Some considerations:
- Avoid general purpose fleets composed of only one ship class. For the Apinae sector one Connie-B and two escorts, ideally Miranda-A and a Centaur-A, would be much preferable to two Connie-Bs.
- Every fleet should have a capable flag ship, either an Excelsior or a Connstitution (currently lacking: Tellar and Vulcan).
- Ideally every fleet should have a science capable ship, an Excelsior or an Oberth, having both a Centaur-A and a Connie-B might suffice in a pinch (currently lacking: Tellar and Vulcan).
- More ships with high enlisted count to the Syndicate task force when in doubt.
- Strengthening border zones in accordance to our chosen doctrine, while CBZ and SBZ are currently more threatened the RBZ and particularly KBZ fleets are currently very weak and the KBZ even has a raised event rate.
Looking at the registry list there are three constitutions, all that finished 2312.2. Are those connie-Bs?

Yeah I noticed that, should be updated. Starfleet numbers are in but under refit and construction for member worlds needs to be done, along with the affiliates stillAn error I noted:
1. The UESPA Constitution is a recently built (launched this quarter) Constitution-B, not a Connie-A, and is therefore a cruiser rather than an Explorer. They only have 1 Explorer, their new Excelsior the Liberty.
2. The same is true of Vulcan's Constitution, and they have no Explorers.
3. The same is true of the Tellarite Connie, though Excelsior we are building for them will be ready next year.
I know the QM counts them as Explorers in his sheet; I think it was just easier than modifying the spreadsheet.
We have 2 more Connie-Bs coming online Q4 on top of that.So, we just launched 3 Connie-Bs - and our members also launched three Connie-Bs between them.

Keeping Oberths in the RBZ and KBZ makes sense, but I think the SBZ is a terrible place to put one: Fairly likely to see combat but not needed to detect cloaked ships, and we have seen many times that Starbases have far better long range sensors to pick up raiders from a distance with.I tried following your recommendations. I may still be leaving the Tailwards side of Federation space weak, but I feel most of our threats are coming from Spinward. Also, I double up on the science capable ships in the KBZ and RBZ in order to have a better chance of catching cloaked ships, even though it leaves other sectors science poor. Other posters have specifically requested that; do you think it's a mistake?

We make our neighbors nervous for good reason. The Federation is the least swarm based group to ever blot out the system primary where a fight is happening.Now of course the Federation is huge, since it's really a bunch of different species pooling their resources in a mutual economic/scientific/defense union. It has a lot more territory to defend. But the fact remains that half of the Federation's combat-ready ships could stay home and it could still roughly match the Klingon Empire.

I wouldn't be shocked if many Federation doctors and nurses didn't just straight up refuse to crew an armed "hospital" ship.Not enough time to respond to things tonight, but... Don't arm hospital ships, or even propose it. Modern day medical professionals, like me, wouldn't like it. Let alone Federation ones, who'd pass out Militarization points like candy at the thought. Use the weight and power to cram on the fastest warp drive possible so it can run away and operate them escorted and they will be fine.
My money's on Andor. That means it's well-placed to reinforce either of the Romulan or Klingon border zones if we suddenly need ALL THE COUNTER-CLOAK. Plus, Vulcan Sector has its own all-Vulcan science vessel that probably does a lot of sciencing, and Sol Sector has so many Federation ships that sheer numbers of low-science vessels can make up for deficiencies. Andor is more lightly garrisoned.Okay, where to stick it then? Non-border zone sectors that don't have either an Excelsior, an Oberth, or both a Connie-B and a Centaur-A:
