As far as the Excelsiors go, I think we can stave off replacement indefinitely as long as refits are kept up. After all in Canon, the Ambassadors saw little use and the Excelsiors were still around and kicking ass well into the Dominion war. And in canon Ambassadors are not introduced for a couple decades yet. We should focus on Excelsiors, and use them for five year missions (Never mind that in this period they are impressive as all get out capital ships, which would keep aggressors off our backs while we poke anomalies with sticks)

We should also be committing to replacing the Constitutions still in service.

I find @AKuz's plan to be convincing, the reasoning sound, and it'S much more in character than generically Increase The Budget.

I'm convinced, plus the reasoning not to replace Excelsiors is sound

With Regards to this modifier, I'd probably implement it as another discount on the Political Will cost of Shipyard expansions. Those requests will be the sort of thing you can apply for starting next year.

Also next meeting we should either push for an increased threat level or raise the minimum combat level. We have 29 points to give before going over the cap and each Excelsior adds 6 at base, with it increasing by 1 for each level of veterancy. Oberths also will add one each and we need two of those, and if they get past green would contribute 2 each reducing our points available to 25. Also we have 18 points in combat that will be finished at the start of next year reducing our points to 7 which would only allow one Excelsior with one increase to crew rating between it and the two at blooded. And we want Excelsiors for the 5 year missions as they have the highest combo of Science and Presence along with the hull and combat to survive any problems they encounter.

Considering the presence of Archer in the namelist, is the Xindi attack et all canon for the quest ?
 
I was also looking an we need to take control of the academy as both Oberths and Excelsiors require a lot of techs and we only get one a year, which would be enough to add either an Oberth or Excelsior to the explorer fleet and then have to wait a while. Though we could have the Oberths be part of the main fleet if that meets the requirements of the council. Though it does not look like we have the income to build an Excelsior and two Oberths unless we find a good amount of SR. If we can doing so will get us close to the science requirement of 85.

This is a good analysis.

Also: We might end up gaining some points back due to the simple consideration that we may be decommissioning a Constitution class or two as we launch these newer vessels; this would possibly free up some crew as well

It would meet the requirements of the Council - the Oberths don't have to be part of Explorer Corps.

Arghleblargle, um, I haven't decided on that yet. I kinda stopped watching ST:Enterprise at some point preceding that, to be perfectly honest :oops:
