I think it's safe to call it, since the write-in is beating every other vote combined by a more than 2-1 margin

Enterprise could get as bad as bad Voyager awas the problem there even if it good scenes worked well.

Oh yeah, Enterprise had promise, especially once they started to get thier act together in the later seasons.

It's a shame they didn't get more seasons, but I completely understand the decision to let it die.

[x] [GOAL] Starfleet will have no fewer than 5 ongoing Five Year Missions by 2311.

This looks good.

IIRC they were beaten w/o fleets before.

Or import a Voyager. With Ablative Armor and their transphasic torpedos thing.
Unfortunately those techs are out of reach for at least a century.

Guten tag, everyone! Vote is closed!

Edit: okay, looks like the winner is pretty clear. I'll try to nut out the Federation Council's response shortly.

I spent a chunk of yesterday making myself a little battle app to help resolve battles, especially multi-ship battles. I'll try to write it up for people soon, though I may have to tweak the stat lines for ships to suit. Thanks go out to @open_sketchbook @Eukie and iofthebunny.

2301.Q2 - The Snakepit - Episode Epilogue
Starfleet Commander's Log, Stardate 20619.3

After a week of deliberation, the Federation Council has made their response to Starfleet's ambitions for expanding our outreach to the stars. Apparently they were very pleased to hear of our commitment to science, even if a few of the more pacifist councillors, the ones whom I believe placed the Oberth requirement on us, noted that it was interesting that our best science vessels were also our greatest warships. In any event, Starfleet will receive a resource allocation equivalent to one new Excelsior to immediately commence a replacement Excelsior, which is a great relief to the fine officers in Shipyard Operations. Further, they will start laying the groundwork for potential new shipyards, which will make it easier for us to request them.

My Chief of Staff has presented me with a few potential requests that we can make of the Council in our next budgetary meeting. I have high hopes that our explorers will provide us with some solid achievements to help win favour.

Computer, End Log

[Federation Council has approved an allocation of 230 Bulk Resources, 150 Special Resources, +2 Explorer Corps Officers, +2 Explorer Corps Enlisted, +2 Explorer Corps Technicians]

  • Request Start of Ambassador class project, receiving one-off boost of Research Points and go-ahead for some projects, 50pp
  • Request Start of Renaissance class project, receiving one-off boost of Research Points and go-ahead for some projects, 50pp
  • Request Start of Custom ship project, receiving one-off boost of Research Points and go-ahead for some projects, 75pp

Edit: To help resolve some confusion because I have badly worded this, these are the options that will become available when you next appear before the Council next time. They are here to give you advanced notice for planning, and to let you see how they have changed as a result of your goals and ambitions.

"If you wish to explore the stars, be prepared for void-krakens". It is not the same as si vis pacem, para bellum, but the galaxy is as magnificent, beautiful and exciting as it is full of terrors, and to let the best and brightest minds of the Starfleet probe the unexplored darkness without the ability to defend themselves from these terrors is criminal negligence.

I hope we also point out that Oberths are not useful for diplomatic contacts which can occur on our five year missions and are instead more suited for following up on scientific inquires found by those 5 year missions.

I have to admit, I have no real sense of what all these numbers mean yet. I need to sit down and carefully try to figure out it out from the initial rules posts.

Like, what does a starbase do? How do more shipyards work mechanically? Do they allow more ships to be built at once? What does an increase in budget actually increase? Bulk and special industrial? Something else?

Like, what does a starbase do?
For the moment, Starbases provide a nice fixed defence value for a sector, freeing up your ships to go elsewhere, since the Federation sets minimum garrisons for their sectors. I'm considering tying them to an upkeep system. I'm still waiting to see what sort of load this will put on me.

How do more shipyards work mechanically? Do they allow more ships to be built at once?
Each shipyard contains a number of berths of a given size. Each ship class has a mass noted. You can find these in the spoilered section of the Infrastructure post.

Atm, you have two shipyards:

San Francisco Fleet Yards in orbit around Earth, which has one big slipway that can produce ships up to three million tons in mass, and two smaller slipways that can produce ships of up to one million tons in mass.
There is also the Vulcan shipyard, 40 Eridani A, which has two of the smaller one-million-ton slipways.

At the moment, only San Francisco can produce the Excelsior class ships, and one at a time.

What does an increase in budget actually increase? Bulk and special industrial?
Yes, the amount of Bulk and Special resources per year that are allotted to Star Fleet increases.

FYI, my dear humans and/or Romulans, the ship stat lines on the front page have been modified to incorporate a Shield Rating. Part of my tweaking for getting my combat results where I want them. One of the events this turn is a combat event, so I'll be able to show you the thing in action once I'm comfortable with the results not being screwy.

Ooooh, I likey. A question that may get me shot, but kind of determines how I'll be thinking about future plans... @OneirosTheWriter S31. What do we know about them? What's your opinion of them as QM?
I honestly haven't felt the need to include them at this stage.

So I'm trying to do a deep look into the rules and current fleet deployment. Given that we're at peace with the Klingons but merely "quiescent" with the Romulans, it seems dumb that the Romulan border is the one where we've assigned the bare minimum defense. I assume that rebalancing fleet deployments will have to await the retirement of Starfleet Tactical Vice Admiral Lachlan Ablett (but he has no fixed retirement date). We have some excess Defense at each of the Key Systems, but I suppose that only makes sense. After all, we occasionally need to be able to send ships to do stuff, so there has to be some slack.

Would constructing a Star Base at a border zone be considered a diplomatic provocation?

I guess our little stunt with pointing out that 5 Five Year Missions requires more ships allowed us to do an end run around SStarfleet Shipyard Operations Vice Admiral Thunn sa'Asharr and add to the build schedule before we would otherwise have been able to affect it before their retirement in 2302.

So even though we have the designs for Oberth long range explorers and Centaur escorts, there are currently none in the fleet, correct? Though there are two Centaur under construction. Why would we still be building Miranda class ships when we have the Centaur design, anyway? Centaur have superior science and presence, with the only downside being they're 1/3 more expensive. Though I suppose one could make the argument of not caring about the science and presence of Escort ships....

Where would Oberth class be assigned and what kind of stuff would we have them do?

What does the "L" in ship stats stand for? You list Combat rating (C), Science rating (S), Hull rating (H), Presence rating (P), and Defence rating (D) but each ship stat also includes an "L" number. Example:
Constitution 2240-2300 (2270 Refit) [289m, 1m t]
C5 S4 H4 L4 P5 D5

A 2.5m t berth would be able to build any of our current ship designs, correct? You refer to a 3m t berth at
40 Eridani A as an "Excelsior berth" but, a new shipyard at Andor or Tellar Prime with a 2.5m t berth should also be able to do Excelsior ships, which are 2.3m t. And if we ever produce the Ambassador design, it is 3.1m t so none of our current shipyards or shipyard options would even be able to build one. Though the Renaissance design could potentially be produced in a 1m t berth.

Can you list current threat level and current militarization level somewhere in the initial info posts?

Captain's Log - 2301.Q2
Captain's Log, USS Enterprise, Stardate 20605.3

We have entered the Dzinghi System and encountered signs of intelligent life. Soon, we encountered the source; a race of warp-capable life on Dzinghi III.

A First Contact scenario! Things have progressed well. From our initial entreaties, we have been able to determine that they are a proud warrior race. They appear much like Vulcans, but are a more tall and willowy people, with a blue tint to their skin. I'm honestly quite taken by them. They have expressed interest in our Federation, but have explained that there is a 'challenge' we must go through to prove our worthiness. I look forward to seeing what this is. A ritual fight of some kind, I am given to understand. Perhaps something like the Ushaan?

-

Captain's Log, USS Courageous, Stardate 20612.5

We have received a Distress Call from the edge of our border with the Romulans. A science outpost orbiting the Jonah-Ceti dwarf star has reported experiencing a plague of unknown origins. As per Starfleet reglations, we have laid in a course at maximum warp to render aid. It is near the Neutral Zone, but we have no reason to believe foul play. Plagues are a dangerous business, however, as long as the medical and science departments follow the regulations to the letter, I am confident we will have a positive outcome.

-

Captain's Log, USS Sarek, Stardate 20616.3

We have arrived in the Ripley System en route to the Vesuvi System. It had meant to be a temporary stop, however, our routine sensor scans have detected anomalous readings in the asteroid belt. My science officer has requested permission to take a closer look. I concur that this is the logical course of action.

-

Captain's Log, USS Courageous, Stardate 20616.4

The crew of the science station are deathly ill. We are maintaining the required quarantine at the present, having beamed aboard additional medical supplies, as well as Medical teams in full hazardous environment suits. In welcome news, the Miranda-class starship Bon Vivant has responded to the distress call as well, and have placed themselves at our disposal.

-

Captain's Log, USS Sarek, Stardate 20615.9

Subsequent investigation has revealed that the anomalous readings came from three space-dwelling organisms, who were fiercely territorial. I regret that the circumstances made fighting and destroying the three organisms the only rational course of action. However, our own damage, despite losing shields at one point in the battle, has been minimal. The Chief Engineer assures me that repairs can be made while underway.

This has been my first opportunity to see my crew perform in battle, and I am pleased by the result. With more rigorous drill and meditation, this crew will no doubt be a veteran force before long.

Captain's Log, USS Enterprise, Stardate 20617.3

A ship to ship challenge! The Enterprise versus the flagship of the Amarki fleet! Simulation only, of course. If we win, the Amarki will open diplomatic channels with the Federation, with a view to membership. I relish the challenge. I have gathered my senior officers to work out our plan. Their ship is a match for a standard Excelsior-class explorer, but I have no doubt the quality of this crew will tip the balance.

-

Captain's Log, USS Enterprise, Stardate 20617.8

Victory! How sweet the taste. This ship of mine is as beautiful in battle as she is plying the stars. The Amarki are a subtle race of warriors, but my crew will not be caught unawares.

The Amarki political leadership were truly impressed, especially the beautiful Senator who has been liaising with us. I am told that the Federation are already organising an Andorian ambassador to meet them. Alas that I must soon leave these fine people, but there are many more stars yet to explore.

-

Captain's Log, USS Courageous, Stardate 20625.5

We have a cure. Or rather, we always had a cure, once we realised what we were looking for. The unique radiation of the Jonah-Ceti brown dwarf was causing cosmetic mutations of the Belbringi Spring Pox that was brought aboard by an unwitting carrier. It was the Chief Doctor who made the discovery that this was not a new plague at all. The science team has been returned to health from death's door, and have expressed their gratitude.

Thanks to our rigid adherence to regulation, no breaches of quarantine occurred, and the plague was dealt with in a satisfactory manner.

Would constructing a Star Base at a border zone be considered a diplomatic provocation?
Nope.

Why would we still be building Miranda class ships when we have the Centaur design, anyway? Centaur have superior science and presence, with the only downside being they're 1/3 more expensive. Though I suppose one could make the argument of not caring about the science and presence of Escort ships....
Starfleet Shipyard Operations balancing resource budgets, basically. Mirandas are still effective, cheap combatants.

Where would Oberth class be assigned and what kind of stuff would we have them do?
When they are made I'd give players the choice of assignments, which the Oberth would be on for a few years. It's not a proper Five Year Mission because it will be a limited event table and takes place in safe territory, rather than forging new space. But there are, of course, plenty of unexplored areas in "Federation space".

L is new, it stands for "shieLd". It is used in battle sims. Get through the shield to hit the hull.

Big difference is that as you start losing hull points, you start losing combat power as well.

A 2.5m t berth would be able to build any of our current ship designs, correct?
Yes, that's right.

Can you list current threat level and current militarization level somewhere in the initial info posts?
Okay, now listed as part of the Current Fleet Status post here.

So what are the mechanics for the Custom ship project?
