hidden scientific laboratory. For once I was able to surprise the creature, shooting it accurately with my modified phaser as it thought itself concealed. Additional sedation from my hypospray allowed me to explore unimpeded.

I found the remains of the scientist who made this place, a Qloathi named Melln Hasa. My earlier suspicion was correct -- he was attempting to create a Kicweld, with abilities that would make it an effective predator of Konen, deployed en mass to their worlds as a terror weapon. There was no elaboration in the notes as to why.

Hasa seems to have died of a heart attack, and the Faux-weld used this opportunity to break free. Interestingly, it only fed on other wildlife, and took captured sophonts back to the lab, where they were interred in modified stasis pods. According to Hasa's notes, his ultimate vision was that the pods would create more Faux-welds.

The Faux-weld has been turned over to Qloathi Exotic Life Control, and the colonists to their homes. The Qloathi have sent some resources to Starfleet in gratitude.

Captain's Log, Stardate 27350.8, USS Valiant - Captain Zesh Sh'Rannax

We have responded to a distress call from a civilian research ship in orbit of Mirva XII. The report was barely coherent, but the phrases "containment failure," "biological sample," and "infected" were all repeated often enough to get the picture across.

Not a complete picture, though. I'm setting up redundant force field barriers around both sickbay and the cargo bay, and ordering both the transporters and the phasers warmed up before we arrive. EV suits for everyone stationed near a transporter.



Captain's Log, Stardate 27353.5, USS S'Harien, Captain Demora Sulu

Exploring strange new worlds and mapping the farthest frontiers of space is my calling. But, since we've been doing it pretty much nonstop for almost a year now, I don't think anyone aboard objects terribly to being called back to represent Starfleet at a trade summit on Risa. The vulcans won't admit it, but every betazoid crew member I've asked has given me the same answer about what they're really thinking.

It won't all be relaxation under the binary suns, though. The gorn will have a representative in attendance. The Federation has made so much progress with this culture after more than half a century of silence, and yet our five year mission along the core/tailward frontier hasn't gotten us a glimpse of them yet.

Captain's Log, Stardate 27354.3, USS Valiant - Captain Zesh Sh'Rannax

The captain of the Lense has explained the situation. A biological sampling team on the surface called for emergency beamup. Immediately thereafter, the ship's transporter room went dark, and the crew were forced to seal off a large section of the ship after something began infecting additional crew members and driving them to attack their shipmates. Internal sensors also show a larger biological mass beginning to spread from the transporter room.

Unfortunately, with so many alien and humanoid biosignatures in close proximity, both on the ship and on the planet, we will not be able to determine who is infected and who is not prior to beaming. Visual confirmation will be required before they can be safely brought aboard.



Captain's Log, Stardate 27355, USS Torbriel

The starship Torbriel has arrived in the Yoriat System, where we will be investigating suspicious activity that Sector Command thinks is suggestive of a possible border incursion near the subspace comm relay orbiting the third planet of this system. Long-range sensors at Lapycorias have been tracking some sensor ghosts around here, and we've been asked to investigate more closely.

Our own long-range sensors have so far shown nothing amiss in the system. That said, if someone was tapping this relay, wouldn't they possibly already know our approach? They could be already at warp now ...

No, they wouldn't want to completely abandon the mission. They'd want to cover their tracks, then lurk somewhere nearby, in this system, wait for us to leave. Unfortunately for our grey-skinned friends, there's no gas giants to hide their presence here.

The second planet, however, has a dense atmosphere, much like Sol II. Let's take a peek beneath its blanket, shall we?



Captain's Log, Stardate 27357.1, USS Torbriel

The starship Torbriel is at maximum warp, in pursuit of a Cardassian spy ship. Unfortunately, we are falling behind, and it's not making a run for the border; it clearly is intent on slipping the noose and returning to its mission, not on escaping. Fortunately, we are not the only ship nearby.

When we dipped into Yoriat II's atmosphere, we quickly detected our quarry ... because they were powering up, about to make their escape. They must have had some sort of concealed probe in the upper reaches of the atmosphere that warned them of our approach.

Over open channels, I demanded that the ship identify itself and its reason for violating Federation space, but, predictably, got no response. Instead, it broke out of the atmosphere and went to warp ... not towards Cardassian space, but instead heading towards the Varretta Nebula, still inside our territory.

If they think they can escape us that easily, they're in for a surprise.

Captain's Log, Stardate 27358, USS Valiant - Captain Zesh Sh'Rannax

The nascent fungus-like organism aboard the Lense has been eliminated, along with all researchers and crew members who were too far gone to be treated with medical fungicides.

I was surprised when the team dispatched to the planet reported that this was now a diplomatic situation. The central fungal mass that the researchers had been sampling has revealed itself to be intelligent. Its initial infection of the researchers, according to the entity, was an attempt at communication, and it had lost control of its new appendages when the infected were beamed away.

The entity has expressed sorrow on behalf of the people it accidentally killed, and assisted us in purging its infection from the surviving patients. No more death will be needed today.

The planet will need to be marked as a no-go, as these fungal superorganisms are a pre-warp society and thus protected by the Prime Directive. I will leave it to other minds to speculate whether they will one day develop warp travel.

We've received a distress call from what I can only infer is an unlicensed Tauni research facility, as it does not appear in any of the registries. They report that an explosion of undetermined cause has triggered a cave-in and crippled their transporter, and many of their personnel are trapped in the lower levels of the facility with rapidly depleting air and food supplies. We'll need to get there fast.

Before beaming anyone or anything down or up, though, I'm going to have to make the administrator answer a few questions about this station. The KLC has used fake distress calls once too often.

Captain's Log, Stardate 27359.8, USS Sojourner - Captain Jeanette Devereaux

We are escorting the Cardassian ship Preket back across the border, with her logs wiped and her hull studded with microtransponders that will require berth time to remove. She'll be easy to spot the next time she tries another incursion.

Preket didn't make things easy for us, to be sure. But with Torbriel's help, we quickly swept the Varretta Nebula, found our quarry, and when we popped up 500 meters off her bow, weapons hot, there was little Preket could do. Couldn't outfight us, couldn't possibly outrun an Excelsior. She could self-destruct, or she could submit, and the Cardassian captain's sense of self-preservation won out today.

Pathfinder has received a distress call from a deep space viral research lab in Betazed space.

Our logs indicate that they were investigating the Psilosynine boosting effects of the Terran Flu as discovered on New Thalzed.

I am using our time before arrival to brief my potential away teams with Lightning's logs.

Captain's Log, Stardate 27361.4, USS S'Harien, Captain Demora Sulu

Risa is different from when I last visited. Everyone is moving so much faster, what with their world becoming a major regional trade hub. I know I'm not the only one worried about something being lost.

On a brighter note, the leader of the Gorn delegation was none other than Lord Ashtarr, whose acquaintance I am honored to have made. He told me, after two and a half pints of the local flavor, that court politics have seen him aligned with the owner of the richest vendarite mining colony in the Hegemony, and that he's promised to find better customers for him in the Federation.

He's only pretending to be loose lipped, of course. I've done my homework, and it takes much more than that to get a gorn tipsy. I think he just wanted me to feel like I had privileged information.



Captain's Log, Stardate 27362.3, USS Sarek - Captain Samyr Kanil

Unfortunately, the facility's administrator was among those trapped in the cave-in, and the exotic minerals they say they're here to study seem to be blocking both communications and transporters. I offered to try a T'Lorel-Gamma pattern phaser strike to create an egress shaft, but the tauni warned against it, as they're afraid phasers might trigger another explosion.

I countered that the thermal residue of the blast suggests a fusion reactor meltdown, which means it almost certainly was caused by their own equipment failure rather than something down in the crust, but they still adamantly refused. Instead, they're proposing I send down a well equipped excavation team.



Captain's Log, Stardate 27362.7, USS Pathfinder, Captain Nora Chandrasekhar

Upon arrival, Pathfinder found the station deserted, but it was an easily solved issue.

It seems that due to disorientation from a Psilosynine boost the station's containment failed and the entire staff were infected.

However, the director, Helzana Crai, showing an impressive amount of sense, was able to direct the staff to abandon the station alone or in pairs while in the opening stages of infection. The stellar distances achieved by the escape pods and shuttles were able to counter the psychotic effects of telepathic linking, though it did have the unanticipated side effect of causing catatonia in most of the Staff.

Thanks to this quick thinking sensibility, Pathfinder has been able to recover and cure the entire staff without casualty.

Captain's Log, Stardate 27362.9, USS Sarek - Captain Samyr Kanil

It's not often that I have trouble getting my thoughts in order, but.

We did a little more indepth scanning of the local mineralogy, and found multiple commonalities with the upper crust of equatorial Celos. I'm no Commodore Straak, but he used that trick enough times during the Syndicate Campaign that even mortals like us have enough documentation to pull it off now.

So, we found the needed reflective crystalline masses, engaged the transporters to bring the trapped tauni up to the surface, and the entire facility exploded in a matter-antimatter reaction. As if someone set off a photon torpedo right in its heart.

I'm having the science and engineering teams wrack their brains for any way our transport could have possibly caused this. In the meantime, I've had a course laid in for Kelowna.

Captain's Log, Stardate 27364.8, USS S'Harien, Captain Demora Sulu

Ashtarr's ship will need to remain here at Risa to enable his shipmates to access the samples and computer data they've brought, but the man himself has been invited to see the waystations back rimward. With Starfleet's approval, the S'Harien will be making the rounds.

I tried the pickling technique Ashtarr told me about the other day, using a string of Risan sunfish and a couple of little molit bulbs. If I do a good enough job, he says he might consider letting me repeat the process on some red meat from his personal supply. I hope so. We know so little about gorn culinary history, and this could be a turning point in their familiarity to the Federation.

Lieutenant T'Virid invited me for a four day hike across the Great Highland Desert once we're back on Risa and the summit is over with. Considering it. Something about the way she's asking makes me wonder if she has a crush on me, but I don't think vulcans work that way. Well, there's time before then.



"Captain! Two signatures, dropping out of warp." Tisana Bessle tapped at her controls, "Matching Gorn 'Frigate' configuration and unknown new type."

"They're hailing us!" Lieutenant Peh reported, "I bet they're calling to invite us to a--"

"Their weapons appear to be armed." Bessle reported. Peh's attitude was always upbeat, but even she seemed to deflate a little at this report.

"What could these idiots possibly want that they're waving guns around?" Huffed Makpol, "Put them on-screen."

The face of a glowering Gorn towered over the bridge, "I am Captain Cresthor of Vessanah. It is a pleassure to finally cross wits with the inesstimable Captain Sulu."

"I'm not--"

"Captain Sulu!"

"I'm NOT--"

"Do not interrupt me, Captain! I am afraid that your passenger, one Ashtarr, is a man now--"

"LISTEN TO ME FOR ONE SECOND--"

"--WANTED BY THE QUEEN OF THE WAR--"

"I'M A TELLARITE AS--"

"--AND YOU WILL TURN HIM OVER AT ONCE OR FACE SSSSSSSSSSSEVERE CONSSSSSSEQUENCES!" The Gorn screeched the last part, causing Bessle to scowl. Peh had already put earplugs in. "POWER DOWN YOUR SHIP AT ONCE!"

Makpol took a deep breath, "Listen here, because I am only going to say this once. I am not Demora Sulu. She -- she -- looks nothing like me. And I sure as hell don't have Ashtarr on this ship! Now take your little ships and run on home, and I'll just forget to report this to Starfleet Command."

The Gorn narrowed his eyes, "Deception is one of your known tactics. There can be no deal with someone so untrusstworthy. Goodbye, Captain Sulu."

"Oh for--"

"Channel closed!" Peh reported brightly.

Bessle's eyes were drinking in telemetry, "Enemy moving into attack position! We're being targeted."

"Red alert!" Makpol barked, "Evasive pattern Buzz-Off-Delta. Don't fire until they've shot at us. Peh, contact Starfleet Command. Everyone else, hold on tight! We're engaging!"



Captain's Log, Stardate 27369, USS Sarek - Captain Samyr Kanil

I've talked to the Tauni government, military, and SGC representatives, and no one knows anything about there ever having been a research colony on that planet. No one knows about any private interests that could have had the means or motive to build it without telling anyone.

People died in that explosion, but somehow I get the feeling that the alternative might have been worse.

Captain's Log, Stardate 27369.5, USS Dryad - Captain Enrique Martinez

Word is in about an Ashidi "decoy station" that just went dark. The ashidi seed these devices all over space in between their actual outposts and colonies, relaying garbled versions of any subspace transmissions they intercept, in hopes of drawing potential attackers to one of the fakes and giving warning. I'd be more glad for this diversion from the monotony of mapping navigational hazards if it didn't come in a disruptor-wrapped package. Tactical situation is complete garbage. All things equal, I'd put even odds between us and the new ship. It's got equal firepower to Opportunity, but outclasses us in shield and hull strength. But throw the other overfed 'Frigate' onto the mix and it's just an elaborate suicide to try and take them in a fair fight. Peh assures me they don't throw as great of parties, so that's a ray of sunshine.

Only option is to duck fire. We've been playing a game of bird-and-leaper in some nearby star systems for three days, hoping to catch a break or for someone to bail us out.

Go back and delete that last part. We're not going to catch a break. I'm going to break them.

Three days out past Federation borders to the furthest potential waystation site, and heading back now. Ashtarr had some concerns about Lecarre raiders, but when I told him about Starfleet's planned countermeasures he seemed satisfied.

The decoy has been destroyed, and its components are being...processed...by a spaceborne mechanical construct of unknown design. Analysis indicates that the device is using the remains of the ashidi transmitter, along with some other scavenged materials from the nearby system, to build a near-perfect replica of itself. We've also detected shields and disruptors mounted on the construct. Some very powerful ones, if scans can be trusted.

When we attempted to communicate with the device, it raised its shields, powered up its disruptors, and accelerated the pace of its reproduction attempt. There will be two of them in less than thirty-six hours.

The plan is, we are going to take a place out of the Racist Orion Slaver playbook to try and draw the Gator -- that's what I'm calling the Vessanah -- away from the other Frigate in a high-speed maneuver, that the smaller ship can't keep up with. Then, we lose the Gator in a baby star system chock full of gas and debris, and then double back in the direction of the Frigate. Either they catch us and we have to disable them, or make like our dead Empress and blast by them at high warp.

Nothing too difficult. Just have to survive a dead sprint into an area of space with: unpredictable gravitation, high-energy interactions, and large amounts of roaming rock. While being chased by a tougher copy of my ship.

Well, if we all die, our atoms will be part of the new solar system, so in a way, that's its own reward.

Problem solved. Disguising a pair of photon torpedoes as inert space debris was difficult, but recent advances in sensor-spoofing technology allowed us to hide the active warheads from the constructs' detection. Once they had each pulled a torpedo into their shield bubbles for harvesting, we transmitted the remote detonation sequence.

Unfortunately, the units seem to have been equipped with a powerful self-destruct system of their own, which left nothing for us to study after the torpedoes disabled them. Nonetheless, the ashidi are grateful, and will be on the lookout for any more of these berserker probes along their frontier.

The warp coils blew just inside the system. Thankfully we've got a lot of cover, but the plan is not looking good. The Gator is hunting us, and it's only a matter of time until they find us. And we'll be at a disadvantage without the option of warp. Everyone on the ship is tired and, even if they don't want to admit it, scared. We've been at this for a week.

I miss the days you could go down and kick the warp coils yourself.

It might be egotistical to think the pickled rodent steak I spitroasted as a contribution to the final dinner event was a contributing factor to how big a cut the Federation government will be getting out of the vendarite trade. Ashtarr is the kind of person who would have winked at me from the podium either way.

The crew is better rested and considerably tanner than before we arrived, and the summit has come and gone without complication. A week hence, we return to our mission of mapping and exploration far toward the rim.

T'Virid ended up forgetting about the hike. She met some Risan statistician, and the two of them are supposed to be back from their sailing trip the day before S'Harien departs. Ashtarr and his crewmates are already on their way home. Should I do the hike myself with Commander Jepson and a couple others, or try pickling more things? Could I do both? Decisions.

Warp's back, but the Gator's torpedo burst broadsides are blasting the hell out of us. We've been skirmishing for the better part of three days, and just when we think we lost him that drooler somehow manages to catch us. The hull's taking a beating, shields are critical, and our torpedo reserves are almost depleted.

Surrender is an option. I don't want to consider it. We don't know much about how Gorn treat prisoners, but if the rumors are true, it's bad.

But those are rumors, and my crew faces death. I'd be an asshole if I didn't consider it.

Captain's Log, Stardate 27379, USS Opportunity - Captain Huth fop Makpol

I thought if the other Frigate showed up, we would be toast. But then I realized -- if both Frigates are here, then they don't have anyone ready to intercept me if I made a run for it.

So, I put the science team to work, and had the Frigate tracked on probes as it was coming in. Throw a decoy to the opposite side of the system to lure off the Gator, and then we sprung at that Frigate and gave it a smacking. But, your man Makpol had another card up his sleeve. First, we blinded the frigate on specific quarters. A few blasts from the deflector, and they suddenly look like us and we look like them on long-range sensors. Throw another decoy to lure the Gator into the soup that is the solar system while hiding in her blind spot, and then high-tail it when it takes the bait.

Just like we hoped, the Frigate went back into the nursery and the Gator jumped it, thinking it was us. I probably shouldn't have taken as much joy from the distinct signature of weapons fire, but I did.

By the time they sorted it out, we had too big of a lead. I'm thinking Risa for my next stop. I need to catch up with my identical twin, Demora.

Selaya is orbiting Ergot, a Caldonian colony near the edge of the Klingon Neutral Zone. We are responding to reports that a new a mining installation has gone silent, and the colony is afraid to investigate because they are afraid monsters might roam the grounds.

Apparently these science-minded people continue to hold superstitions about monsters. I don't believe them, but it'd be prudent to at least look into the matter, so I'm sending down an away team.

A UE-flagged passenger liner, SS Stellar Vista, has become trapped within the plasma storms that make up the Great Plume of Agosaria.

While the Vista's shields are currently holding, the surrounding space is highly volatile, and an unlucky strike could set of an antimatter cascade on Stellar Vista, or Lightning herself.

I am currently leveraging the computing resources at my disposal to plot a least-risk course through to the trapped liner.

R-Alpha-33-M-3 is a boring, yet fortunately temporary, name for a planet that of this level of stunningly gorgeous vistas.

After the last week of careful exploration the planetside away teams have officially declared this planet fit for inhabitation, and I am excited to be declaring a period of rest and recreation planetside in celebration.

Lightning has successfully recovered the Stellar Vista from within the Great Plume. While the shields of both ships were strained by the effort we have recovered the civilians without anything other than mild shield emitter strain.

Her captain informs me that Vista suffered a strike from the plasma storm that triggered an RCS malfunction that drove his vessel into the heart of the storm. The captain, and the passengers aboard, have fallen over themselves praising Starfleet for our quick reaction, especially considering that they hadn't had time to send out a distress signal.

Our attention now turns to this undocumented warning beacon.

With Excalibur safely delivered into the hands of shipyard operations, Courageous can once again explore the undiscovered bits of our own galaxy again.

After a brief stop over on Bolarus to deliver additional diplomatic personnel we are off again and are conducting a survey of the coreward frontier of the Romulan Star Empire! No Starfleet ship has been out this way before, it is very exciting!

We are receiving an unusual distress call. The Honiani cargo ship Doctrine of Charity, en route to Vail, has reported that they've been literally pulled out of warp by an unknown entity, who is holding them there until they 'explain themselves'.

Doctrine of Charity is hauling pergium, not philosophers, so it's not surprising that they haven't been able to give an answer that will satisfy the entity.

Technically, we're not philosophers ourselves. But we're Starfleet officers, and that'll have to do.

Maybe the captain shouldn't have been so quick to dismiss monsters. But hey, what do I know?

The people at the facility have become… I know this is probably not the most sensitive term, but feral. The few still living on the surface have regressed in tool use and communication ability, attacking our team with teeth and nails. We look for the tall guys in the mines but they attack us. Then strange guys with pale skin and funny heads attack us. Gun don't work on them.

They're not monsters, they're Klingons. Klingons infested with a unique parasite, that they have now infected the Caldonians and my security team with. It is a remarkably persistent infection as well, those infected constantly shedding larval forms that will seek out any method of entry to the bloodstream -- accidental ingestion, cuts, or taking the time to bore through the skin or protective material. It then reduces the intelligence of the subject while increasing the aggression and turning the host into a breeding ground for the parasite. Based on genetic sequencing, we suspect this parasite is a bioweapon developed by the old Orion empire, and these Klingons are a descendant group of some infected populace that now lives underground here.

We will do our best to help these people by administering anti-parasitic medication. With considerable caution.

The orbit of this planet is actually littered with the metallic remains of an active warp-capable space industry, long since gone fallow. Most of it is deactivated, except for one satellite that is giving off the odd energy readings. It's sparking due to equipment failure.

Analysis shows it's some sort of projector, and we can't find any dangerous substances, so I've made the decision to repair the device to determine what its purpose is. Hopefully we'll learn something and this isn't some sort of prank where we turn it on and an alien makes a mean face at us over an entire continent. I only want that to happen to me once.

We're investigating a report of unidentified warp signatures in the Teutida system. Teutida III is strongly suspected to have some sort of intelligent species, but they've always been believed to be prewarp.

Technically, I suppose the people of Teutida III perhaps haven't yet themselves traveled at warp; the probe we tracked to and from Teutida III was uncrewed. But clearly, they have warp technology. With Honiani colonies just over 6 light years away, they're bound to make contact sooner or later - assuming they don't start picking up on subspace message traffic.

We repaired some damaged relays and did some repair work to the onboard fusion reactor, but nothing happened. Oh well.

Wait. What if nothing appeared to happen because it was projecting where we couldn't see? Or because it couldn't find what it wanted to project onto? Helm, turn us back around!

It was as I suspected. The Satellite had a geosynchronous orbit, after all. It was aiming at something.

We went to directly underneath its projector aperture and started surveying. And digging. Lots of digging. I think I nearly had a heart attack when I used a tractor beam to remove some soil and a hand suddenly reached out of the ground towards me. Then it went back into the ground, then it came out with an alien vegetable.

Further digging revealed an alien I've never seen before, standing at her stall, selling her goods to passer-by. More digging after that revealed a person next to her, and then people walking along the streets, and then eventually, the ruins of a city. We excavated until we were fairly certain the projector wasn't missing anything more.

Among these ancient foundations, scenes of modern life play out among holographic ghosts. Walk through the streets and you feel surrounded by people going about their business, naturalistically avoiding you while sticking to a set routine. If you bump into them you'll realize they're just light, but they make it hard for you to do that. Buildings are filled with portraits of everyday life. My favorite is the alien who takes a nap after sending her children off, and then wakes up to make them lunch in the afternoon.

I'm not sure what the purpose of this was. A memorial to the past? A snapshot made in someone's present? Maybe a fantasy roleplay realm for seriously dedicated LARPers?

Further study will be needed. But until then, we've gained a fascinating glimpse into a society, and got to see some very interesting technology in action.

We've been subjected to an educational presentation by the entity regarding table manners. Or at least, I think that's what we saw. Most of my recollections are a haze in a swirling darkness, and when they become clear at the conclusion of the presentation, members of my crew were rolling on the ground, clutching their heads.

The entity has still refused to let us go, and makes us 'play' with our 'sibling' in the belief it will help socialize us.

Something is wrong here.

On my recommendation, Captain Iekn had me beam down here, to the largest concentration of life-forms on the planet. But what we've seen in the last few hours ... it's frankly horrifying. This may be a warp capable civilization, but they've had none of the social evolution that should accompany that.

The natives - furred bipeds - live in overcrowded squalor. They are fed slop from automated troughs; their existence is fenced in. There are no signs of any sort of civilization, apart from those automated troughs. … is this some sort of automated slave processing colony?

The worst of it is, they seem to have been reduced to a prelingual state. We've heard nothing but untranslatable grunting.

There must be someone who created this - this horrorshow. Someone who built the facilities here, the feeding troughs and the signs of mass killings we've found. But I don't know that I much want to meet them.

Lightning has recovered the beacon from the Agosoria system.

It appears to be from the time of the original survey, but is from the NX-class USS Columbia, instead of the recorded survey ship: Archer's USS Enterprise.

The beacon appears to be both a memorial and a warning left by the Columbia. It was programmed to inform any passing vessels that spontaneous plasma strike from the Agosoria system's Great Plume is capable of setting off an antimatter cascade that can destroy a warp powered vessel, as had happened to their comrades on the USS Enterprise.

As our records show that nothing of this sort occured, we widened the scope of our investigation; but we were unable to discover anything about the origins of the beacon or the counterfactual message it contained.

Courageous has responded to a distress call from a stranded Bolian freighter!

The Vitality's captain says that they were narrowly able to escape a Bolian mining facility that was attacked by the Romulans!

The facility was apparently conquered by the Romulans as the first steps in a plot to annex the Bolians to bolster the flagging Romulan war effort.

I told the Vitality's captain that I would be taking the Courageous to investigate the area. I have invited the Vitality's captain to send someone aboard to act as a witness but he declined saying that he needed everyone aboard his ship to repair the damage.

I can't believe the Romulans could have done such a thing! I have to figure out this misunderstanding.

Nothing like a pair of fresh eyes on a mystery, so I beamed down. As Lieutenant Commander Chen noted, these bipedal creatures aren't the smartest life on the planet.

It's the people living in the water that are. Early on into our expedition, I noticed several squid-like creatures watching us from the water. I don't know how I knew but they seemed… perplexed. An odd expression on any animal, to be sure. So I approached them, and they of course ran back into the water. So I sat there and waited for them, a nice break from the mud.

One of them slowly swam up to the shoreline, looked back at its compatriot, and then slithered forward some more. I took the time to get some scans.

It took the time to suddenly wrap a grasper around my ankle. We both jumped back about a meter, me into the mud, it into the water with a splash.

Then it scanned me with its version of a tricorder.

My planetary survey team have received a stern talking to after last night's debacle.

While I have accepted their explanation that the combination of pollen-like particles with the particles of smoke from plants to create a unique hallucinogen is a one in a trillion event, I have instructed them to be more careful in the future. Next time the surprise might not cause a Hallucinogenic response in Amarki, but a terminally mortal response.

I've been invited, equipped with a rebreather, to their underwater city. It's largely built into a cave system shot through with rectilium crystals, masking their lifesigns.

The strangest thing about this place is how eerily silent everyone is. No one has spoken a word to me, they've just gestured, and it's hard to read their body language. It makes me nervous. It makes me feel like I've lost my empathy again.

I am going to test a theory we discussed all the way back in first-year Theoretical Xenobiology. Namely, that certain entities are of such an intelligent scale, they could be unaware a collective group working together, say ants, or a whole starship crew, or even our entire civilization, is not, in fact, a singular intelligence on par with their own. Encounters with various entities by the Explorer Corps in the intervening centuries since that theory was proposed have generally disproved it, but I believe that may be what we are dealing with here.

So I'm going to EVA and try to communicate directly. If it sees me as a singular entity with its own tiny form, and not some cell in the brain of the Cheron, or a smaller beast like a shuttlecraft, it may realize we are not equivalent to its children.

They're touch-telepaths! No wonder they weren't talking; they don't talk, period. No verbal communication, whatsoever; they don't exactly need it. They have some forms of electronic message-transfer using picto-color symbols, but a group conversation consists of everyone linking arms - well, tentacles - and sending thoughts back and forth. It was… nice. That's selling it short, it was overwhelming. It was like being back on Betazed, before… before Gabriel.

That's getting a little personal in this log! Anyways, they're a peaceful species, and a little less fresh to warp than we thought. They're more in the NX-era, it's just they naturally attempt to hide from predators and have been keeping low-key. And those creatures on the surface were actually their decidedly non-sapient livestock, which form an important part of their diet on this colony. They were very confused by us, as you might be if a space-cow beamed down into your cattle and started grunting and waving weird cow-wands around.

All in all, a very pleasant first contact. The planet itself, not so nice, but I think I'll come back if I get a chance.

I'm not sure I truly comprehended everything I saw out there. And the Doctor says that, barring further medical advances, I am now more likely to develop certain forms of brain disorders as I age, including Irumodic Syndrome. However, I convinced the entity we were not children, and that keeping us was unethical.

The entity was very apologetic. Or I… think she was. She communicated that she was trying to prove to an estranged partner of hers that she would be a good mother to the children he hoped to have. Apparently they have been split on this issue for quite some time, which I am not sure how to translate into standard timeframes.

In any case, all ships are freed, and the entity has promised she won't do something like this again.

It seems that the Romulans were not behind the attack on a Bolian mining colony!

It seemed to me that it would be odd that the Romulans would be sending so many ships corewards to attack Bolian holdings while they are narrowly holding the collapse of their Empire at Klingon hands.

Add to that, that the co-ordinates given to us by Vitality's skipper were behind the armistice line the Romulans negotiated with Earth almost two centuries ago! I can't imagine the famously territorial Romulans allowing the Bolians to set up a mining colony within their borders.

That the Bolian's ship is now meeting with a Breen vessel only confirms my suspicions.

The disease is contained. While my recently infected crew was able to be saved, there is nothing that Dr. Savea or I can do for the Klingons and Caldonians. They have simply been under the influence of the parasite too long, and administering medication causes the parasites to rapidly break down into toxins that exacerbate the long-term brain damage they've caused.

Against my Tactical Officer's better judgement I took Courageous out of hiding and openly approached the Breen and Bolian ships.

The Breen ship attempted to destroy the Vitality, but I interposed Courageous between the two and locked weapons before politely asking the Breen to please stop. While the Breen did not respond to our message, the Breen ship did disengage without more fighting!

I talked again with Vitality's captain and he came clean: the Breen ship had attacked his vessel and forced them, on pain of destruction, to tell us lies about the Romulans.

Well, the first sign that something was amiss was when my outgoing comm signal went dead. Oh, sure, that could have been subspace interference ... except I know the Proud Ariwa's route. I've done the Borandt-Yrillia run dozens of times. Where we were, subspace has always been clean.

A communications disruption, here, then, could mean only one thing: hijacking. They'd have a plan for dealing with the crew. Probably would have traitors among the crew, in fact. But they wouldn't be expecting me.

Not that I expected to somehow liberate the ship myself. But I could help draw the attention of those who could. With some clever engineering, I was able to get the Proud Ariwa to emit unmintium from its bussard collectors, coating one of their ships. When they captured me I posed as a deck worker.

Our tracking of the pirate vessels is being assisted by what appears to be one of the passengers. A Corsair in the enemy fleet has been irradiated with particles that interact with its ion wake to produce a more trackable, longer-lasting signature.

While The Book advises that lowering shields in a first contact situation can be a great way of showing that you have no ill intentions, it appears that there are peoples that will take advantage of our friendliness.

Moments after we dropped our shields the other ship began transporting over armed boarding parties in rather impressive armour.

My people aren't slow, however, and we were able to react fast enough from general quarters that the boarders were driven off with little difficulty.

Our mysterious attacker has now taken off at a blisteringly fast pace and disappeared into a nebula, and I'm not in a mood to pursue someone who has ambushed us once already..

Although, as the boarding teams seemed to be entirely armed with non-lethal weapons, I am forced to wonder exactly what happened. Hopefully I'll have the chance to learn that some day.

Long day. After they realized they couldn't shake us, they decided to stand and fight. Unfortunately for them, at some point the prisoners used the distraction of the battle to stage an escape and seize a Corsair; turning it on the enemy's flank. They collapsed soon after.

So, in the end, good day.. Rescuing innocents, bringing pirates to justice, that sort of thing...

I still can't drink coffee, though. So.

This is a new one. My staff intel officer is telling me they have good news, and they have bad news, and all of it is no news.

The first bit of no news is the lack of further attempts at infiltration after the Goshawnar raids of recent months. The second bit of no news is the lack of intelligence intercepts. The cryptographic basis of Ashalla Pact communications has changed abruptly, and we are yet to break it. This has corresponded to a doubling of communications traffic. This has also led to a doubling in my intelligence officers telling me they're not nervous, I'm nervous, while sweating.

This is my last quarter in command of some of the finest officers that I have ever had the pleasure of serving with. We've followed up every discovered tail, and unearthed every Imperial stone. Undoubtedly other twelfth century Orion sites exist, but that's a matter for Archaeologists now. After the past few months all that's left is the paperwork and we're free from the fear of the Orion Empire crawling out of the dustbin of history.

Captain th'Risroth and Yukikaze investigated a lead that led them to a remote area of Indorian space. After defeating a sophisticated camouflage system, Yukikaze was able to take intact what was perhaps the largest of Hayant's shipyards with two 400kt yards and a 3.1mt yard. While the yards have suffered some degradation in the last millennium or so, the Indorians have expressed interest in taking ownership of the yards, and the Orion Union has agreed to drop their own ownership claim as a gesture of goodwill. The Indorian Corps of Engineers have estimated that it will take about a year to make the yards operational.

T'Mir and Captain Connors also found intactish yards, though these three 400kt yards were located in a minor system at the Seyek end of the Themis corridor.Unfortunately, while the frames are intact, most of the more exotic components have degraded after almost a millenia longer of disuse than anticipated, and the cost to repair a shipyard trillions and trillions of lightyears away from the nearest living being is excessive by anyone's measure. I suspect the entire yard will be scrapped and the proceeds turned over to the STO's naval budget.

Finally, Captain Volanen and Docana tracked down our last lead to a system on the border of the Andorian and Vulcan sectors. It seems that this particular shipyard complex is actually known to us. Was known to us. It was the site of one of the first flashpoints of the Vulcan-Andorian cold war in the 1950s. Shortly after Andorian archaeological teams uncovered an intact alien facility of military potential the airless planetoid the facility was built into suffered a critical existence failure at the hands of what Vulcan records show to have been a High Command black operations team. How far we've come.

And with that I sign off as Task Force Aqua's Commanding officer as all of our mission parameters are now satisfied.

Commander's Log, Task Force Jade, Commodore Min-Jee Lee

I am pleased to announce that we have allayed Tauni concerns over Starfleet's ability to respond to threats in a timely and effective manner.

While our work with the Tauni, and the Space Gate Command especially, has been ongoing, in the last month we conducted a major all hands on deck fleet exercise with the majority of the Tauni Fleet in and around Kelowna.

Captain Zhang and I coordinated with the Tauni Admiralty to plan the exercise, which was carried out in three phases:

First, Task Force Jade ran a defence of Kelowna, with the Tauni fleet acting as the aggressor and Jade acting as the defenders. This phase of the exercise was planned with the intention of allowing the Tauni fleet to take out their frustrations on Jade. They were instructed to hold nothing back and test our fleet to the fullest.

While Jade was able to hold the system, it was by the skin of our teeth with special recognition going out to Captain Norian and the officers and crew of OUS Burdina who single handedly "sank" one of the Tauni-operated Egillah-class battleships. The Union Navy should be proud of their spacers' skill.

Second, we ran a series of mixed engagements, with our Orion comrades collaborating with the Tauni fleet to locate and "disable" Spirit before she could complete a survey of three Tauni systems secretly selected beforehand.

While Captain Zhang and her talented crew were able to complete their mission, the exercise highlighted a number of learning moments for the Tauni fleet, especially in the area of coordination with the Orion ships. I have already worked with the SGC to draw up a training program that would see those issues attended to.

Third, the Tauni fleet acted to defend Kelowna from an OpFor made up of the Orion element of Task Force Jade and in which the Tauni fleet was able to turn back Jade's "attack" -though not without simulated casualties.

While the military lessons the Tauni fleet were able to draw from the exercises are valuable, the real gains are in Tauni recognition of Federation skill and the friendships forged between the three vessels of the Tauni navy and the four vessels of Task Force Jade as the exercises unfolded.

While the end of the exercises has heralded the end of Jade's time with the Tauni, I like to think that the relationships forged between the Federation and the Tauni during our visit will prove to unbreakable bonds of friendship that will outlive and overshadow the current difficulties.

Board of Inquiry into the loss of the USS Kumari (NCC-2005) in Action at Exar Draconis system
The loss with all hands of the USS Kumari was duly investigated by the Starfleet Tactical Command's Battle Review Division, which impanelled a Board of Inquiry under Captain Mei-Li into its loss alongside the offices of the Starfleet Judge Advocate General. After a thorough review of the sensor logs of other ships in action, reviews of bridge telemetry, and a tactical analysis, the Board of Inquiry has found Captain Rebecca St-James and her senior staff performed their duty to the highest standards, and the USS Kumari was a casualty of main force.
 
2320.Q4 - A Meeting with President Okaar
Jime Okaar's office is the same general shape and size as Arsharra N'Gir's. Because it is the same office, of course. Wood paneling on the walls, a good view of Paris. Unlike the relatively antiseptic office of her predecessor, which you suspected was intended to be imposing, Okaar has elected to put more of her personality into the office. Here hang pictures of her doing an orbital skydive; here hangs artwork scrawled crudely but enthusiastically by one of her children. A picture of her graduating class from the Rixx Scrutineers' Academy, and more photos of her family on the desk. Duty and family in one complete package. You heard that the President liked to create her own clothing as well, but you see no sign of the rumored sewing machine brought into the office. You consider it might be concealed under a desk.

Okaar smiles with a vaguely apologetic air when you walk in, which instantly sets you on guard.

"Admiral Sulu," she says. "A shame we only had a year together, I barely had a chance to get to know a living legend."

"I am sure the telepathy can help with that, Madam President." You say, "I'm afraid I'm old news at this point anyways. Better to know a new face."

"Perhaps so. I think there is an exciting new chapter ahead of the Federation and Starfleet, and your successor and I will help set the tone. N'Gir was an industrialist, and so she primarily saw your role as a defense organization that she assumed would run quietly in the background. Hence why she was so annoyed when some publicity-grabbing disaster finally landed at her doorstep. I hope to cultivate a much closer working relation." Her apologetic air only deepens, "Which is why, unfortunately, I had to block your elevation of the role of Starfleet Tactical to an Admiral billet."

You wait a second before responding, "And the reason behind your decision..?"

"Starfleet serves many roles, and it's thanks to your hard work in promoting diplomacy and scientific advancement that the Federation has grown so impressively and become a true beacon for liberty in the stars. This seems at odds with your proposal to set the most combat-focused component of Starfleet on the same level of seniority as the commander of Starfleet. Frankly, we are trying to shield you from significant concerns from the public about Starfleet's aggressive approach to many issues. First there was the sudden escalation in the Gabriel Border Zone, in which your former command was lost. Then there was Exar Draconis, where Saavik -- after having served in Tactical -- rejected a diplomatic offer in favor of a violent resolution. Maybe it was a just call, but it has the potential to undermine our reputation as diplomatic peacemakers as news of the event spreads. There are concerns from multiple parties that elevating Tactical means signalling force will have an outsized influence in steering Starfleet Command."

You keep your tone light, "Let me reassure you that Starfleet Command takes the viewpoint of all departments into account before making a decision, and I will say as such in front of the Council."

Okaar smiles placidly, but the fencer in you detects an edge to it, "Of course. But you also ran Starfleet Tactical, Admiral."

You frown in spite of yourself.

"I can tell that upset you, and I'm sorry for that," Okaar says, putting her hands up disarmingly, "I am not here accuse you of doing a bad job. You're served capably. But after so many years of bloodshed, we think it's time to take a different tack.

"Now, that's the political rationale for everything! More importantly: Tactical is not large enough nor should be important enough to merit an Admiral position. An independent review spearheaded by Langa Mbeki found that even at the level of a vice-admiralty the department struggled to fill out positions, and most of them are either in Starfleet Security or the new Strategic Operations and Analysis department.

"Meanwhile, Starfleet has had issues finding the hulls to meet the dizzying commitments it is expected to keep, the majority of them not defense-related. As the Tellarites have told all of us at length, the best way to respond to those missions is to have the most capable ships on hand. That's why I would suggest that maybe your focus should be on meeting the growing number of personnel in Shipyard Operations and the Design Bureau.

"I -- and the council -- believe in Starfleet's mission. Obviously a promotion is what you desire, but it cannot be Tactical. My staff and I have already laid the groundwork for a different promotion. So which will it be?"

A pair of teacups sit full and cold on your desk, both bearing a hint of whisky. By contrast an empty teacup sits beside the pile of data chits and padds. To everything in a navy, though it ply stars, seas, or viewscapes unimagined, there is a corresponding piece of paperwork. Retirement is no different.

You wish Jim and Scotty were here to see this.

There are so many others you would also like to share it with; those already retired, those flung across the lightyears of a Federation far greater than the one they knew as children, and those who left empty chairs at the table of friends. But mostly you wished Jim and Scotty were here.

You'd like to think they'd be proud of their dear friend. Those heady, magic days still call to you, after all. You've grown and matured and gone on to ever more responsibility. A daughter raised and now a Captain in her own right, amassing achievements to rival your own. A ship commanded, a fleet commanded, a command directed, and at the end, Starfleet itself with your steady hand on the tiller. But some part of you is forever young d'Artagnan on the bridge of the Enterprise.

Age is not so cruel as to take that from you.

It is well, you think, that this job is so hard, lest you grow too fond of it. Like Admiral Sousa did before you, you marvel at the longevity of the Iron Lady, Admiral Kahurangi. Stepping onto the bridge of your own starship, seeing your daughter graduate, watching the new Gaeni Councillors step foot into Paris. You may have helped direct a grand offensive against the Ashalla Pact, and against Empress Hayant, but the moments that bring out the tears of pride involve no bloodshed, only growth. No destruction, only knew understanding.

No crisis like the Biophage or the Arcadian War ever beset you, and for that you were grateful. After all, it wasn't like your memoirs will be any the lesser for it. Sousa handed you a baton of promise, and you have taken her promise and rendered it into growth. The Federation was greater now than it was when you took charge. It would be easy to mistake that thought as relating to the count of citizens, the raw square parsecs of claimed space, the tonnage of the fleet. An easy but terrible mistake - those are the yardsticks of tyrants and autocrats. Instead you pride yourself in the breadth of culture that has joined the great diversity of the Federation. In the potential realised.

A last full measure of devotion, pressed down and shaken out. For sixty-five years you have called Starfleet your home, serving not an Emperor or a General but a higher ideal. At long last you have no more to give. Instead, you will look to accept the reward of faithful service: not riches or fame, but the love of brothers and sisters more dear than blood, and the tranquillity of golden years. You will continue in San Francisco, your ancestral home, but first you will travel, to see some of these worlds you risked it all to explore and to befriend.

One last document falls complete to the pile. For the last time you walk away from your desk at the end of a long day. Behind you the two spiked teacups sit, waiting for memories and whispers.

Ahead of you waits Uhura, Spock, Chekov, McCoy, Rand, and Leslie, faithful friends and comrades, and part of the rock on which your Admiralty was founded. You join them in the lobby of the office to the sound of congratulations, quiet but warm and heartfelt. They start to tease you with their plans for your farewell dinner, and Kahurangi and Sousa have both travelled back to San Francisco to take part. You entered Starfleet as a cadet own his own, but you will leave it surrounded by dearest friends.

And to your unnamed successor you bestow the hardest, most rewarding job in the world.

2321.Q1 - A New Beginning
You are Jime Okaar, President of the United Federation of Planets. Today, you have a particularly critical decision to make.

Admiral Hikaru Sulu is a man who has your respect. You might not have shared his priorities, and you might have disagreed with his vision for Starfleet, but his five years worth of accomplishments as Admiral, not to mention the decades of service at all levels of Starfleet preceding them, speak for themselves as to the legacy that must be followed. The Federation is even larger now than former Admiral Sousa left it, and it will need a Starfleet that can patrol and police it all while remaining vigilant over the dangers of space from both within and without and upholding the ideals of the Federation. It would almost remind you of your time as the Scrutineers' planetary manager, were the scale not so much larger as to make comparisons laughable.

On top of the practical issues, there is the unfortunate political matter of Starfleet Command's recent Human streak, thrown into stark light with the Tellarite outcry. Especially with so many new members to assure of Starfleet's egalitarianism. As such, you know that yet another Human appointee would be a step too far. Fortunately, there are no shortage of thoroughly qualified candidates of other species.

Shey ch'Tharvasse, the seasoned diplomat and negotiator, would certainly help steer Starfleet in the right direction after so many fruitless wars. Sotak, known for his efficiency, could be counted on to build the fleet fast enough to solve the garrison shortage...as could Sirvk, with his shipyard experience. T'Faer and Anyth sh'Nathriq would each, in their own ways, help integrate the many new member fleets into federal operations, producing a more harmonious Federation.
